SUBJECT: CORRECTION TO JACK HOUSE COMMITTEE MEMBER
APPOINTMENT TERM DESIGNATION
CAO RECOMMENDATION
Correct the term designation for Jack House Committee Member Ron Batterson from four years
to an undetermined length, in accordance with the Committee By -Laws.
DISCUSSION
On November 10, 1998, the City Council appointed Ron Batterson to the Jack House Committee
to replace Ken Schwartz, who resigned after being appointed to the City Council. The position
Mr. Batterson was appointed to fill is defined in the Committee By -Laws as "member of the staff
of the California Polytechnic State School of Architecture ". The By -Laws further state:
"The grant deed requires that persons with special expertise fill five of the seven seats on
the Jack House Committee. The City Council has resolved that due to these special
conditions and requirements, members may serve terms of undetermined length, the
choice being left to individual committee members ".
Council Member Schwartz, who himself served on the Jack House Committee for eighteen years,
pointed out that the Council's November 10' action to appoint Mr. Batterson for a term of four
years is inconsistent with the By -Laws. It was determined that the Council sub - committee (Vice
Mayor Romero and former Council Member Roalman) were not aware of the stipulation. Vice
Mayor Romero and staff are, therefore, recommending that the City Council remove the four
year term length, in accordance with the By -Laws (copy attached).

OF THE
JACK HOUSE ADVISORY COMMITTEE
FORMATION
THE JACK HOUSE AND GROUNDS WERE DEEDED TO THE CITY OF SAN LUIS
OBISPO ON MARCH 10, 1975. IN ACCEPTING THE DEED THE CITY AGREED TO
APPOINT A COMMITTEE OF SEVEN MEMBERS TO ADVISE THE COUNCIL ON THE
OPERATIONS OF THE HOUSE AND GROUNDS.
PURPOSE
THE JACK HOUSE ADVISORY COMMITTEE IS CHARGED WITH THE RESPONSIBILITY
TO ADVISE THE CITY COUNCIL ON MATTERS CONCERNING: FACILITY USE, FEES
AND CHARGES, CAPITOL IMPROVEMENTS; OPERATIONS, AND ANY OTHER ITEM
AFFECTING THE HOUSE AND GROUNDS.
COMMITTEE MEMBERSHIP
THE COMMITTEE
THE GRANT DEED REQUIRES THAT PERSONS WITH SPECIAL EXPERTISE FILL FIVE
OF THE SEVEN SEATS ON THE JACK HOUSE COMMITTEE. THE CITY COUNCIL
HAS RESOLVED THAT DUE TO THESE SPECIAL CONDITIONS AND REQUIREMENTS,
MEMBERS MAY SERVE TERMS OF UNDETERMINED LENGTH, THE CHOICE BEING
LEFT TO INDIVIDUAL COMMITTEE MEMBERS.

THE JACK HOUSE COMMITTEE CONSISTS OF:
1. A member of the San Luis Obispo County Historical Society.
2. A member of the staff of California Polytechnic State
University School of Architecture, preferably an
architectural historian.
3. A member of the staff of California Polytechnic State
School of Ornamental Horticulture.
4: A member of the San Luis Obispo Parks and Recreation
Commission.
5. For the first twenty (20) years of City ownership, a
descendant of the Jack family.
6. A member at large.
7. A member at large.
ANNUALLY THE COMMITTEE SHALL ELECT A CHAIR AND VICE - CHAIR. THE
COMMITTEE SHALL APPOINT A DOCENT CHAIR WHO SHALL SERVE AS AN EX
OFFICIO (NON- VOTING) MEMBER.
IV
UNLESS OTHERWISE DESIGNATED, REGULAR MEETINGS OF THE COMMITTEE
SHALL BE HELD ON THE SECOND WEDNESDAY OF EACH MONTH, AT 7:OOPM, AT
THE JACK HOUSE, 536 MARSH STREET.

STAFF
THE DIRECTOR OF PARKS & RECREATION IS THE STAFF LIAISON TO THE JACK
HOUSE COMMITTEE. THE DIRECTOR MAY DESIGNATE SUCH OTHER STAFF AS IS
NECESSARY TO PROVIDE SUPPORT TO THE COMMITTEE.

REVISIONS
PRIOR TO MAY 1, IN EACH ODD NUMBERED -YEAR, THESE BYLAWS SHALL BE
REVIEWED BY THE COMMITTEE.
ANY PROPOSED CHANGES SHALL BE SUBMITTED TO THE CITY COUNCIL FOR
REVIEW AND APPROVAL.
