CAO RECOMMENDATION By motion, authorize CAO to approve Request for Bids for generators and pump purchases; authorize staff to solicit bids and authorize CAO to award the contract if within the budget estimate of $185,000. DISCUSSION Currently the water distribution and wastewater collection systems have no stationary designated emergency power sources at any of their pump stations sites. Typically portable generators and pumps have been moved around to sites to fill up water storage tanks or pump down sewage wet wells during a during a power outage. If a prolonged loss of power were to occur, the City does not have enough portable emergency generators or pumps to adequately provide service to the City's customers. To ensure essential sewer and water services during prolonged loss of electrical power due to the advent of a Y2K or other type of disaster, staff is recommending the purchase of four 100 kW generators and one 4 inch pump. Council supported this recommended strategy at their February 25, 1999,meeting. Recently Utilities and Fire Department staff met to determine what type of equipment would best meet the needs of the City to provide essential water and sewer services. It was determined that four generators and one pump, complimented with the City's other two generators and two pumps, would be able to provide sewage and water service to almost all customers during a prolonged.power outage. A very small portion of water customers may experience short durations of no water until storage tanks can be periodically filled and a very limited number (less than 10 homes) of water customers will require water to be trucked in to them. Because delivery times for these purchases are becoming longer due to other agencies and organizations purchasing this type of equipment, time is of the essence. To expedite the purchases staff is currently preparing the bid specifications for the generators and pump and is requesting CAO authorization for approval of the Requests for Bids after they are completed. Staff is also recommending a short bid period to expedite the purchases. A total of $110,00 from the water fund and $75,000 from the sewer fund have been approved for the generators and pump purchases as part of the 1998-99 mid-year budget review for Y2K disaster preparedness and resources. Equipment Cost Generators (four portable generators @ $40,000) $160,000 Pump (one 4"inch portable sewage pump $25,000 Total $185,000 Project Funding by Source Cost Water $110,000 Sewer $75,000 Total $185,000 ALTERNATIVES Deny the project. Denial of these purchases may result in possible disruption in water and sewer service if a prolonged power failure occurs. Service disruptions may include no water or sewer service to some parts of the City and loss of water pressure in other parts. Loss of water and sewer service and low water pressure may have significant impacts on fire protection in the affected areas and may have significant health and safety consequences for some affected customers.
