SUBJECT: GRANT APPLICATION TO U.S. SOCCER FEDERATION
CAO RECOMMENDATION:.
Authorize staff to prepare and submit a grant application to U.S. Soccer Federation for
$25,000 for the development of a part of the Youth Sports Fields.
DISCUSSION:
Background
The United States Soccer Federation, backed by $20 million dollars in funding from the World
Cup '94 organizing committee, is making grants available for groups promoting soccer. The
World Cup Soccer Committee identifies it's mission as, "to create a soccer legacy for soccer in
the United States, through funding of projects designed for the long-term growth of the game."
In 1996, organizations in 14 States received funding.
More recently, the 1997 grants awarded in April topped the $2 million mark. Thirty-six
organizations received grants for projects ranging in scope from facility building, lighting
existing fields, and establishing clinics.
Organizations and individuals of either nonprofit or profit status qualified to do business in the
United States are eligible to apply. The grant is not restricted so that incorporated or
unincorporated individuals or entities are also eligible for application.
Projects may be for any length of time. The Foundation Grant Committee is authorized to
award grants up to $25,000. Anything higher than that must be decided by the Board of
Directors. The grant application submittal deadline is November 1, 1997. Criteria priorities
used to determine grant awards include:
• ability of the grant project to increase number of participants
• ability of the grant project to increase the quality of play
• ability of the grant project to increase the visibility of the sport
• enhancement of gender equity
• enhancement of minority participation
• ability of the grant project to leverage funds
• affiliation of the applicant with the U.S. Soccer Federation

By description, the Youth Sports Fields project is definitely eligible to be considered by the
soccer foundation for funding. The need for additional sports fields for youth is identified in
the Parks and Recreation Element and is recognized by the multitudes of youth sports
organizations. Funding for the project is identified in the Capital Improvement Plan for the
1997-99 Financial Plan.
A copy of the grant application is provided in the Council Reading file.
FISCAL EMPACT
The approved funding for the Youth Sports Complex is $3,000,000. Requesting $25,000
would aid in the development of the complex. Staff feels that specifically targeting the
development of one competitive level youth soccer field for the grant application would aid the
application in being favorably reviewed by the grant committee and would greatly assist in the
project being considered for funding by the Federation. While the field would be designed
with multi-use purpose in mind, amenities could be incorporated in the design of this field that
would make it better suited for tournament play.
This grant requires no matching or in-kind contribution on the part of the City.
CONCURRENCES
The Parks and Recreation Commission supported the staff recommendation at their September
3 meeting.

GRANT APPLICATION INFORMATION & INSTRUCTIONS
INTRODUCTION
The Foundation
The United States Soccer Federation Foundation, Inc. is a not-for-profit
corporation qualified under section 501 (c) (3) of the Internal Revenue Code. Earnings
from the permanent endowment fund of the Foundation are the source for grants made by
the Foundation for worthy soccer projects.
Foundation Mission Statement
The Foundation has the.following mission:
To manage the Foundation's fonds in order to create a permanent legacy for
soccer in the United States, through funding of projects designed for the long-term
growth of the game in support of the United States Soccer Federation's vision to make
soccer a preeminent sport, recognized for excellence in participation. spectator appeal.

Application Review and Decision Process
1. Applications are filed for each Grant Period determined by the Foundation. Each
Application delivered to the Foundation will be reviewed by the Executive Director to
determine if it (A) has been "timely" received by the Foundation and (B) meets the
criteria of a"complete" Application. The Executive Director at his discretion may
request additional information from the Applicant. The additional information must
be received by the deadline date for the grant period. The Executive Director will
inform in writing the Grants Committee and the Applicant in the case of any

Application which has been rejected. Applications which have been approved by the
Executive Director as "timely"and "complete" will be forwarded to the Grants
Committee for review.
2. All Applications determined by the Executive Director to be timely and complete will
be evaluated. The basis of the evaluation will be a determination of(A) which
Applications best meet the mission statement of the Foundation, (B) which
Applications best meet the Foundation priorities regarding grants, and (C) the
individual merits of the Grant Project. The Grants Committee will select those
Applications which it, in its sole discretion, determines best meet those standards.
The Grants Committee will recommend those Applications, together with the amount
of grant moneys and other terms, if any, to the Board of Directors of the Foundation
for consideration.
The Board of Directors of the Foundation has delegated to the Grants Committee the
right, but not the obligation, to make grants of up to $25,000.00 but retained the sole
right to make grants of more than $25,000.00.
3. The Board of Directors of the Foundation shall annually set a budget for the payment
of grants, if any, during each fiscal year of the Foundation based upon the availability
of earnings. The Board of Directors will review all Applications recommended to it
by the Grants Committee. The Board of Directors, in its sole discretion, may take any
or no action on any Application. Applicants should expect that they will be required
to agree to such reporting procedures as the Board of Directors may establish as a
condition of receiving a grant. The Board of Directors may place any other conditions
upon a grant that it deems appropriate. The Executive Director will notify all
Applicants regarding actions taken by the Foundation on their respective
Applications. It is currently estimated that notice of Foundation actions on the 1997
Grant Program will be given to Applicants in April 1998.
4. A personal presentation about an Application to the Foundation (Executive Director,
Grants Committee, or Board of Directors) will be at the discretion of the Foundation
and only after advance written invitation.
INSTRUCTIONS
"Applicant": shall be any individual or an incorporated or unincorporated entity,
including `'for-profit"or"not-for-profit", qualified to do business within the United
States. If the Applicant is for profit, the Applicant's Grant Application must be for a
Grant Project that is in furtherance of a charitable section 501 (c) (3) purpose.
"Application": shall be the pages of the Grant Application Form, the Grant Application
Information, and required and optional supporting documentation, completed by an
applicant and delivered to the Foundation by November 1, 1997. The Application form
must be used to the maximum extent possible, with additional supporting information
continued on supplemental pages. All supplemental materials provided should be on

Amendments of Application: The Foundation reserves the right to amend or otherwise
change the form or content of the Application at any time.
Number of Application Copies to File: One (1) signed and dated original Application
should be delivered to the Foundation.
When and Where to "Timely" File Application: AN APPLICATION POSTED BY
5 PM NOVEMBER 1, 1997,TO THE OFFICES OF THE FOUNDATION WITH
EVIDENCE OF POSTING BY REFERENCE TO POSTMARK OR OTHER
SIMILAR DOCUMENTATION AT THE TIME OF POSTING SHALL BE
CONSIDERED AS "TIMELY" FILED FOR THE CURRENT GRANT PERIOD.
An Application or part thereof may not be delivered by fax, modem, or email
transmission. An Application determined not to be "timely" will be rejected.

"Complete" Application: An Application will be considered complete if all requested
answers to questions and required additional documents are completed and attached; the
Application is properly dated and signed by a person authorized by the Applicant; and the
Application and attachments are delivered are delivered to the Washington, DC offices of
the Foundation. An incomplete Application will be rejected.
"Grant Project": is any activity related to the sport of soccer for which Foundation
Grant Money is requested.
Multiple Applications: An Applicant may submit Applications for more than one Grant
Project in the same grant year. A separate Application must be filed for each Grant
Project. Each such Application must separately meet the requirements of being "timely"
and "complete".
Re-Applications: The Foundation will not reconsider an Application for a Grant Project
during the same grant period it was submitted. A new Application for the same Grant
Project may, however, be submitted during the next grant period, subject to using the
forms and meeting the requirements for that next grant period.
Applications Become Property of Foundation: All Applications and documents and
information related to the Applications delivered to the Foundation become the sole
property of the Foundation and shall not be subject to inspections, review, or disclosure
except with the express consent of the Board of Directors.
Record Retention: The Foundation will retain for a limited period of time, as
determined by the Foundation, only approved Applications with related documents and
information.
Type or Print Applications: Applications must be typed or mechanically printed.
Handwritten applications will be rejected.

Length of Grant Proiect: A Grant Project may be for any length of time.
REQUIRED SUPPORTING DOCUMENTS
Please attach to your completed Application the following documents. Failure to
provide required documents may cause your Application to be considered incomplete.
1. Tax return: Complete copy of the most recently filed Federal income tax or
information return for the Applicant (e.g. Form 1040; Form 990; Form 1020).
2. Grant Project Budget: A document describing in detail the financial aspects of the
entire Grant Project over the term of the Project including: identification of sources
or revenue and funding other than the Foundation for the Grant Project and whether
these commitments are in hand or pledged; description of all expenses related to the
Grant Project; and any information you believe is relevant to present a complete
understanding of the financial aspects of the Grant Project.
