DISCUSSION Two terms will expire 3/31/99. Tricia Gomez who wishes to be reappointed, and Diane Glaser, who has moved out of San Luis Obispo. The Subcommittee is pleased to recommend Tricia • Gomez and Bruce Penner for appointment. Copies of their applications are attached. All others are available in the City Clerk's Office. Summary of Experience: I have had 22 years of experience in Personnel and Labor Relations management with public agencies, and have: Developed, setup and managed Personnel Departments which included the sections o1; employment, safety and risk management, employee benefits, training, and employee and • labor relations. Developed personnel and labor relations policies,rules,regulations and procedures for internal use; according to agency,federal and state ordinances and regulations. Represented the agency at meetings and seminars nationwide and in negotiations with employee organizations. This will have an adverse effect on the diversion rate on a number of communities and is a major violation of service contracts within those communities. Fortunately, San Luis Obispo has a contract with Ralcco only at the recycling center on Prado Road and it appears that none of that material found its way to the landfill. The Board authorized me, as president, to send a critical letter to Ralcco and a letter to the various cities involved, informing them of the implications of this action. Staff reported on progress of the Materials Recover Facility (MRF) now being constructed at Cold Canyon Landfill. The MRF is scheduled to break ground by 4/15/99 and open by 10/99. This facility will go a long way toward allowing local agencies to meet the mandated 50% diversion rate, since it will be able to handle concrete, asphalt, and construction debris. The attached graph shows diversion rates of the various jurisdictions for 1995, 1996, and 1997. You will note that San Luis Obispo has increased its diversion rate every year. However, at its current rate, it is unlikely that San Luis Obispo will meet the 50% diversion rate by the year 2000. The MRF will be of great assistance to communities reaching their mandated diversion rates. On 3/4/99 our community was visited by three high level officials from Saudi Arabia (Mr. Mohammed Alissa, General Manager of the Environmental Health Department; Mr. Mohammed Alkhudair, Manager & Engineering of the Technical Affairs Department; and Mr. Ziad Abduljalil, Director of Recycling). IWMA staff showed the officials the entire recycling and waste disposal facilities and Mike Ryan, and I, (members of the Board) joined the visitors for lunch. The Saudis visited San Luis Obispo because they have recently purchased a major MRF package in Southern California and, while there, were notified of our outstanding operation in San,Luis Obispo County. John Brown. : Yesterday Mary Whittlesey called to inform me that Ralcco was in the City of Pismo Beach : process of vacating their Mesa View site and consolidating their operation F(atcho Achaa;ian. at their Ralcoa Way location. She went to the site and found Ralcco San Luis Obispo County ; loading paper into trucks for transfer to the Cold Canyon Landfill. Shirley Bianchi. : Apparently Ralcco has been sending old paper to the Cold Canyon San Luis Obispo County : Landfill since last week. Today Mary and I went to Cold Canyon Landfill to view the waste.
