DISCUSSION Background: Recently, the City Council adopted a policy for naming City parks in honor of various citizens. The policy authorizes the Parks & Recreation Commission to forward appropriate recommendations to Council for their approval. . Since the passing of former Parks & Recreation Director Lawrence J. (Jim) Stockton, several requests for the naming of a facility in his honor have been received. Jim put in over 35 years of work for the benefit of parks and recreation in San Luis Obispo. Many City parks result from the efforts of Jim, as well as some of the Department's most successful programs: Sun `N Fun, Minor League Baseball, and the Adult Softball Leagues. Finding a location that represented the efforts that Jim had a hand in was difficult, because he was involved in so many: the Jack House, Sinsheimer Park, Meadow Park, Mission Plaza, and others. However, one location was selected as being the most appropriate. The Sinsheimer Park softball field project was proposed over 20 years ago to fulfill a growing need in the softball community. Jim was one of those who gave his time to oversee aspects of the project — from the grading of the infield to the installation of the lights. Part of this was a portion of his job as then assistant Parks & Recreation Director, but many hours were spent away from his work day helping volunteers accomplish the project. The softball field project was a true community volunteer effort, and Jim was one of the catalysts on the City's end to seeing the field completed in time for use in 1979. Many nights after the completion of the field, one could spot Jim standing at the right field fence watching games, particularly those where a family member, a friend, or a former player was participating. Recognition of this posthumous honor will be made during the Department's 50' anniversary celebration to be held at Sinsheimer Park on Saturday, October 11, 1997. FISCAL IMPACT Only costs that will be incurred will be for appropriate signage at the site. Costs for a. sign identifying tfie facility as .JIM STOCKTON SOFTBALL FIELD will be funded through .the. existing Department budget.
