SUBJECT: Belt Filter Press Refurbishment Close-Out
CAO RECOMMENDATION
By motion, approve final payment to Textile Engineering Associates($37,406.36)and transfer of
budget ($10,671.55) from sewer fund completed projects account to Belt Filter Refurbishment
CIP project.
DISCUSSION
The belt filter press refurbishment project is complete and staff is recommending payment of the
final invoice($37,406.36)to Textile Engineering Associates. This amount exceeds approved
budget for this project by $10,671.55 (see total project costs below). Staff recommends the
additional amount be taken from the sewer fund completed project account,
520.1790699899.17906899.90899,which currently has a balance of$156,500.
The project exceeded approved budget for two reasons:
• Original proposal did not include tax and staff understood tax would not be required; and
• Once into the repair project, it was found that certain parts of the belt filter press were beyond
repair and it was necessary to replace those parts.
The initial proposal submitted by Textile Engineering did not include tax. It was discovered that
tax was added to the cost of the project after the last of three invoices were submitted to the City.
Subsequent discussion with the contractor revealed it was a mistake on their part, but they are
required to pay California sales tax. The tax was adjusted to account for only parts,not labor and
City staff agrees that the contractor should be paid for this cost.
A drive mechanism for the Belt Press was found to be in worse condition after closer inspection.
Textile engineering advised the City of the problem and staff opted to replace the part instead of
repairing it.
The breakdown of the exceeded amount is:

FISCAL IMPACT
On July 7, 1998, Council approved a project budget of$110,800 for the belt filter press
refurbishment CIP project. This request is to approve paying the final invoice of$37,406.36
using additional funds ($10,686.74) from the sewer fund completed project account. Final total
project cost is $121,486.74.
