♦ Reduction in Solid Waste to Meet AB 939 Goal
The City is required to reduce the amount of waste going to the landfill by 50%by the year 2000.
In addition to the programs in place (recycling and green waste), a comprehensive public
information and education program is necessary to reach the mandated goal.
♦ Capital Improvement Projects
With the number of improvements being made to the water distribution and wastewater
collection systems,this portion of the public outreach program will furnish information regarding
the current and future construction activities being undertaken by the Utilities Department. This
component is estimated at $10,000.
Project Components and Workscope
There are two broad work components:
1. To build community involvement and knowledge of our projects and programs by
identifying appropriate ways to reach specific target audiences.
2. To establish ongoing evaluation and reporting on our programs and outreach activities.
Evaluation and Selection Process
The proposal closing date is scheduled for October 1, 1998. After a "desk top" review of the
proposals based on the evaluation criteria set forth in the RFP, finalists will be invited for a
follow-up presentation/interview before a review committee composed of representatives from
the water reuse public information core group committee.
Based on the results of their written proposal, oral presentation, and reference checks, the review
committee will present its recommended selection to the CAO. It is anticipated that contract
award will be made by October 21,1998.
Prospective Bidders
In addition to publishing a formal notice requesting proposals, the RFP will be mailed to a
limited number of firms specializing in this type of service who have indicated their interest in
performing this work. A list of prospective bidders is attached.
FISCAL IMPACT
The budget for this project is $79,000. This amount includes $14,000 from the studies
component of the Water Reuse capital project; $5,000 from 1997-98 water fund carryover funds;
$5,000 from the Sewer Administration contract services account; and $53,000 from the 1998-99
advertising line items in the Utilities Conservation Office operating budget.

CAO RECOMAMNDATION
Approve request for proposals (RFP) for Community Information and Outreach Services, and
authorize contract award by the CAO, if the selected proposal is within the approved budget for
this project($79,000).
DISCUSSION
The Utilities Department is requesting approval to seek professional assistance and oversight of a .
community information and outreach program for our water conservation, water reuse, solid
waste and significant capital improvement projects. With the assistance of marketing/advertising
professionals, staff plans to continue and expand our community information program, designed
to reach diverse audiences in our community and to encourage evaluation and feedback on our
projects and programs. In the Request for Proposals, staff has stressed our desire to use
creativity, innovation and current technology to share objective and factual information evenly
with our community. Our proposed 1998-99 budget is $79,000, including direct advertising
costs, and combining all programs.
Programs Included in the Community Outreach
♦ Water Reuse
This year's focus of the outreach for the Water Reuse project will be to provide information
regarding water quality as it relates to public health issues and to maintain a project awareness in
the community. Since it is a goal of the Council to achieve additional sources of water supply,
this portion of the outreach program will provide timely information to the community as the
City prepares for the use of recycled water for irrigation within the city limits. This component is
estimated at $14,000 for the year.
The two components below are activities of the Utilities Conservation Office and are estimated at
combined total of$53,000 for the year.
♦ Water Conservation
Water conservation has been and will continue to be a significant ongoing component of the
City's water management strategy. The goal of the information program would be to encourage
the continued efficient and non-wasteful use of water to keep water use at or below the City's per
