Elections have recently been completed and new members were introduced at this session.
There will be an all day"retreat"on Friday, March 19 at Mulligan's in Avila Beach where
the new officers will get down to the business of setting goals for the ensuing year. Wendy
George and myself have been invited to attend the luncheon portion of their session.
The Board continues to grapple with a couple of issues of considerable concern to the
downtown community,to wit: newspaper rack clutter which has now been compounded
by the T-T's display of large placards on their racks;and loitering- especially on Garden
Street. I suggested to them that rather than asking the city to do something about this,
that the DA take the initiative in doing the work to pull together information from other
cities whole have dealt with these kinds of problems in an effective mamer, and then
present draft ordinance or policy proposals; such work would certainly facilitate the City's
ability to react more speedily to their requests.
• The Board's reaction to the postponement of the Fliguera Street bridge repair project was
mixed- some expressed relief that downtown wouldn't be messed up this year,while
others expressed fivstration about another delay.
It was reported that the hoped for removal of the sunset clause in the legislation permitting
farmers to directly sell to customers via farmers' market could be in trouble. It seems that
the ag industry has concerns and may be mounting opposition to the continuation of the
current legislation.
Otherwise, committee reports suggests that the on-going programs are well in hand.

SUBJECT: Liaison Report: SLORTA
At its meeting of 3/3/99 SLORTA staff indicated that there will be perhaps a 6% increase in
TDA funds and a 10-20%increase in STA funds for next year. This represents hundreds of
thousands of dollars for the County and good news for us in our transit operations.and street
programs.
SLORTA staff received direction from the Board regarding alternatives to be considered in
preparing a contract for transit services for all of the transit providers within the County. Staff
was directed to bid this contract with maximum flexibility, thus maximizing advantages of the
alternatives that might be provided by combining operation of transit systems.

SUBJECT: Liaison Report: Zone 9
In 3/8/99 I attended a scoping meeting for the Stream Corridor Management Study for San Luis
Obispo. You will recall that this is a major study of the watershed and will eventually allow the
City to obtain permits more easily and proceed with flood protection and creek enhancement
projects. The project is funded by Zone 9 and is anticipated to take approximately 12 months
with an additional six months for environmental review.
There were about 40 members of the public at the meeting, almost all from Avila Beach. Their
primary concerns related to removal of debris deposited by past storms. The convoluted permit-
ting process, and County policies regarding access to private property,has resulted in much past
storm debris remaining in place creating problems during the next major flood. The Corridor
Management Plan will simplify the permitting process and set up better stream management
within the County areas.
