SUBJECT: APPOINTMENT RECOMMENDATIONS TO
THE PLANNING COMMISSION
RECOMMENDATION:
Appoint Penny Rappa to a four-year term expiring 3/31//2002,reappoint Paul Ready to a four-year
term expiring on 3/31/2002,and thank Janet Kourakis for her service to the commission.
DISCUSSION:
Two terms expire this year as of March 3 V; Janet Kourakis and Paul Ready. Mr. Ready, who has
served on the Planing Commission since 1995, requests reappointment. Ms. Kourakis, who served
on the commission from 1985 to 1992, and from 1995 to the present, does not wish to continue
serving at this time. After reviewing the applications on file, and advertising, the subcommittee
interviewed eight applicants,and recommends the following appointments be made:
• Appoint Penny Rappa to a four-year term expiring on March 31,2002.
• Reappoint Paul Ready to a four-year term expiring on March 31,2002.
As mentioned above, Janet Kourakis has given many year of service to the Planning Commission
and we thank her many for her commitment and dedication.
A copy of the recommended new candidate's application is attached. All other applications are
available from the Assistant City Clerk.

SUBJECT: REVISED RECOMMENDATION TO THE
PLANNING COMMISSION
RECOMMENDATION
Reappoint Paul Ready to a four year term expiring on 3/31/2002, and thank Janet Kourakis for
her service to the commission.
For the second position,two recommendations are made:
1) Council Member Dave Romero recommends the appointment of Penny Rappa to
a four year term expiring 3/31/2002.
2) Vice Mayor Kathy Smith recommends the appointment of Jan Howell Marx to a
four year term expiring 3/31/2002.
DISCUSSION
Two terms expire this year as of March 31'; Janet Kourakis and Paul Ready. Mr. Ready, who
has served on the Planning Commission since 1995, requests reappointment. Ms. Kourakis,who
served on the commission from 1985 to 1992, and from 1995 to the present, does not wish to
continue serving at this time. After reviewing the applications on file, and advertising, the
subcommittee interviewed eight applicants.
The Council Policies and Procedures state that: "If a unanimous decision for recommendation
cannot be reached, the Council shall take a separate motion for each candidate proposed by each
member of the Council Liaison Subcommittee." Because the Council Subcommittee is unable to
come to a unanimous recommendation, they have made separate recommendations. Those
recommendations are listed above. .
A copy of both recommended candidate applications is attached for review.

Why I Would Like to Serve:
Public service is my favorite kind of volunteer work. I love living in San Luis
Obispo and would like to contribute my time, expertise, energy and common sense to
guiding the City as it grows. I am dedicated to the democratic process and a firm believer
in the Constitution. I also have worked to preserve the environment for over twenty five
years. I believe that San Luis Obispo's unique combination of a sense of place, cultural
excellence and community spirit deserve to be protected. I have experience in land use as
a real property and environmental attorney, a property owner, a community participant
and avid hiker. I work toward achieving consensus and common sense solutions
whenever possible. My five year term of service on the San Luis Obispo County Parks
and Recreation Commission has recently concluded, and I would like to keep serving the
public. Also, a number of people whom I respect have encouraged me to apply for the
Planning.Commission. Therefore, I submit this application
