HomeMy WebLinkAbout03/17/1998, 2 - COUNCIL COMPENSATION council Na -, _ 9 j agcnaa RepoRt hmN..bw CITYOF SAN LUIS O B I S P O FROM: Council Compensation Committee Prepared By: Ann Slate, Personnel Director Bonnie Gawf, City Clerl SUBJECT: Council Compensation RECOMMENDATION: Adopt a resolution revising the Mayor and City Council Compensation Plan BACKGROUND: Charter Section 410 requires the Council Compensation Committee be formed during even numbered years to review Mayor and Council Members' compensation and recommend any adjustments, if appropriate, for the following two-year period. The Committee is required to bring its recommendations in resolution form to the Council within 90 days. On January 20, 1998, the City Council appointed the five member Committee, who conducted the biennial review. The Committee met three times and reviewed the full Council compensation package including salary, benefits,expense reimbursement,professional development allowances and other compensation provided. In addition to that, the Committee reviewed the total compensation of mayors and councils in ten other California cities (charter and general law), and the Council and Mayor responsibilities in San Luis Obispo. Based on a thorough analysis, the Council Compensation Committee recommends modifications to the current compensation package for the City Council for the two-year period January 1999 through December 2001. The Committee recommends an increase in basic compensation from $800 to $1,000 monthly for Council Members and from $1,000 to $1,200 per month for the Mayor. The Committee recognizes that the City of San Luis Obispo community expects a great deal of its Mayor and Council Members and the time demands of participation on the Council are great, and that those demands have increased since 1989, the last time Council Compensation was raised. In addition, an analysis of the average CPI since 1995 shows that the nationwide increase has been more than ten percent in the last three years, alone. The Committee is recommending that the monthly contribution toward Mayor and Council Member participation in health insurance benefits be raised from $415 to $420. Historically, this amount has been equal to the contribution for management employees, and the proposal coincides with a recent change in the health benefit for those employees. The Committee recognizes the importance of Council's professional development and education as a continuing benefit to the community, and wishes to express the members' support of Council Members' attendance at educational seminars and conferences. The committee believes Council Agenda Report—Council Compensation Page 2 it is important to keep funding at the current levels, as stated in the resolution. Members noted that in recent years, Council has been extremely conservative in spending funds set aside for educational purposes. The committee wishes to encourage the Council to take full advantage of professional development opportunities. To facilitate achievement of that goal, it is recommended that references to using specific allowances for "in county" or "out of county" expenses be eliminated from the resolution. Language has been added to the resolution in connection with reimbursement for a spouse's attendance at Channel Counties Division Meetings. This paragraph was included in a previous resolution, but inadvertently omitted in the process of an update. The Committee believes it will help encourage Mayor and Council Member participation in these regional meetings. Finally, the Committee recommends that the deadline for the appointment of the Compensation Review Committee be moved to January 31', as the January 1 n date is impractical due to busy holiday schedules. This change would necessitate adjustment of the April V deadline for a return to Council to May 1', so the Committee could have the opportunity for a full ninety day review period. A new resolution has been drafted that reflects the proposed changes to compensation, benefits, professional development and education, city business and mileage reimbursement. Minor changes have been made in the language in Section 2, "Other Benefits," to clarify City practices with regards to Mayor and Council benefit administration. Additionally, Section 6, "Council Compensation Committee," has been changed to reflect the correct dates for appointment of the Council Compensation Committee and for their recommendations to be forwarded to Council in accordance with current Council Policies and Procedures. Members of the Council Compensation Committee are Chair Penny Rappa, Vice Chair Pierre Rademaker, Marcy Villa, Jan Howell Marx, and Paul Ready. Members of the Committee will be attending the March 17, 1998 Regular Council Meeting to present these recommendations. FISCAL IMPACT: The increase to the basic compensation and other benefits (including retirement, Medicare, workers comp, etc.)will increase total yearly expenses by approximately $13,740. Current funding levels in the budget for professional development, mileage reimbursement, and conferences are at about 60% of the policy levels outlined in the attached resolution. This is the result of voluntary action taken by the Council in adopting the last three Financial Plans 1993-95, 1995-97 and 1997-99)to assist in reducing City expenditures. If Council continues this practice, the actual impact on the current budget will be less than what is formally authorized by the compensation resolution. (See adopted City Travel Guidelines for approved uses.) If the public official uses his/her personal vehicle, travel reimbursement shall be provided only the employee. • Meals that spouses are expected to attend as part of directly-related Conference activities will be reimbursed at the same per diem as the public official. C. Channel CountiesDivision Meefines. For costs incurred in connection with official City business. Said allowance shall be used for4a-eeeaty expenses and shall include all meals,tickets, periodicals, dues, subscriptions, and similar miscellaneous expenses. GENERAL PROCEDURES AND LIMITATIONS Appropriate budgetary practices and accounting controls shall be established to ensure that expenditures and reimbursements are in compliance with approved budget allocations. The Mayor and each Council Member is expected to plan business activities so as to stay within his/her budget. When exceptional circumstances require that additional amounts be allocated to accounts, formal Council action shall be required. A. Accounting. An account shall be established in the name of each Council Member with all expenditures charged to the individual Council Member or Mayor. If any account is depleted prior to the end of the fiscal year, additional allocations shall require a specific action of the City Council. Claims for reimbursement as specified in Section 4 above, may be submitted monthly but the aggregate of three monthly claims may not exceed the quarterly maximum. Receipts shall be submitted within the fiscal year. The Council budget shall be available for review in the City Clerk's Office and the Mayor and Council Members shall receive quarterly statements. B. Reimbursement Limitation. The City's adopted Travel Guidelines shall govem all expenditures for Mesal professional development and conferences. These guidelines include all nen leeel official meals, tuition or fees, transportation to meeting sites,materials,and telephone usage. C. Special Expenses. For occasions when the Mayor and/or a Council Member is designated by the City Council to represent the City at special meetings, reimbursement shall be made from an unallocated Travel Expense Account. D. Honorarium. If the Mayor or a Council Member receives an honorarium as a result of his/her participation in a meeting or conference, the amount of the honorarium shall be deducted from the amount normally provided by the City for �s Resolution No. (1998 Series) Page 4 that meeting or conference if the City paid for the Council Member's attendance at such meeting or conference. E. Other Guidelines. Any other travel-related issue not specifically governed in this resolution shall be adjudicated in accordance with the City of San Luis Obispo adopted Travel Guidelines. COUNCIL COMPENSATION COMMITTEE A five-member review committee shall be appointed by January 4. in even-numbered years and shall bring its proposed recommendations in resolution form to the City Council within 90 days, or no later than ApF4 May 1". u A. Membership. The committee membership shall have as broad a representation as possible, including but not limited to, one previously elected official, one Personnel Board member, and one citizen-at-large. B. Review Responsibility. The committee shall review the full Council compensation package including salary, benefits, expense reimbursement, professional development allowances and any other compensation provided the City Council. Review should include, but shall not be limited to: 1) compensation of Council and Mayors of cities of similar population/budget size; 2) compensation practices of both Charter and General Law cities; 3) Government Code provisions for General Law cities; 4) Council and Mayor responsibilities in San Luis Obispo at the time of the committee's review; and 5) any structural changes that may have occurred in municipal government either as a result of State legislation or by actions of the local electorate which may have added to or deducted from the duties and responsibilities of the Council Members and/or Mayor. DISCUSSION: At the 1997 BIA Board retreat, the board adopted the following as a goal: Review the identity of the BIA and consider a new name more descriptive of BIA services. During the course of the year,the name"San Luis Obispo Downtown Association"was approved by the BIA Board of Directors to meet this goal as BIA has been confused with other organizations that bear this or similar acronyms (Building Industry Association,Bureau of Indian Affairs, Bank of America...) Also, it has been noted that the "business improvement" part of the name is confusing and people have been led to believe the BIA takes care of consumer complaints or provides personal business services. FISCAL IMPACT: None to the City of San Luis Obispo; the BIA(Downtown Association) will assume costs for revising its logo.
