CAO RECOMMENDATION:
1. Approve plans and specifications for"Street Reconstruction/Resurfacing - Fall 1998" prepared
by Nichols-Vallerga&Associates.
2. Authorize staff to advertise for bids for "Street Reconstruction/Resurfacing- Fall 1998" and
authorize the CAO to award the contract if the lowest responsible bid is within budget.
DISCUSSION:
The City's Pavement Maintenance Plan(PMP)was adopted by the City Council on April 14, 1998.
The key elements of the PMP are the establishment of eight principle areas within the city, and a
maintenance plan in which each of these eight areas will receive maintenance over an eight year
period. Streets which are classified as arterial or collector,as well as streets located in the central
downtown area are not part of this rotation because they require maintenance more frequently.
Nichols,Vallerga& Associates(NVA), a private consulting firm specializing in pavement design
and maintenance,was awarded a contract for engineering services, per Specification 9217. NVA
performed structural testing of selected City streets primarily located in areas 1 and 2. The streets
tested were those which had been selected for rehabilitationbased on the City's PMP which utilizes
the computer program MicroPaver. NVA conducted the tests using the falling weight
deflectometer method which is a nondestructive testing method of determining a street's structural
integrity. As part of their contract with the city, NVA issued their findings in a report, "Falling
Weight Deflectometer(FWD)Testing and Street Rehabilitation Evaluation of Various Streets", in
which test results and design recommendationswere presented.
In accordance with Specification 9217,NVA also completed `Plans, Specifications,and Estimate'
for "Street Construction/Rehabilitation- Fall 1998". These plans and specifications present the
design of street improvements for a portion of the streets included in the above-mentioned NVA
pavement testing report. In order to implement the PMP as quickly as possible the streets studied
by NVA were divided into those which could be implemented in the Fall of 1998 and those which
would require more work and thus be implemented in Spring of 1999. These plans and
specifications represent the Fall 1998 project.
The design for the Spring 1999 project has not yet been completed. It will include the remainder of
the streets in the NVA pavement testing report, and will be designed by newly hired City Public
Works Engineering staff.

Re: Your Request—Clarification on timing of Paving-Agenda Item#C-3
We are happy to be proceeding with implementation of the Pavement Management Program. We have
produced a paving project for early implementation as the Council's direction was to proceed as rapidly as
possible. This, nearly$900,000 project,will go a long ways toward helping rebuild the City s streets.
Councilman Romero has suggested to you that the project advertising date be delayed or that the
advertising date remain but to hold off on the actual implementation until better weather is available.
There are a couple of reasons why staff feels that the project can proceed without taking either of those
two steps.
This is not a street reconstruction project. In general, street reconstruction projects should not be done
during this time of year. Street reconstruction removes the existing pavement, exposing the earth to
possible rains and thus ground saturation. When this occurs the street becomes a"muddy mess"and
residents are unable to access their homes. Then the project is delayed; waiting for the subgrade to
dry out. This can take a considerable amount of time and may not occur until spring. For just this
reason, staff only proposed projects that are not of this type. This is a street overlay project; where an
inch to inch and a half of asphalt will be ground down adjacent to the gutter and then the entire street
overlaid with new asphalt. This type of project will not expose the earth to rains and can be done as
long as the street is dry; its surface temperature is above freezing and the ambient air temperature at
least 10"C (50"F) per the Cal Trans. Specifications.
The weather forecast for this winter is"La Nina". Per the forecasters this means an early and wet rainy
season in November and December with virtually no rain the rest of the year. Thus we would
anticipate the ability of the selected contractor to perform the work mostly uninterrupted from January
on, assuming the temperature conditions are met. Typically, the temperatures here are sufficient to
allow paving operations.
Some of the best bid results occur in the winter months, when contractors have slowed down from the
busy summer season. Thus it behooves us to bid this project now and get the best bid price possible
and thus stretch our pavement management dollars as far as possible.
The typical San Luis Obispo"processing"time from the date of Council authorization to actual start of
construction must be considered. Assuming the Council does approved Agenda Item#C-3 on
November 10th, the earliest construction would start would be January 10th. That also assumes that
the bids would not exceed the numbers shown in engineers estimate. Should that occur, the earliest
start date would be February 16th.
Thus, in combination with the weather forecast,we expect the work to be able to commence and proceed
to completion without delays or any major disruption. We recommend that Public Works be allowed to
proceed to implement the Pavement Management Plan as quickly and as efficiently as possible.
As for the road reconstruction projects,we mentioned in the staff report that our new hired staff engineer
would be designing and bringing to the Council the second phase of projects for the pavement
management program. These projects do include the more disruptive reconstruction projects and are
currently being designed. They will be ready for approval so that they can be implemented during the time
of year when rains are least likely to occur and we have the best chance of success.
