SUBJECT: Confidential Employees' Compensation Adjustments
CAO RECOMMENDATION
Adopt a resolution adjusting compensation for the City of San Luis Obispo Confidential
Employees.
DISCUSSION
The City's confidential employees are not represented by a collective bargaining unit in accordance
with the Government Code and therefore do not formally negotiate with the City with regards to
their compensation and terms and conditions of employment. The secretaries to the City
Administrative Officer, City Attorney and Personnel Director and the Personnel Assistant are the
confidential employees. Due to the clerical nature of their classifications and the similarity of their
positions to those represented by the San Luis Obispo City Employees' Association ( SLOCEA),
staff recommends extending to the confidential employees the same salary adjustments as
SLOCEA has agreed to which is 3.5% effective January 1, 1999 and 3% effective January 1, 2000.
It is further recommended that the confidential employees monthly contribution of $415 from the
City for health insurance premiums be increased to $420 effective January 1, 1999.
FISCAL IMPACT
As proposed, . granting salary adjustments to the confidential employees consistent with how
salaries were adjusted for SLOCEA will cost approximately $6,000 in year one and $5,500 in year
two. The increase in insurance contributions. is included and amounts to $480 per year for the
group of four. Funds are available in the fiord balance for the first six months. Additional finding
will be made available through the upcoming financial planning process for salaries paid in
FY1999 -2001.
ALTERNATIVES
Do not approve the resolution and/or modify the staff recommendation. This is not recommended
as the proposed compensation adjustments are consistent with the direction provided to staff by the
Council in closed session on December 8, 1998 and are in line with what other comparable
positions within the City have negotiated through the collective bargaining process.

RESOLUTION NO. (1999 Series)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO
ADJUSTING THE COMPENSATION FOR THE CITY'S CONFIDENTIAL EMPLOYEES
FOR THE PERIOD OF JANUARY 1. 1999 THROUGH DECEMBER 31, 2000
WHEREAS, the City of San Luis Obispo designates the Executive Secretary to the City
Administrative Officer, the Executive Secretary to the Personnel Director, the Legal Secretary and
the Personnel Assistant 11 as confidential employees pursuant to the Goverment Code,
WHEREAS, as such, confidential employees are precluded from collective bargaining and
therefore are not governed by a collective bargaining agreement,
WHEREAS, the wages, hours and other terms and conditions of employment for
confidential employees are established by resolution,
BE IT RESOLVED, that the City Council of the City of San Luis Obispo hereby resolves
as follows:
SECTION 1. The salaries of the confidential employees shall be increased by 3.5%
effective the first day of the first full pay period of January 1999 and by 3% effective the first day
of the first full pay period of January 2000.
SECTION 2. The health insurance contribution for confidential employees shall be
increased to $420 per month effective the first day of the first fiill pay period of January 1999.
SECTION 3. The Finance Director shall adjust the Personnel Services appropriation
accounts to reflect these changes.
