SUBJECT: Liaison Report: Downtown Association
At the Downtown Association meeting of September 8"the Association agreed to support an
ordinance change which would allow a vehicle which is properly marked,but not licensed for .
commercial,to utilize loading zones in the downtown.
The Downtown Association also voted to support the economic study proposed by the developer
of the Market Place. The thinking of the Downtown Association is that this would provide
extremely useful information to the benefit of the downtown.
The Downtown Association was very concerned with the city's lack of action in keeping clean
trash cans, sidewalks and gum alley. If they cannot arrive at a satisfactory solution with staff
they will be bringing this matter to the City Council.
The Downtown Association has concluded that the best way to provide proper notice for no
parking for Thursday night Farmer's Market would be the use of a flyer attached by rubber bands
to the parking meters. They have re-initiated this program. They have asked staff to investigate
if there is a means by which the towing costs could be reduced.

SUBJECT: Liaison Report: PAC Facilities Committee
The Facilities Committee received a report from staff at the September 8d'meeting that bids for
the new parking structure near the PAC will be received by the end of September,with
construction scheduled to start in November and a one-year construction period.
The Committee also received a report regarding completion of the installation of the Spanish
ceiling in the entrance ways to the main floor of the PAC, and completion of installation of
speakers above the stage. Be sure to check them out the next time you attend a performance.

SUBJECT: Liaison Report: Integrated Waste Management Authority
At its meeting of September 9`h,the IWMA Board received a report regarding waste diversion
numbers for each city and the county. You will recall that under provisions of AB 939, each
jurisdiction is required to meet a 50%diversion rate by the year 2000. Although the cities and
county are gradually approaching that goal, we are somewhat behind.
Staff has determined that due to the small amount of green waste product during the drought, the
basic analysis regarding green waste was flawed when the first criteria were adopted in 1990.
The original studies showed 11.3%of the waste stream was yard waste, whereas the more recent
studies conducted in San Luis Obispo show 26%is yard waste. IWMA has asked for state board
adjustment of the base figures which would bring all local jurisdictions closer to the 50%criteria.
The Cold Canyon Landfill has recently received funding for a major expansion of the MRF
(Material Recovery Facility)which would allow much more cost effective recycling of
construction debris,thus assisting local jurisdictions in meeting the 50%requirements of AB
939.
