SUBJECT: Amendment of parking lot sweeping contract and appropriation of funds
CAO RECOMMENDATION
1) Authorize the City Administrator to execute an amendment to the parking lot sweeping
contract.
2) Amend the 1997 -99 Financial Plan as follows: Appropriate an additional $1100 from the
unappropriated General Fund balance in 1997 -98 for contract street sweeping; and $1900 in
1998 -99.
DISCUSSION
In late November, the engineering firm working on the Higuera Street Bridge Rehabilitation project
completed a structural analysis of the existing bridge. The report identified weak areas of the
structure and recommended some action to ease the loading on the bridge. Staff has already
completed some of that work in the vicinity of Mo's BBQ.
Another weak area of the bridge is tinder the sidewalk along Woodstock's Pizza. Due to the
bridge's weakened state, Higuera Street had a load limit placed on the weight of vehicles that may
use that street since the spring of 1994. The recent report identified this sidewalk area as
particularly sensitive to loading due to deterioration of the steel beams supporting the deck. Staff
realized the City's street sweeper presents a significant load in this weakened area. Unlike other
large vehicles which are in the travel lanes, the sweeper goes right down the edge of the sidewalk.
Staff felt it would be best to eliminate the large heavy sweeper from the area and yet find a way to
maintain the area. Thus staff arranged with the sweeping contractor cleaning the adjacent city
parking lots to sweep this short stretch as that sweeper is considerably lighter.
FISCAL IMPACT
The sweeper company has agreed to complete this stretch of sweeping, Monday through Friday for
$150 a month. Their contract is up for renewal in July. At that time there is a possibility the cost
could go up slightly. Staff is requesting funds for sweeping seven months this fiscal year at $150
per month with future year sweeping at $155 per month. The latest date expected for the bridge
repair is October of 2000. This additional appropriation will not adversely impact the City's
minimum fund balance policy.
