Gardiner, Chief of Police Prepared By: Bart Topham, Captain SUBJECT: JUVENILE ACCOUNTABILITY BLOCK GRANT CAO RECOMMENDATION Approve resolution releasing funds to San Luis Obispo County for the Juvenile Accountability Block Grant program. DISCUSSION In October 1998, the City approved $1,307 in matching funds in order to participate with the County Probation Department, Paso Robles Police Department, Sheriff's Departme , the courts in a State funded Juvenile Accountability Grant project. This grant h= been tentatively approved and requires that the City Council release our City funds to the County for the block grant program. This will provide tangible benefits to the community. For example, proposed within this grant program would be a part-time coordinator for our rapidly growing Juvenile Diversion program. This joining together of agencies will allow us to provide services and accomplish goals not possible on our own. FISCAL IMPACT Expenditure of$1,307 in matching funds previously approved. ALTERNATIVES Decline to participate. This would probably mean the loss of$1,307 in matching funds. ATTACHMENTS Proposed Resolution C5-1 _.ESOLUTION NO. (1999 Ser. , A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO RELEASING A DIRECT OCJP GRANT AWARD TO THE COUNTY OF SAN LUIS OBISPO WHEREAS, the City of San Luis Obispo declines to directly accept funds made available through the Juvenile Accountability Incentive Block Grant (JAIBG) Program administered by the Office of Criminal Justice Planning(OCJP); and NOW, THEREFORE, BE IT RESOLVED that the Council of the City of San Luis Obispo waives its right to its entire direct subgrant award and authorizes the funds to be expended by the County of San Luis Obispo for the mutual benefit of both units of local government. IT IS AGREED that any liability arising out of the performance of this Grant Award Agreement, including civil court actions for damages, shall be the responsibility of the grant recipient and the authorizing agency. The State of California and OCJP disclaim responsibility for any such liability. BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to supplant expenditures controlled by this body.
