SUBJECT: APPOINTMENT RECOMMENDATIONS TO
THE HUMAN RELATIONS COMMISSION (HRC)
RECOMMENDATION
Reappoint Bill Tyson to a four-term expiring 3/31/2002 and reappoint Joan Lawrence to a one-year
term expiring 3/31/99.
DISCUSSION
Two of the five terms expiring on the HRC this year are those of members who are eligible and
desirous of continuing to serve, Bill Tyson and Joan Lawrence. Mr. Tyson has serve on the
Commission since October, 1993 (partial term) and Ms. Lawrence assumed office in October,
1990 (partial term).
The advisory body handbook states, "A mid-term appointment to a vacant seat on an advisory
body shall not preclude the appointee from serving two additional full terms, provided that the
initial,partial term served is less than one year."
Therefore, it is recommended that Mr. Tyson be appointed to a four-year term, and Ms.
Lawrence to a one-year term, allowing both to serve two full terms.
At this time, there are still three vacancies on the HRC. After advertising in the Telegram-
Tribune, the City Clerk's Office has not received enough applications to hold interviews. We
will continue working with staff, the commission, and Telegram-Tribune to generate greater
interest in filling these vacancies.
