When we sold a lot in Cambria many years ago, we brought a very small tree down to our 45 Chorro property. We have enjoyed this tree all these years. As much as we appreciate and value trees, we believe there comes a time when the safety of the public and/or our property should become the priority. Chorro is a very busy street; much vehicular trag"Ind many pedestrians use this street; cars park in front of 45 Chorro day and night. Should this tree fall, the result could be very dangerous and possibly disastrous. This species of pine is prone to disease, have very shallow roots and many fell during the very wet winter-spring rains and winds. Many needles, twigs, hard green pinecones fall on the walk and street daily. I try to keep the sidewalk clean, but am unable to keep ahead of the debris from this tree. A neighbor lady slipped and fell ,f orpine needles from another nearby pine,injuring her hip. Should the tree fall there is also the danger of bringing down the nearby power lines, phone lines, and high voltage lines. The roots from this tree have made our stepping stones unstable and are creeping under the foundation. We have had this tree trimmed from time-to-time but believe it will not help stabilize it any longer. We have lived here 43 years and during this period have spent much time, energy and money creating a colorful and attractive comer for the enjoyment of the public. This has been a rewarding experience. Twice we have received Obispo Beautiful awards and have been in the Chamber of Commerce brochure. Many visitors to San Luis Obispo have photographed our property; students and artists have painted it; passerby's and neighbors have complimented us for out efforts in creating an inviting environment. Many mention traveling this street just to enjoy our flowers and landscaping. We feel we have contributed to the environment and even now at our advanced ages and with illnesses we strive to maintain our property. Last year we upgraded the Meinecke side with new landscaping. The neighborhood has changed and there are many rentals on Chorro and on Meinecke from Chorro to Santa Rosa, which are badly neglected—dead trees, overgrown yards, debris and hazardous conditions: We belong to RQN and appreciate them. We intend to stay in our home as long as possible, as we enjoy the views from here, the convenience of the location,and most of all out wonderful neighbors. Respectfully submitted, Orville B. I may not be able to attend the May 5 meeting. 1 am caregiver for my 92 year old husband. There are times when 1 cannot leave the house, and other times when 1 am too exhausted to go out by evening. The pine needles fall on the sidewalk, making it extremely dangerous , because they are very slippery. As you are aware Chorro street is a very busy area , not only do we have automobile traffic-there is also a high level of foot traffic (young mothers with baby strollers, children walking to and from school , college students , joggers and exercise walkers ) . Mrs . Young sweeps the sidewalk daily for fear that someone will slip and fall . Our neighbor at 51 Chorro St , slipped and fell, injuring her hip on pine needles from neighbor ' s tree on Meinecke. She is still suffering from that fall . Her driveway has buckled about three inches because of the tree roots . In time the roots will also affect her plumbing . There is also the posibility that that the old pine tree could topple on passing cars or pedestrians and cause severe injury. Pine trees have fallen without notice (for example in Cambria this past year) doing extensive damage . O.B. "Bill" Young is over 90 years old; his wife Margaret is in her 80 ' s . They have lived in their home for forty-three years . Their home has been a garden showplace . Because of the beautiful home and flower display the "Obispo Beautiful" was awarded to the Youngs in 1976 and 1980. We understand that it is rare for one residence to receive the honor twice . Many people stop to take photographs and quite a few have painted the scenic residence and garden on their canvas . Mr . and Mrs . Young have always tried to enhance the natural beauty of their property . They are willing to replace the pine tree with another tree. It is our hope that you will agree that this couple deserve to have some peace of mind, instead of living in fear that the pine tree will topple and injure someone or damage property . I have alternately been appreciative and been chagrined by this small town and its struggles to maintain the quality of smallness and intimacy, t am deeply disturbed that the desire to segregate and Isolate yet another neighborhood is happening In the. Johnson/Peach area of town. We have a neighborhood that has,for several decades, integrated business and homes. While it may be true that there are increases In the number of cars parked on the streets, I believe much of the change is reflective of the numbers of homes on each lot, number of residents in each home, number of cars owned by each home. These are the factors that have created the demand for on-street parking. This increase is further added to by the employees and customers of the businesses, and aggravated by the employees who work in other areas of town, but use the Millf JohnsoNPeach neighborhood for parking; either to walk downtown or catch a bus, I agree that the need for parking is a real concern, both for the business sector as well as the residents. However, by restricting parking to residents only pushes the parking problems into other neighboring areas and postpones the real Issue of too many cars for our city streets. If street parking is to be restricted to local residents then this should be a city-wide action and not just limited to areas of expressed concern. I encourage the city to recognize the streets as public domain. Do not restrict parking to one sector unfairly. Local businesses are not guests of their residential neighbors,they are an integral part of the community. Lastly, I strongly encourage you to continue to implement more efficient public transit, better incentives for carpoorrng, and safer roads for bicyclists. My name is Charles Storni and I reside at 772 Johnson Avenue. I am here to talk about parking problems on Peach Street and Johnson Avenue. This would include the south side and a short portion of the north side of the 1200 block of Peach. Parking in front of the Fremont Plaza complex is excluded from this petition. This also includes the north side of the 1300 block of Peach and the east and west side of the 700 block of Johnson. The problem is..... there is no parking for residential use in these blocks from 8 AM to 5PM or later on Monday through Friday. The root of the problem seems to be long term parking needs by employees at Fremont Plaza and Cal Poly students parking to use the bus for their transport to school. The ratio is about 80 percent Fremont Plaza and 18 percent Cal Poly with county or others making up the other two percent. rITECEIVED MAY - 1997 SLQ CITY COUNCIL I have been working with the city since March of 1997 on our parking problem utilizing various surveys and petitions. Property owner petition response was excellent. with 91 percent in favor of parking control. Tenant occupied residence response was poor. The result of my petition for overall resident response is 59 percent in favor of parking control. It seems to be realized by some people I talked to, that street parking should be available to every one, however the people that live in the neighborhood should have priority use. The petitions I circulated, were for a exclusive parking by permit district. During a phone call from Mr. Keith Opalowesky, San Luis Obispo Parking Manager, on about April 6th I personally agreed to a parking district that would be posted for 2 hours parking and any longer hours would be by residential parking permit only. This would work for me and at the same time provide minimum impact on Fremont Plaza by providing short term patient parking. I have noticed patients when possible, parking on my block as it seems older people want to open their doors wide so they can get in and out of their cars easier rather than using the slot parking provided at Fremont Plaza. By eliminating longer than two hour parking this is known as moving the problem. Well that is exactly what I would like to see done. One block north on the south side of Phillips Lane there is parking for about 18 cars that would not be in front of any one's home. One block east on Pepper Street, along the rail road tracks there is parking for 25 cars that is not in front of any one's home. At this time this parking is utilized very little. Also it would not be necessary to post the entire 700 block of Johnson as there are about I I parking places not needed by the residents. Most residences included in this petition except apartments that have a 20 foot driveway, have two on street parking places in front of their property. The intention of this petition is to preserve these spaces by posting, so the people residing in the neighborhood may utilize them for their needs. This need is defined but not limited to guests vehicles, mail trucks, UPS delivery trucks, emergency vehicles, service vehicles, gutter maintenance and short term parking by any one with parking in excess of two hours by residential parking permit only. I am the owner/resident of the corner house at 1005 Islay Street. At this time I am inclined to oppose the proposed Parking District on Buchon Street unless it can be amended to add Islay Street I believe that those non-residents who are now parking on Buchon Street will simply park on Islay Street. Unlike the other houses on Islay Street, I do not have usable off-street parking on my property. My curb cut for a driveway is located on Osos Street across from the Kyle Roofing yard. When I purchased my home in June 1996, I immediately investigated the possibility of reviving the property's off-street parking so I could put a garage/driveway behind my house. City Planning/Building Department staff vociferously discouraged me from pursuing this plan, citing 1) The narrowness of the lot, 2) the proximity of the creek habitat to the proposed construction, 3) the- need to remove considerable mature foliage, 4) the very heavy pedestrian use of the the sidewalk and necessity to place large mirrors, signs, bells, and lights to alert pedestrian and vehicle traffic, and finally 5) the constant and very fast moving Osos Street traffic. Department Staff instead encouraged me to use public street parking in front of my house for my one car. Staff explained that because my propery is zoned R-2 it does not require provision for off-street parking as it would for an R-1 Zone. For the last 23 months I have used the street parking in front of my house with mixed success. Sometmes I can park in front of my house; sometimes I have to park down the street or on another street. The space is very attractive to downtown workers as well as employees and customers of Faces/A La Mode, Gus's Grocery and Kyle Roofing. Last summer one of the Faces' employees habitually parked her vehicle in front of my house every Friday morning, covering it with a canvas tarp and left it there all weekend until the following Monday afternoon! I feel that the proposed parking district on Buchon Street would have an extremely negative affect on my ability to park close to my home if Islay Street were not added to the district because I would have even more trouble trying to find a convenient street space for my car. This would have a negative impact on several small businesses on Osos between Islay and Leff streets. In general, the proposed ordinance would not solve a problem, but merely move it somewhere else. Extending the district clear to Railroad Avenue might force the downtown employees and business owners to use another mode of transportation. Dear City Council Members: My name is Leslie-Evangeline Eldred and 1 am a resident at 674 Toro Street.I am writing the council to voice my disapproval with the proposed 2-hour time limit for parking at Johnson/Peach. My home is located on the smaller portion of Toro Street just before the on/off ramps of the 101 Freeway. As the situation stands now--without limitations on parking in the Johnson/Peach arca--some of the persons who work in the area(namely at the medical building located on Peach @ Toro)already park their cars on the smaller portion of Toro Street(easy freeway access??), making it difficult to nearly impossible for the residents here to park in front of their own homes during the day and closer to early evening!! The dilemma occurs especially among those of us sharing property with 4 to 7 other people--most with individual vehicles--who are all in rental/lcasc agreement situations. Sharing a lone driveway with 4-7 other vehicles is impossible. There are seven individuals living at the property where I rent(which I might add is zoned for such conditions) and we're lucky if four operational vehicles fit usably in our driveway, which is one of the largest on our block! This means three to four of us use street parking regularly. On Peach Street L Johnson on Friday last week (which is traditionally a day of employee absenteeism) I personally counted AT LEAST tour dozen cars parked up and down the street between 7:00 AM and 4:30 PM . Since the parking lot at the medical center is small and used mainly by clients/patients it seems employees of the medical center need the Peach Street parking space without limitations. This aside from the fact that 1 feel h inane for myself or any other resident on my street to have to fight to get a parking space in front of their own house! The current parking situation is frustrating at times, but much more tolerable than the alternative! 1 implore the council to consider the residents in the surrounding areas of Johnson/Peach, not only those that live in that immediate area.
