SUBJECT: 1997-98 Promotional Coordinating Committee Grants-in-Aid Recommendations
CAO RECOMMENDATION
1. Consider recommendations from the Promotional Coordinating Committee for Grants-in-
Aid finding for 1997-98.
2. Adopt a resolution authorizing staff to develop and execute agreements with each grant
recipient as described in Exhibit "A" attached to the resolution and inclusive of any
modifications made by the Council.
DISCUSSION
Background
In January of this year, the Promotional Coordinating Committee (PCC) began its annual grants
process. Notices were placed in the Telegram-Tribune advertising the availability of grants for
local non-profit organizations that promote cultural and economic services or recreational services
of tourism promotion advantage to the City. In addition, prior year grant recipients were mailed
notices advising them of the time frame for the 1997-98 grants process. A workshop was
subsequently held for prospective applicants to review the grant application, emphasize the
Council's newly revised grant criteria, discuss the PCC's expectations for the applications and
answer any questions from the applicants.
Completed applications were due to the City in March The PCC received 35 applications
requesting almost $153,000. This compares with 34 applications in 1996-97 requesting almost
$160,000. As in the past, the majority of the applications were geared toward cultural activities.
Copies of the 1997-98 grant applications are available for the Council and public review in the City
Clerk's Office.
Review Process
Upon receiving the grant applications,the PCC convened a subcommittee to thoroughly review the
applications and formulate preliminary grant recommendations. The Grants-in-Aid subcommittee
was comprised of Pati Brown(who served as chair), Carol Ann Lockary and Anne Cruikshanks. In
conducting the review, the subcommittee evaluated the applications against the revised assessment
criteria(Attachment 2). The subcommittee's preliminary recommendations were then presented to
the fall committee for action during the PCC's May meeting. During the meeting, the PCC
reviewed the subcommittee's recommendations and set a public hearing date to present the
recommendations to the applicant agencies.
Funding Recommendations
A publc hearing was subsequently held on June 18, 1997, to formally present the Committee's
1997-98 Grants-in-Aid recommendations to the applicant agencies. During the meeting, all

applicants were given an opportunity to address the PCC regarding their recommendations.
Representatives of the following groups were present and made comments:

Those providing comments to the PCC primarily provided additional information about their
programs and future plans and expressed appreciation to the committee for their preliminary
recommendations.
Final action on the Grants-in-Aid recommendations was taken after the public hearing and the PCC
unanimously adopted the preliminary recommendations with one modification, the addition of
funding for SLONET. The PCC then directed staff to forward the recommendations to the City
Council for final action.
In summary, the PCC's 1997-98 final grant recommendations:
• Total$82,400. This total includes$80,215 in grants and a reserve of$2,185.
• Provide fimding to 34 organizations,with grants ranging from$1,020 to $4,500.
• Recognize those agencies which are celebrating a significant anniversary year by a somewhat
increased grant.
A more detailed discussion of the individual grant recommendations can be found in Attachment 3.
A member of the PCC will be available to the Council at the public hearing to respond to any
inquiries.
Contracts
Upon Council adoption of grant amounts, staff will enter into contracts with each of the qualified
organizations. Contracts will then be monitored by the PCC and staff throughout the year.
FLSCAL IWACT
The 1997-98 budget for the PCC Grants-in-Aid Program approved as part of the 1997-99 Financial
Plan is$82,400.

distributed Grants-in-Aid fimding to community organizations which provide economic,
cultural and tourism promoting recreational services to residents and visitors; and
WHEREAS, fimdmg for the Grants-in-Aid program has been included in the
1997-99 Financial Plan for the City of San Luis Obispo;

PROMOTIONAL COORDINATING COMMITTEE
GRANT APPLICATION ASSESSMENT CRITERIA
Applications submitted to the Promotional Coordinating Committee will be evaluated both
in terms of the applicant and the grant proposal using the following criteria.
A. APPLICANT CRITERIA
1. Applicant organization must have a clearly stated purpose and function and be
responsible for the planning and provision of a cultural, social or recreational
program. Acceptable recreational programs must qualify under Section 1 (b) of
Grant Criteria below.
2. Applicant must demonstrate that it has the managerial and fiscal competence to
complete the proposed project. Repeat applicants must have a successful history
of using prior grant funds.
3. The organization must have non-profit status as defined in Section 501-C-3 of the
Internal Revenue Code.
4. The organization must give evidence that it has pursued other sources of financial
support, and that it has examined and weighed the financial ability of the target
population to support its program or event.
5. The organization must extend its program to the general public and may not
exclude anyone by reason of race, religion, ethnic background, or any other
population covens by State or Federal law.
6. The applicant organization must be willing to participate in an evaluation process
as requested by the Promotional Coordinating Committee.
7. The applicant should be able to demonstrate coordination with related agencies
and existing community resources.
B. GRANT CRITERIA
1. Grant requests must be for programs or activities which meet one or both of the
purposes below:
a. Of local cultural benefit to the residents of the City of San Luis Obispo (e.g.,
determined by the event's popularity, its accessibility to residents, its
affordability and its uniqueness in the community)or,
b. Of tourism promotion advantage to the City of San Luis Obispo (e.g.,
determined by increases to the City's revenues, especially transient occupancy
tax revenues).

2. Additional consideration will be given to events which occur during the "non-peak"
tourism months of September through May.
3. Additional consideration will be given to organizations requesting funds for a
special celebration such as an anniversary or grand opening which will provide
increased promotional opportunities.
4. Additional consideration will be given to organizations requesting "seed money"for
new events that will subsequently be self-supporting. A 3-5 year financial
projection is required for this type of request.
5. Other types of City support, such as facility use or in-kind service, will be
considered in the award process.
6. Demonstrated financial need of the organization will be considered in evaluating
and awarding funds, although the potential promotional benefit of the request will
be given higher consideration.
7. Past performance of the organization, regardless of financial need or potential
proposal benefit, will be considered in awarding funds.
8. Grants will not be made for the following expenses:
a. Office overhead or staff.
b. Equipment.
c. Rental of space.
d. Scholarships or camperships.
Applicants should be aware that there is no assurance that funding will be
available to them in any fiscal year. Long term dependence on City funding is
discouraged.

SUMMARY OF PRELIMINARY RECOMMENDATIONS
FOR THE 1997-98 GRANTS-IN-AID PROCESS
1. ARTERNATIVES
Request Summary: Artematives is requesting funding to offset the costs of producing
exhibitions and lectures; providing a venue for local artists to display their work; an
outreach program to develop collaboration with unexplored agencies; and a national
Juried exhibition. Specifically, grant funding will support artists honoraria, musicians at
events, postage and printing of announcements and newsletters and the promotional
brochure and exhibition catalog for the National Juried Show.

2. ARTHRITIS FOUNDATION(CENTRAL COAST WINE FESTIVAL)
Request Summary: The Arthritis Foundation is requesting funds to defray the cost of the

Specifically, grant funding will support out-of-town advertising for the event.

3. BUSINESS IMPROVEMENT ASSOCIATION
Request Summary: The BIA is requesting funding for three. separate projects: (1) the

brochure - $1,500. Due to limited funding available, the PCC proposes supporting the
Concerts in the Plaza and partially funding the TNA brochure.

4. CENTER POINT THEATRE GROUP
Request Summary. Center Point Theatre Group is requesting funding for Laugh '97, two
comedy theatrical presentations, which will be the beginnings of an ongoing comedy
festival to be held in future years. Grant funding would be used to help advertise Laugh
'97 by funding the design and printing of a brochure.

5. CENTRAL COAST SHAKESPEARE FESTIVAL
Request Summary. The Central Coast Shakespeare Festival (CCSF) is a re-formation of
an event previously presented by Artemis—A Theatre Company. Its focus is classical
theatre staged for modem audiences. CCSF is requesting funds to help with promotion of
the festival, artists' fees and special needs incurred by the use of an outdoor space
adapted to a performance setting. The PCC is proposing to grant funds toward
advertising and promotion and special site needs.

6. CHILDREN'S CREATIVE PROJECT(ITALIAN STREET PAINTING)
Request Summary: The Children's Creative Project is requesting funding to promote the
annual Italian Street Painting Festival. Festival proceeds will benefit arts education
programs for San Luis Obispo area elementary schools. The PCC supports funding the
cost of the festival brochures.

7. CITY TO SEA MINI MARATHON
Request Summary: The applicants are requesting funding to support the second annual
road race from San Luis Obispo to Avila Beach, following the City to Sea Greenway
established by the Land Conservancy. Proceeds from the race will be used to support an
initial building goal of a permanent cross country course near El Chorro Park. Since this
event has been proven to bring in 50% of its applicants from out of the area, the PCC
recommends partially funding the advertising and promotional expenses.

8. CMC BALLET
Request Summary: The Civic Ballet is requesting help in promoting its 20"' Anniversary

9. CUESTA COLLEGE ART GALLELRY
Request Summary. The Cuesta College Art Gallery is requesting funding for two special
exhibitions, one of painting and the other of printmaking, by nationally and internationally
known artists. The PCC supports funding the cost of printing announcements and
advertising for these events.

10. EDNA VALLEY/ARROYO GRANDE VALLEY VINTNERS
Request Summary. The Vintners Association is requesting funding for the design,
printing and distribution of a winery visitors guide. The PCC feels that even though Edna
Valley is outside the City limits, it is within the City's sphere of influence and the wineries
provide one of the main tourist attractions adjacent to the City. There are 30 visitor
servicing locations within the City which distribute the guide. 23% of the visitors staying in
the City also visit wineries according to the VCB survey.

11. FOUNDATION FOR THE PERFORMING ARTS CENTER
The Foundation for the Performing Arts Center proposes to develop a brochure which can
be used for promoting the Center to tourists and visitors. The PCC proposes funding the
requested portion of the total brochure cost of $4,362. The remaining funds will come
from private donations.

12. FRIENDS OF SLO BOTANICAL GARDEN
Request Summary: The Friends are requesting funding to develop promotional materials

Request Summary: The Gilbert Reed Ballet is requesting funding for artists fees for their

15. KCBX
Request Summary. KCBX is requesting funding to promote three events held in the City
of San Luis Obispo during the Central Coast Wine Classic: a performance by Marian
McPartiand; Magnum Opus, a display of local artists' works at the Arts Center and
Zinfandel & Zydeco, wine tasting accompanied by zydeco music and cajun food. The
PCC recommends a grant for the amount of the newspaper advertising..

16. MISSION PLAZA CULTURAL COALITION
Request Summary: The Coalition (Children's Museum, Art Center, Historical Museum,

walking tour program.

Request Summary: MAY is requesting funding for artists fees, promotion, and general

20. PERFORMING ARTS CENTER-BRAVO SLO
Request Summary. Bravo SLO is a repeat of the showcase of local arts groups which

coordinator. The PCC supports funding a portion of the promotion expense.

Request Summary: The Foundation is requesting funding for marketing materials, artist
fees, transportation and admission assistance for students and seniors as part of the
Youth Outreach for Performing Arts Center Program. The PCC proposes funding artist
fees and senior transportation costs.

Request Summary: The SLO Art Center is seeking support for their 30tl1 Anniversary

recommends funding the cost of advertising, printing of invitations, the event brochure and
press releases for the Anniversary Celebration.

23. SAN LUIS OBISPO COMMUNITY CONCERT ASSOCIATION, INC.
Request Summary: Community Concert Association is requesting funding for a portion
of the costs associated with providing a student music and education program to San Luis
Obispo students and to underwrite 100 season memberships for selected students to
attend regular season concerts. The PCC proposes providing support only for costs
associated with the student concert at the PAC.

24. SAN LUIS OBISPO COUNTY ARTS COUNCIL
Request Summary. The Arts Council is requesting funding for one of three options. 1)
Funds for re-granting to a local artist to create a piece of public art; 2) Funding to establish
a 6-12 month display of public art in the Central Coast Mall; 3) Funds to sponsor and
conduct a conference on Public Art. The PCC recommends against funding these
requests as the City is currently reactivating its public art program and will be seeking
community input on a mandatory privately-funded percent-for-art program, as well.

Request Summary: The County Band is requesting funding for music, uniforms,
equipment and subsidy for band members unable to make tuition payment to the school
district. The PCC recommends supporting the purchase of music and maintenance of
uniforms.

Request Summary: Little Theatre is requesting funding expenses for the Children's

Recommendations for 1997-1998. Wendy advised us that the Council i
aanr�Director would be discussing the subject at the 15 July meeting. We were very i
, �M dismayed that the County Arts Council was turned down on our

request for agrant. The County Arts Council had expressed to the
PCC that our preference was to host a Conference on Public Art which
is exactly the forum that would bring this subject to the community as j
staff was directed.
We have a member on the Art in Public Places Committee, Mr.
Richard Delong, who not only has experience in city government but
was also responsible for an Art in Public Places Conferenee.in the City
O ►� �j of Santa Barbara which was sponsored by the Santa Barbara Arts
Z Commission. This was an open conference that attracted people from

p communities outside of the Santa Barbara area including city 1
U v managers, planning staff, artists,community arts commissions and the 11
Lu general public. There were many guest speakers that covered a wide
C range of topics such as their communities program, implementation,
O technical aspects and legal aspects. Work shops were scheduled in
y between lectures and a wealth of information was not only
disseminated but also shared from community to community.
The Art in Public Places committee has been in contact with members
of the Santa Barbara Art in Public Places program, the city.of Brea's
Art in Public Places program and San Diego's Art in Public Places !
program. They have all indicated that they would be interested in
attending a conference as speakers. You may remember Catherine
Sass from the city of Palm Desert who spoke to you last year about
public art . Catherine was the first Palm Desert Public Art coordinator
and is now the San Diego's Public Art coordinator.
The community not only will become educated to the possibilities of
public art they will be able to ask first hand to individuals who are i
integral to existing public art programs. We,don't have to reinvent the
wheel to make tltis happen. A conference put on by the Art in Public i

Places committee will not only provide very detailed practical
information but also save the city money. The city staff will not have
to add to their work load and will still be completely involved without
spending additional funds.
The County Arts Council is here to promote art and the artists of this
community. It is our job to bring information to the community and
we also see it as our Job to support the city in its new endeavor. I
strongly request you to reconsider the benefits of a Pubic Art
Conference put on by the Art in Public Places Committee by
approving our request.
