Consider recommendations from the Human Relations Commission for Grants-In-Aid funding for 1997-98 2. Adopt a resolution authorizing staff to develop and execute agreements with each Grants- In-Aid recipient as outlined in Attachment"1" and inclusive of any modifications made by Council. DISCUSSION: Backeround In December of 1996,the Human Relations Commission(HRC)began its annual Grants-In-Aid process. Notices advertising the availability of grant monies for local service organizations that provide human and social services in the City were placed in the Telegram-Tribune. In addition, prior year grant recipients were sent notices advising them of the 1997-98 Grants-In-Aid process. A workshop was subsequently held for all prospective applicants to review the changes to the grant application,reiterate the HRC's expectations for application content and format, and answer any questions of applicants. Completed Grants-In-Aid applications were due to the City in February. The HRC received thirty-nine applications,with total requests for funding of$180,718. The 1997-98 grant applications are available for Council review in the City Clerk's Office. Review Process Upon receiving the grant applications, the HRC convened a subcommittee to thoroughly review the applications and formulate preliminary grant recommendations. The subcommittee's preliminary recommendations were then presented to the full Commission for action at the HRC's regular April meeting. During the April meeting,the Commission reviewed the subcommittee's recommendations, modified them as necessary to reflect group consensus, and set a public hearing to present the recommendations to the applicant agencies. The HRC recommended funding all of the 39 applicant agencies that applied for GIA funding. jl Council Agenda Report-Haman Relations Grants-In-Aid Funding Page 2 At the May Public Hearing, 14 agencies were represented. Representatives from EOC expressed concern about the funding reduction to the Senior Health Screening program. They stated that the HRC grant was a large portion of their operational funding and other grants were not as available to them as to other EOC programs. They requested that funding be reduced for the EOC-TAPP program and transferred to the Senior Health Screening program. Further discussion by the representatives indicated that TAPP was eligible for more finding opportunities. By motion the Commission recommended to transfer the funding from TAPP to Senior Health Screening, both of which are programs operated by EOC. This did not effect the total EOC grant award for all programs of$10,600. The Grants-In-Aid subcommittee was composed of Trish Avery(who served as chair), Mike Multari and Joan Lawrence. In conducting their review,the subcommittee evaluated the applications against the Council-adopted HRC Grants-In-Aid criteria(See Attachment 2) and the Council-approved Human Needs Assessment findings (See Attachment 3). Funding Recommendations The May public hearing to formally present the Commission's 1997-98 Grants-In-Aid recommendations was attended by representatives from fourteen agencies. Applicants were given an opportunity to address the HRC regarding their recommendations. The hearing lasted approximately 1 hour. Comments from attending organization representatives were complimentary of the efforts of the HRC and City for making the funds available. Organizations that had received reductions expressed concern yet understood the increased demand on resources by the addition of eight agencies for the 1997-98 funding year. Specifically,the HRC's 1997-98 Grants-In-Aid recommendations: • Total $89,400. The Financial Plan includes Grants-In-Aid finding for$92,100 for 1997-98. • Provide funding to 38 agencies; grants range from $450 to $8,000. • Provide funding to seven new agencies (Big Brothers/Big Sisters, Central Coast Head Injury Support Program, EOC Head Start, Literacy Council-Homeless-Program, SLOCO Access, SLO Friends of the Library, SLO Youth Football). • Attempt to maintain funding to those agencies that serve the top listed needs in the Human Needs Assessment. (Attachment 3) A more detailed discussion of the individual grant recommendation can be found in Attachment ..2,. 3•S Council Agenda Report-Human Relations Commission Grants-In-Aid Pie 3 Contracts Upon Council adoption of grant amounts, staff will enter into contracts with each of the qualified organizations. Each contract is then monitored by the HRC and staff throughout the year. FISCAL IMPACT: The 1997-98 Financial Plan identifies $92,100 for Human Relations Commission's Grants-In- Aid Program. This is a 3%increase over 1996-97. The balance of$2700 will be held for requests that may come throughout the year as emergencies. (1997 SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO AUTHORIZING FUNDING TO THIRTY-EIGHT AGENCIES IN THE AMOUNT OF$89,400 FOR FISCAL YEAR 1997-98 THROUGH THE HUMAN RELATIONS COMNIISSION WHEREAS, the City of San Luis Obispo supports non-profit agencies which provide human and social services to the residents of the City of San Luis Obispo through its annual Grants- In-Aid process; and WHEREAS, funding for the Human Relations Commission Grants-In-Aid program has been included in the 1997-99 Financial Plan for the City of San Luis Obispo; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo as follows: SECTION 1. That agencies attached hereto and marked Attachment 1 shall be provided funding as is designated in the same attachment. SECTION 2. The staff is directed to prepare a contract for each agency identified in Attachment 1,and the CAO is authorized to execute such contracts. ACHIEVEMENT HOUSE 1996-97 Grant Amount: $ 500 1997-98 Request: $1,051 1997-98 HRC Recommendation: $ 500 Achievement House is requesting $1,051 to purchase equipment to assist clients with shrink wrapping, button making, sealing, and sorting projects for over 200 businesses. The Commission is recommending $500 which will allow the organization to partially fund the purchase. 2. AIDS SUPPORT NETWORK 1996-97 Grant Amount: $2,100 1997-98 Request: $6,950 1996-97 HRC Recommendation: $2,100 Aids Support Network is requesting $6,950 to expand and promote the educational outreach programs and expand the in-house library. Aids Support Network provides support to those diagnosed with Aids or HIV disease, as well as their families. Recommended funding of $2,100 will allow the organization to fund a portion of the expenses identified in their proposal. 3. ALPHA 1996-97 Grant Amount: $1,000 1998-98 Request: $1,800 1997-98 HRC Recommendation: $1,000 Alpha is requesting $1,800 to continue and expand a Housing Assistance program which provides rental and deposit assistance. The City has partially funded this since 1991. The Commission is recommending a grant of $1,000. Recommended funding is consistent with the prior year and will allow the organization to fund a portion of their housing assistance program. 4. AMERICAN RED CROSS 1996-97 Grant Amount: $4,200 1998-98 Request: $6,000 1997-98 HRC Recommendation: $4,200 The American Red Cross is requesting $6,000 to fund ongoing support of existing programs. The Commission is recommending a grant of $4,200. Recommended funding is consistent with the prior year and will allow the organization to fund a portion of the identified expenses. ARTHRITIS FOUNDATION 1996-97 Grant Amount: $ 1,000 1997-98 Request: $ 2,500 1997-98 HRC Recommendation: $ 1,000 The Arthritis Foundation is a new request for this year and is requesting $2,500 for purchasing a scanner to reproduce pages form manuals and add Spanish translations. The Commission is recommending a grant of $1,000. Recommended funding will assist with a portion of the equipment purchase. 6. BIG BROTHERS/BIG SISTERS 1996-97 Grant Amount: $ 0 1997-98 Request: $ 5,000 1997-98 HRC Recommendation $ 500 The Big Brothers/Big Sisters is requesting $5,000 to fund 3 matches of adult volunteers with children. Each match is estimated to cost $2,000. Funding recommended by the HRC will provide a portion of funding need to qualify as a match. 7. CAMP FIRE COUNCIL 1996-97 Grant Amount: $1,000 1997-98 Request: $1,000 1997-98 HRC Recommendation: $1,000 The Camp Fire Council is requesting $1,000 to continue a day camp/care program at a reduced fee for children in San Luis Obispo. Requested money will be used to offset the tuition cost for camp. The HRC is recommending a grant of $1,000. Recommended funding is consistent with the prior year and will allow the group to fund a portion of the expenses identified in their proposal. 8. CASA SOLANA 1996-97 Grant Amount: $ 5,000 1997-98 Request: $10,000 1997-98 HRC Recommendation: $ 5,000 Casa Solana is requesting $10,000 to support ongoing operations of providing a recovery home for alcoholic or drug dependent women by offering a safe, social-model living environment. The HRC is recommending a grant of $5,000. Recommended funding is consistent with the prior year and will allow the group to fund a portion of the expenses identified in their proposal. 9. CENTRAL COAST HEAD INJURY SUPPORT PROGRAM (CCHISP) 1996-97 Grant Amount: $ 0 1997-98 Request: $ 6,000 1997-98 HRC Recommendation: $ 500 The Central Coast Head Injury Support Program, (CCHISP) is requesting $6,000 to create and distribute public awareness information, mail a newsletter, and purchase equipment. The HRC is recommending $500 as seed money to fund a first year request. 3-d 10. SAN LUIS OBISPO CHILD DEVELOPMENT CENTER 1996-97 Grant Amount: $7,500 1997-98 Request: $9,000 1997-98 HRC Recommendation: $7,500 The San Luis Obispo Child Development Center is requesting $9,000 to purchase materials and supplies for their child abuse prevention/intervention program and fund facility costs. The Committee is recommending a grant of $7,500. This will allow the organization to fund a majority of the materials and supplies identified in their proposal for their child abuse prevention/intervention program and is consistent with the prior year. 11. EOC CHILD CARE RESOURCE CONN. 1996-97 Grant Amount: $ 1200 1997-98 Request: $3,000 1997-98 HRC Recommendation: $1,200 EOC Child Care Resource Connection is requesting $3,000, to purchase training materials, workshop supplies, advertising materials and advertising materials The Committee is recommending $1,200, which will fund the purchases. 12. EOC HEALTH SERVICES (40 Wonderful) 1996-97 Grant Amount: $3,000 1997-98 Request: $3,000 1997-98 HRC Recommendation: $3,000 The EOC Family Planning is requesting $3,000 to continue its "Forty Wonderful Project" which provides funding for early detection of breast and cervical cancer. The Committee is recommending a grant of $3,000. Recommended funding is consistent with the prior year and will allow the EOC to subsidize low income, uninsured and underinsured women to utilize services provided by the "Forty Wonderful Project". Funds will also be used as a local match to leverage other funding. 13. EOC HEALTH SERVICES (Teen Academic Pregnancy and Parenting Program, TAPP) 1996-97 Grant Amount: $ 0 1997-98 Request: $ 5000 1997-98 HRC Recommendation $ 0 EOC is requesting for the TAPP program $ 5000 to cover child care costs, transportation for teens to medical appointments, partial rent, mileage for the case manager and scholarships for teen parenting classes. The HRC recommendation was reduced to 0 at the request of EOC staff in order not to reduce funding to the Senior Health Screening program. JW? 14. EOC SENIOR HEALTH SCREENING 1996-97 Grant Amount: $2,800 1997-98 Request: $3,000 1997-98 HRC Recommendation: $1150 EOC Senior Health Screening is requesting $3,000 to fund low cost of health screening tests, counseling, and referral services to a minimum of 110 seniors at one or more clinics. The HRC is recommending a grant of $1,150. 15. EOC HEAD START 1996-97 Grant Amount: $ 0 1997-98 Request: $ 3000 1997-98 HRC Recommendation: $ 1500 EOC Head Start is requesting $3000 to supplement the regular Head Start budget to provide medical and dental services for High Street Head Start. The HRC is recommending $1500 for this first year funding request. 16. FAMILY SERVICES CENTER 1996-97 Grant Amount: $4,000 1997-98 Request: $4,700 1997-98 HRC Recommendation: $3,500 The Family Services Center is requesting $4,700 to fund ongoing operations in connection with providing personal, marital, and family counseling to low and middle income families in San Luis Obispo. The Committee is recommending a grant of $3,500, which is slightly less than last year. 17. GRASS ROOTS II INC 1996-97Grant Amount: $3,500 1996-97 Request: $6,000 1996-97 HRC Recommendation: $3,500 Grass Roots II is requesting $6,000 to fund rent, telephone, and utility expenses associated with their Program. Grass Roots II provides food, clothing, and crisis intervention to those that do not qualify for aid from other traditional social service agencies (those that "slip through the cracks"). The Committee is recommending a grant of $3,500 which is the same as last year and will fund a portion of the program's fixed expenses (rent, telephone, utilities, etc.). 18. HOSPICE 1996-97 Grant Amount: $4,200 1997-98 Request: $10,000 1997-98 HRC Recommendation: $4,200 Hospice is requesting a grant of $10,000 to fund ongoing operations of their program for providing in- home care to the terminally ill individual and group counseling, children's programs, professional training and education. The HRC is recommending a grant of $4,200 which is consistent with the prior year. 'J�Aq 19. HOTLINE 1996-97 Grant Amount: $3,400 1997-98 Request: $5,000 1997-98 HRC Recommendation: $3,400 Hotline is requesting $5,000 to fund ongoing operational costs associated with providing a twenty-four hour crisis intervention Hotline (such as rent, telephone, volunteer training, and postage costs). The Committee is recommending a grant of $3,400 which consistent with the funding of the previous year. 20. LIFESPAN SERVICE NETWORK (ADCARE) 1996-97 Grant Amount: $2,000 1996-97 Request: $2,500 1996-97 HRC Recommendation: $2,000 Ad Care is requesting $2,500 to fund additional day care/respite for the frail elderly living in San Luis Obispo, cover rent and add a second telephone line to facilitate efficient handling of calls. The Committee is recommending a grant of $2,000. Recommended funding is consistent with the prior year and will allow the organization to fund a portion of the expenses identified in their proposal. 21. LIFESPAN - CARING CALLERS 1996-97 Grant Amount: $ 450 1997-98 Request: $ 1,000 1997-98 HRC Recommendation: $ 450 Lifespan is requesting $ 1,000 for the Caring Callers program to supplement operating expenses with special emphasis on volunteer recognition activities. The HRC is recommending a grant of $ 450 which is consistent with last years request and will allow the group to fund a portion of their request. 22. LIFESPAN -RSVP 1996-97 Grant Amount: $ 500 1997-98 Request: $1,000 1997-98 HRC Recommendation: $ 500 The Retired Senior Volunteer Program (RSVP) is requesting a grant of $1,000 to assist RSVP in meeting the local match needed to retain federal grant funding. Recommended funding of $500 is consistent with the prior year and will assist the group in meeting the funding match for federal grant qualification. 23. LIFESPAN - SENIOR PEER COUNSELING 1996-97 Grant Amount: $1,700 1996-97 Request: $1,800 1996-97 HRC Recommendation: $1,700 Senior Peer Counseling is requesting $1,800 to fund an already existing program that provides in home counseling to seniors. The funding assists in providing for the director, supplies and equipment . IW# The committee is recommending a grant of $1,700. Recommended funding is consistent with the prior year and will allow the group to fund a portion of the expenses identified in their proposal. 24. SAN LUIS OBISPO LITERACY COUNCIL -ESL. 1996-97 Grant Amount: $2,000 1997-98 Request: $3,500 1997-98 HRC Recommendation: $2,000 The San Luis Obispo Literacy Council is requesting $3,500 to increase training for tutors. The HRC is recommending a grant of $2,000 which is the same as last year's funding. Recommended funding will allow the Literacy Council additional tutors to meet demand. 25. SAN LUIS OBISPO LITERACY COUNCIL- HOMELESS 1996-97 Grant Amount: $ 0 1997-98 Request: $ 4150 1997-98 HRC Recommendation: $ 800 The San Luis Obispo Literacy Council program for the Homeless will be serving to support the literacy and English as Second Language needs by providing services at the Prado Day Center. The HRC is recommending a first year amount of $800. 26. LONGTERM CARE OMBUDSMAN 1996-97 Grant Amount: $1,500 1997-98 Request: $2,500 1997-98 HRC Recommendation: $1,500 Long Term Care Ombudsman Services is requesting $2,500 to fund volunteer recruitment and computer hardware to assist in meeting the increased reporting requirements. The Committee is recommending a grant of $1,500 which is the same as previous years funding. Recommended funding will allow the organization to fund some of the expenses identified in their proposal. 27. MENTAL HEALTH ASSOCIATION 1996-97 Grant Amount: $4,300 1997-98 Request: $3,874 1997-98 HRC Recommendation: $1,400 Mental Health is requesting $3,874 to expand the growing capabilities of the Growing Grounds Farm which provides "on the job" vocational training to the persistently mentally disabled. Specifically to add two storage sheds, develop a road and build a shade area for planted material. Recommended funding in the amount of $1,400 is recommended by the HRC based on the sizeable reserves held by the organization. 28. MIDDLE HOUSE 1996-97 Grant Amount: $ 3,600 1997-98 Request: $15,000 1997-98 HRC Recommendation: $ 3,600 Middlehouse is requesting $15,000 to provide funding for costs not covered by residents and new residents participating in the rehabilitation program for alcoholic and drug dependent men. The Committee is recommending a grant of $3,600 which is equal to prior years funding. Recommended funding will allow the organization to fund part of the expenses identified in their proposal. 29. RAPE CRISIS 1996-97 Grant Amount: $5,800 1997-98 Request: $6,000 1997-98 HRC Recommendation: $5,800 Rape Crisis is requesting $6,000 to fund a portion of ongoing support costs (such as rent and utilities expenses) associated with providing twenty-four hour assistance to rape victims and their families The Committee is recommending a grant of $5,800 which is slightly higher than prior year grant funding. The funds enable Rape Crisis to leverage other funding from the office of Criminal Justice. 30. SALVATION ARMY 1996-97 Grant Amount: $ 8,000 1997-98 Request: $ 8,000 1997-98 HRC Recommendation: $ 7,000 The Salvation Army is requesting $8,000 to support the direct services provided by the organization to the community (e.g., food, food vouchers, personal hygiene items, clothing and shoes, temporary shelter, emergency transportation and children's day camp programs) The Committee is recommending a grant of $7,000. The recommended funding is slightly less than the prior year and will still allow the group to fund a portion of the expenses identified. 31. SENIOR LEGAL SERVICES 1996-97 Grant Amount: $ 500 1997-98 Request: $1,500 1997-98 HRC Recommendation: $ 500 SLO Legal Alternatives is requesting $1,500 to purchase a copy machine. The Committee is recommending a grant of $500 to help fund the request. 32. SENIOR NUTRITION PROGRAM 1996-97 Grant Amount: $1,000 1997-98 Request: $3,500 1997-98 HRC Recommendation: $1,000 Senior Nutrition is requesting $3,500 for food, supplies and rent. The funds will assist with food, supplies for the delivery of meals to home bound seniors and accrued rent. The Committee is recommending a grant of $1,000. Recommended funding is consistent with the prior year and will allow the group to fund a portion of the identified expenses. 33. SLOCO ACCESS 1996-97 Grant Amount: $ 0 1997-98 Request: $ 3,000 1997-98 HRC Recommendation: $ 2,000 SLOCO Access is requesting $3,000 for the purpose of printing an access survey guide identifying the accessibility of San Luis Obispo County for the disabled community. The Committee has recommended $2,000 to partially fund the request. 34. SLO FRIENDS OF THE LIBRARY 1996-97 Grant Amount: $ 0 1997-98 Request: $ 3,000 1997-98 HRC Recommendation: $ 1,000 THE SLO Friends of the Library are requesting $3,000 to purchase Spanish language reference material, books, and videocassettes on Health and Medical information and Career Center Focus The Committee is recommending a grant of $1,000 which will allow the SLO Friends Of The Library to purchase a portion of the core center material. 35. SLO YOUTH FOOTBALL AND CHEER 1996-97 Grant Amount: $ 0 1997-98 Request: $3,309 1997-98 HRC Recommendation: $ 450 SLO Youth Football and Cheer has requested $3,309 to provide scholarships for eleven at risk youth to participate in the program provide The Committee is recommending $450 to partially fund the request. 36. TRI COUNTIES EASTER SEALS 1996-97 Grant Amount: $1,500 1997-98 Request: $3,500 1997-98 HRC Recommendation: $1,500 Easter Seals is requesting $3,500 to help fund gaps in the medical and emergency needs of adults and children with disabilities or potentially disabling conditions. The Committee is recommending a grant of $1,500. Recommended funding is consistent with the prior year and will allow the group to fund a portion of the expenses identified in their proposal. 37. UNITED CEREBAL PALSY 1996-97 Grant Amount: $ 500 1997-98 Request: $2,384 1997-98 HRC Recommendation: $ 500 United Cerebral Palsy is requesting $2,384 to purchase a equipment and training materials for direct 14Y service to children under medical care in the San Luis Obispo kids hospital outpatient education program. The Committee is recommending a grant of $500. This amount is equal to previous years funding. 38. The Committee is recommending a grant of $2,000 which is higher than the prior year and will allow the group to fund a portion of their rental expenses. 39. WOMEN'S SHELTER 1996-97 Grant Amount: $ 8,000 1997-98 Request: $12,000 1997-98 HRC Recommendation: $ 8,000 The Women's Shelter is requesting $12,000 to fund ongoing shelter program expenses. The Women's Shelter provides emergency shelter for women and children who are victims of domestic violence. The Committee is recommending a grant of $8,000 which is consistent with the prior year and will allow the group to fund the majority of their expenses identified in their proposal.
