DISCUSSION The Water Reuse Project will provide a distribution system to deliver up to 1233 acre-feet per year of high quality tertiary reclaimed water to large volume customers throughout the City of San Luis Obispo. Since 1994, the Water Reclamation Facility has been producing a disinfected tertiary reclaimed water that is suitable for all irrigation needs and many other uses.This water is currently discharged to San Luis Obispo Creek under a National Pollution Discharge Elimination System (NPDES)permit that is issued by the Regional Water Quality Control Board. Upon completion of the Water Reuse Project a portion of this reclaimed water will be distributed for reuse. On March 25, 1997,the City Council certified the EIR for the Water Reuse Project.Project design is the next step to implement City Council goals and policies related to water reuse. These goals and policies include: • The 1997-99 Major City Goal of Long-term Water Supply Development has three objectives. Constructingthe first phase of the Water Reuse Project is one of those objectives(page B-23 of the FY 1997-99 Financial Plan). • The Urban Water Management Plan and the Water Management Element of the General Plan adopted by the City Council in November of 1994, includes a policy on supplemental water supply projects that calls for the pursuit of water reuse,along with the expansion of the Salinas Reservoir and the Nacimiento Reservoir Pipeline project, to provide the supplemental water needed to meet current and projected future water demands(Chapter 3 of the UWMP). • The Urban Water Management Plan and the Water Management Element of the General Plan also contains a policy that the City shall continue to develop and use water resource projects to maintain multi-source water supplies(Section 2.7 of the UWMP). The RFP seeks professional engineering services to: /4-1 Water Reuse Project—RFI- ,or Design Services Paget 1) prepare a preliminary design report for the Water Reuse Project (this will include an analysis of phasing options and routing alternatives which will be reviewed with City Council prior to the preparation of plans and specifications for construction), 2) prepare an Engineering Report to satisfy the requirements of the California Regional Water Quality Control Board and the State Department of Health Services for the issuance of a Master Reclamation Permit, 3) prepare the plans and specifications for construction for the first phase of the Water Reuse Project,and 4) design the mitigation measures required to offset the impacts of the Water Reuse Project Several other activities related to the Water Reuse Project will be going on concurrently with the selection of a design consultant.The State Water Resources Control Board(S WRCB)is continuing to process the City's petition to change the place and purpose of use of treated wastewater(reuse rather than discharge to the creek).A hearing to consider the City's petition and the five protestants is being scheduled for early fall of this year.The City's public information program will continue to remind the public that water recycling is a safe,appropriate,and drought resistant source of water to provide green spaces within the City. The process to select a design consultant will take approximately three months to advertise the RFP,receive proposals,evaluate proposals,select three or four consultants for interviews,conduct the interviews,select a preferred consultant,negotiate a final scope of work and compensation plan, and return to the City Council with a consultant contract for approval.Because the detailed scope of the Water Reuse Project and necessary mitigation measures cannot be considered final until the City's petition is approved by the S WRCB, staff is asking only for approval to advertise the RFP and negotiate with the selected consultant This will allow consultant selection to move forward concurrent with SWRCB permitting and further the likelihood of attaining Council's Major City Goal of completingphase I of the project in 1998. City Council's approval of the Request for Proposals for Design of the Water Reuse Project and authorization to solicit proposals will allow the selection of a consultant in a timely manner so that design can proceed following State approval of the City's petition to use the reclaimed water.After a consultant has been selected and a scope of work and fee schedule have been negotiated, a contract will be brought to the City Council for approval. FISCAL II"ACT There is no immediate fiscal impact associated with the recommended action. Once a design consultant has been selected and a final scope of work and compensation plan have been negotiated,staff will return to the City Council for approval of the contract for consultant service to design the project.
