SUBJECT: APPOINTMENT RECOMMENDATIONS TO
PROMOTIONAL COORDINATING COMMITTEE
RECOMMENDATION
Reappoint Wilda Rosene to a four year term to begin 4/1/99 and end on 3/31/03, and reappoint
George Newland to a two year term to begin 4/1/99 and end on 3/31/01.
DISCUSSION
Two terms will expire on 3/31/99; those of Wilda Rosene and George Newland. After reviewing
all applications on file and interviewing all applicants, the Subcommittee is pleased to
recommend Ms. Rosen and Mr. Newland for reappointment. Their applications are attached.
All other applications are available for review in the City Clerk's Office.

First and foremost I like to give back to my community. I am involved in
many activities as a way to clo this. I am also invoivea 35ecause in owning
your own business there is a need to network; I believe very strongly in
supporting our local merchants and likewise for them to support me. My
business is not involved too much with tourism, however some of the extra-
curricular activities I do are, such as SLOLT, PAC, SXmphony. My strong
suit is organization planning and vision'"

attributes , plus a knowledge of the Arts Community. That began in 1990
when I was on the Arts Council Board. I am still on the SLOLT board as
past president. I do not feel there will be a conflict of interest as

SUBJECT: Liaison Report:
CMC Citizen's Advisory Committee
At its meeting of 2/24/99,the Committee received a report from the Warden that the rate of
increase in numbers of inmates has flattened out in recent years and is now 5,000 less than
projected. This will reflect in a lesser need to build new prisons with less overcrowding in
existing prisons. At this time it is uncertain how this will effect the CMC.
The Committee also discussed means by which early morning visitors to CMC could be better
accommodated and processed to allow them to discontinue parking on Highway 1 prior to
opening time, thus relieving hazardous conditions on the highway.
The Committee also discussed the possibility of reactivating the snack bar which accommodates
visitors outside of the prison fence. Currently, approval of a contract for reactivation is delayed
between studies and policies of the Department of Rehabilitation, with no progress for many
months.

This was my first meeting with the EVC. Diane Sheeley accompanied me and helped with
introducing me to the workings of this organization. It became obvious to me during the
course of the meeting that Diane has been quite active with the EVC and that her
viewpoints carried weight with the membership.
This was a rather routine business meeting. Of note to me was the good standing of the
loan fiord administered by the EVC to aid businesses seeking start up assistance. The
CEO/President,David Spaur gave a very comprehensive report on activities;I was
impressed.
Also of interest was the Economic Strategy Report of the City of El Paso de Robles. I
have placed my copy in our Council Office and I encourage all Council Members to take a
look It takes but a couple of minutes to get the gist of their efforts. Start on the back side
ofthe second page.
To date the EVC has not achieved fiill sponsorship from all of the cities in the county;in
fact,the cities ofAtascadero and San Luis Obispo are the only ones who have signed on.
