CAO RECOM3MNDATION
1. Approve plans and specifications for"Parking Lot Extension: Palm&Nipomo, Specification
No. 99550B."
2. Direct staff to replace existing sidewalks with Mission Style sidewalks.
3. Appropriate S 161,000 from the unappropriated balance of the Parking Fund and consolidate
the remaining funding in the various project phase accounts for the construction phase.
4. Authorize staff to advertise for bids and authorize the CAO to award the contract if the lowest
responsible bid is within the Engineer's Estimate.
DISCUSSION
The City purchased two properties at the comer of Palm and Nipomo Streets for the purpose of
constructing a surface parking lot. The two large buildings which were on the site, a welding
shop and residence, have been sold and moved. A small demolition project was completed to
remove the remaining small buildings and surfacing to allow for a preliminary archeological
review. An archeologist will be required on site during grading work.
The project was reviewed by the Architectural Review Commission. Considerable landscaping
is required for this project, accounting for nearly 33%of the lot surface. The quantity of
landscaping results from required setbacks and parking lots standards.
The new lot will operate as a daily permit lot with 35 spaces and 2 van accessible spaces. It will
adjoin and have access through the existing parking lot number 14. Lot 14 is in need of some
rehabilitation. There are signs of aging of the pavement, although serious failures are few. There
is also some damage being done by a large tree in the center of the lot. Staff is recommending
proceeding with a maintenance project for Lot 14 to be funded from the unappropriated balance.
The work will then coincide with work on the new lot.
The project lies within the Mission Style Sidewalk district. The sidewalks currently are not
Mission Style and have some damage and considerable weeds growing in the cracks. With a
new parking lot to go in, staff would recommend taking this opportunity to reconstruct the
sidewalks along the lot frontages, also to be funded from the unappropriated balance. This
would give the whole project a better appearance and consolidate the disruption.

CONCURRENCES
The Architectural Review Commission has approved the landscaping plan for this project.
Community Development Department had given this project a categorical exemption.
FISCAL IMPACT
The 1995-97 Financial Plan Supplement (page E4) identifies $136,000 for this project, of which
$120,000 remains. The other phases of the project are complete and staff is recommending
moving the funds from the various phase accounts into the construction account.
The unappropriated Parking Fund balance as of the end of the year was $2.5 million.

* Reduce by approximately$8,500 budgeted for existing sidewalk repair if Mission sidewalks are approved.
The total project (new parking lot+mission sidewalks+ overlay - expenses for existing sidewalk
repair) would be $280,500. Currently the lot overlay and sidewalk replacement appear in the
specifications as alternate bids. The total appropriation from the Parking Fund necessary for the
full project to proceed is $160,500. Staff is requesting an even$161,000.
ALTERNATIVES
1. Complete Mission Sidewalk installation at a future date. This allows this work to be
budgeted through the normal budget process. On the down side, approximately $8,500 will
be spent to repair the existing sidewalk and the corner will be disrupted a second time when
the Mission sidewalk is installed.
2. Complete repair work in Lot 14 at a later date. The condition of the lot paving is such that
there is a potential for the base material to migrate through cracks in the pavement resulting
in potholes. Completion of the work now will help to seal the surface and reduce the
deterioration of the pavement.
