SUBJECT: FUTURE DMSION OF THE 805 AREA CODE
CAO RECOMMENDATION
Adopt a resolution supporting the "east-west" division of area code 805 and retention of the
existing 805 area code designation by the`west"area.
DISCUSSION
The California Public Utilities Commission (PUC) has determined that the 805 area code must
be split in the near future because of growth in the region and increases in the types of telephone
line services. The existing 805 area code serves all of Santa Barbara County, the majority of
Kern, Ventura and San Luis Obispo counties,the north portion of Los Angeles County, and very
small portions of Monterey,Fresno,Kings and Tulare counties.
The PUC and representatives of the telephone industry have developed two plans for
geographically dividing the current 805 area code service area on either an "east-west" or
"north-south" basis. The "east-west" option would result in the vast majority of the tri-county
area (San Luis Obispo, Santa Barbara and Ventura counties) remaining together in the "west"
area, with the"east" area consisting of the majority of Kem County and northern portion of Los
Angeles County.
The"east-west" alternative is clearly the best alternative in respecting and preserving the strong
community of interest, intergovernmental relationships, and business, economic, cultural and
personal identification of the tri-county, "central coast" area Accordingly, we recommend that
the Council adopt the attached resolution supporting the "east-west" alternative for dividing the
805 area code, and encouraging the PUC and California Code Administration to select this
option,with the`west"retaining the existing 805 area code designation.

SUPPORTING THE"EAST-WEST"DIVISION OF AREA CODE 805 AND RETENTION

WHEREAS, the California Public Utilities Commission (PUC) has determined that the

Dear Allen:
I am writing to request your action on an important issue facing the residents of the Tri-County area. —�
As you may know,the existing 805 area code,which currently serves all of Santa Barbara County, the majority of Kem,
Ventura and San Luis Obispo counties, the north portion of Los Angeles County, and very small portions of Monterey,
Fresno,Kngs and Tulare counties,will be split in the coming months. This split is necessitated because by 1999 another
area code will be required to keep up with the increasing demand for new telephone services and numbers in the region.
The two plans proposed by the telecommunications industry for splitting the 805 area code would geographically divide the
existing code on either a forth-south"or`east-west"basis. The north-south option would place Ventura County with the
southeastern portion of Kem County(including Edwards,Mojave and Rosamond)and most of the northern portion of Los
Angeles County (including the Santa Clarita Valley, Newhall, Palmdale and Lancaster) in the "south"area The °north"
area would serve all of Santa Barbara County,the vast majority of San Luis Obispo County and most of Kem County. On
the other hand, the east-west option would result in the vast majority of San Luis Obispo, Santa Barbara and Ventura
counties remaining together in the`Voest"area,with the"east"area containing the majority of Kern County and the northern
portion of Los Angeles County.
I believe you would agree that it is key for the Tri-County region to remain intact, as well as retain the existing 805 area
code. Therefore, I am requesting that you join me in supporting the"east-west"division,with the west retaining the
existing 805 area code. In this regard, I respectfully request that you approve a resolution indicating this position and
then forward it to the California Code Administration at the following address:.
