Ms. Hart's purpose for contacting Public Works Transportation staff was to inquire if the City San Luis Obispo had any interest in implementing an Adopt-A-Street program,similar to the program Caltrans has implemented for many State Highway facilities. Staff proceeded to research the Caltrans program and contacted other cities which Ms. Hart felt already had such programs in place. The basic elements of the Caltrans program allows, through a cooperative agreement, a private business,organization or group of people to perform certain maintenance duties on any number of eligible State Highway facilities.In exchange for these maintenance efforts,recognition,usually in the form of a sign advertising what group or organization is currently maintaining the facility, is placed at or near the facility's location. Each facility benefits from an increase in overall maintenance (due primarily to the fact that the volunteer groups are usually able to service the facility more often than Caltrans crews)and the general public perceives a much more aesthetically pleasing facility. Thus, the trade-off of the advertisement for the additional maintenance effort creates a classic Win-Win situation for all parties involved. Survey of Other Agencies Staff conducted a survey of those cities cited by Ms. Hart, as well as others in the Central Coast area, and discovered that about half have implemented similar volunteer programs. The results of the survey are shown in the following table. Each of these cities state that without the program, the particular service being provided by volunteer groups would not be accomplished as often as it is now.Like Caltrans,these cities feel that the maintenance levels currently provided via the volunteer efforts could not be sustained due to a lack staff resources.In general these areas are not considered to be"high priority",and therefore all volunteer efforts are greatly appreciated. Ms. Hart provided the following data developed by a 1997 Adopt-A-Highway Survey,which shows the benefits such a program can provide: ❑ 1.1 million volunteers pick up litter in 45 states; ❑ There are 85,389 groups that belong to AAH representing 44 states; ❑ 42 states allow volunteers to recycle; ❑ 25 states require that volunteers sign waivers or releases; and ❑ An estimated$114,071,040 is spent annually, picking up roadside litter. How does the City of San Luis Obispo Compare? Currently,the City has a number of"volunteer".programs in place and one already has the"adopt- a- " title in place. These programs have been started by different departments and at different times in the recent past.All the programs operate on a similar principle to the Caltrans program,i.e. each program provides a service/need for a particular public facility and in-lieu of a fee, a group or. organization receives free recognition. In addition to those listed above, a new"Adopt-A-Parkway"program is proposed which would be managed by the Public Works Department staff person Larry Tolson. This program would offer those areas in the public right-of-way,and between the curb and sidewalk,to volunteer groups for maintenance purposes.Typical duties could include weeding,mowing,planting and trimming. Recommendation Essentially, the City already has a number of programs similar to the Caltrans "Adopt-a-road" program. What is lacking, however, is an "umbrella" under which to consolidate and provide a uniform series of guidelines for the creation,supervision and on-going support of such programs.In that vein,staff proposes to create a Lend-A-Hand Program under which all such activities could be coordinated.The primary program objective of the Lend-A-Hand program would be: e//3 Council Agenda Report-Lend-a-Hand Program Page 4 • To allow residents and businesses to become actively involved in City activities by offering programs which would allow them to perform maintenance duties or provide service to the community. It is proposed that committee staff will consolidate the various requirements and objectives for the program,but it would remain decentralized;thus allowing each department to implement additional Lend-a-Hand programs as appropriate. A database could be developed which would allow volunteer groups the ability to easily see which programs are available. Likewise,a comprehensive program will make advertising the availability of such programs a much easier task. CONCURRENCES Police and Administration have reviewed the intent of this program and support the concept of establishing an overall City program that would include all of the existing volunteer programs.The City's Risk Manager, together with the City's insurance qoministrator, reviewed the "liability" issue and found that only a"Hold Harmless Agreement"wilrneeded by all potential participants. FISCAL IMPACT There is no fiscal impact to the proposed "Lend-a-Hand" program. Currently each department absorbs any advertising costs for their programs within their own budgets,and those departments that currently have programs in place would still be expected to expend the same amount for advertisement as they have in the past. Thus,the only extra cost could be the cost of advertising to publicize this new comprehensive program. Any additional funding found necessary for overall program advertising should be small and, if found necessary, will be submitted to the CAO for approval. (Preliminary estimates on a budget would be between the $3,000 to $5,000 range for extra advertising costs.) ALTERNATIVES 1. Maintain "Status Quo". Do not establish a comprehensive program and let each department continue to administer their own volunteerprograms. The only potential "down side" is from a coordination perspective. For example, since each department runs their own volunteer program, there is the potential that without the benefit (i.e. community awareness) of a single comprehensive program, a group could be turned away from providing a service to the community. This could occur if/when a group is not informed of other available programs the City currently has in place for their group or organization to participate in. Due primarily to this potential and the opportunity for the City to get additional volunteer involvement,staff does not recommend this alternative. You can adopt a City street and beautify a part of Paso Robles in Partnership with the City. To protect yourself and others, the following safety requirements must be met by your group: 1. Use caution when crossing streets, roads and conventional highways. Use crosswalks and signals where available. 2. Face oncoming traffic as you work and keep an eye on traffic. Be prepared to move quickly, if necessary. 3. Work in small groups (3 to five persons). SLO City's primary project was the widening of Higuera Street between High and Marsh Streets. We can expect to receive in excess of$700,000 for this project B)That$217,000 was also included for call boxes on Highway 166. This is the last highway in this area to receive call box funding. Staff is suggesting a three mile spacing along the route. C)The Cuesta Grade Project received the top National award for"value engineering." Our local committee managed to trim more than 5 '/z million dollars from this project while at the same time(using an aesthetic design committee)making the project more attractive. Of incidental interest, I was elected vice president of the SLOCOG/SLORTA Board and will be an active member of the Executive Committee, in line for president next year. 'Posted on 6/11/98 council M dingD� b 1b `� j Apenaa Report CITY OF SAN LUIS OBISPO FROM: Michael McCluskey,Public W Prepared By: Reinie Jones,Engineering Assistant SUBJECT: Railroad Bicycle Path Contract Changes CAO RECOMMENDATION Appropriate an additional $100,000 for Construction of the Railroad Bicycle Path from the Transportation Impact Fee Fund Balance. DISCUSSION In May 1996 the City contracted with RRM Design Group for design of the Railroad Bicycle Path. After the design was finished, a construction contract was awarded to John Madonna Construction for $395,641 in October 1997. Due to the heavy rains this winter, construction of the project was suspended. John Madonna Construction started working on the project again in May 1998. On June 10'x', 1998, during final grading of the path, the contractor noticed that the bid quantities for the base and asphalt were very low. After completing checks on the quantities, staff found that the base quantity specified was only 25% of the actual amount needed and the asphalt quantity specified was only 19% of the actual amount needed. The discrepancies were discussed with RRM Design Group, who researched the problem and found an error in their calculations of the base and asphalt quantities. The following table shows the differences and increased cost. Since the base and asphalt are controlling items of work, staff has rushed to complete this agenda to avoid delay costs in the construction contract. If the City delays the contractor on the work, the contractor may claim extra costs for idle equipment. The scope of this project, including extras such as landscaping, lighting, irrigation, was based upon estimated quantities provided by RRM. Had the estimates been correctly provided, staff would have bid a smaller project in order to keep within the appropriate budget. As a result of this error, staff will be pursuing reimbursement from RRM or its insurance carrier.
