Approve the concept of widened sidewalks along Higuera Street in the vicinity of Osos Street as a part of the Higuera Street Bridge Rehabilitation Project 2. Appropriate $ 43,000 from the unappropriated balance of the General Fund for Higuera Street Bridge environmental and design services. 3. Authorize the CAO to execute the amendment to the agreement for environmental and design services with Martin and Kane,Inc. DISCUSSION The City is in the midst of design for the rehabilitation of the Higuera Street Bridge in the vicinity of Osos Street downtown. Design is expected to be completed in the fall with construction to take place next summer. The Downtown Association (DA) parking committee requested the City explore the possibility of installing "bulbouts" along Higuera in conjunction with the bridge project However, the bulbouts proposed are much more than those found at various intersections along Marsh Street What has been actually proposed is an area of widened sidewalk which would allow the City the opportunity of providing various pedestrian activities. The original request envisioned an area (most likely the old sidewalk area) that would be available for outdoor dining from nearby/adjacent restaurants. While staff is open to this idea, other ideas that have since been promulgated include: area for public art; drinking fountains; sitting areas in general, planters and other amenities, etc. Assuming the Council supports the concept of widened sidewalks, community development staff is currently working on preparing a stakeholders meeting and from there bringing recommendations to the Council (in the future) on how the extra space would be utilized and what, if any, income to the City might be achieved by renting out such space to private entities, such as restaurants. After first receiving the request from the DA Parking Committee, staff asked for the thoughts of the DA Board of Director;, adjacent business owners, and the former design team for the Conceptual Plan for the City Center (the "Downtown Plan".) The Board of Directors voted in favor, as did the property owners (or their representatives) for three of the four affected properties. The Board of Directors of First Bank did not favor the project because of the loss of one of the three on-street parking spaces. Given the small loss, and because First Bank is the only business in the area with their own on-site parking, staff recommends continuing to include this component in the project Four members of the Downtown design team met. They affirmed the conceptual plan does call for eventual widening of the sidewalks. Those members expressed support for the project. The 4-1 - r f Council Agenda Report—Hignera Street Widened Sidewalks Page 2 members reviewing the sidewalk proposal include, Pierre Rademaker, Chuck Crotser, Andrew Merriam and Ken Schwartz. This is a rare opportunity because of the bridge construction to complete work envisioned in the conceptual plan for downtown. The project will also improve the pedestrian crossing by making it shorter in all directions. The business community generally supports the project, including those affected, as does the downtown parking association and the concept design committee. Staff feels this project is a worthwhile one and should be pursued at this time. The sidewalk work planned at the comer adjacent to First Bank is very minimal, only what is needed to allow the sidewalks to line up with those on the other comers. The availability of off street parking for their customers should minimize the effect of this project on them. The project itself proposes to widen the sidewalks using standard Mission style sidewalk. North of Osos Street, the widening will begin at the Higuera Street Bridge structure and continue southerly to Osos Street (See Exhibit A). South of Osos Street the sidewalk would be widened on the west side (over the bridge structure) the full distance from Osos to Court Street. The parking configuration within the Court Street parking lot would be realigned to limit turning movements to Court Street only. Minimal sidewalk widening on the east side would occur, in fact so little that it could only be considered a true bulbout. While the project will significantly increase the pedestrian environment, it will, by its very nature, remove on-street parking spaces. A total of 16 parking spaces will be removed as follows: a) seven spaces from the west side, north of Osos (Woodstocks) frontage; eight spaces from the east side, north of Osos (Firestone); one space east side, south of Osos (First Bank). The loading zone currently along Higuera Street adjacent to the Court Street parking lot will be removed and additional length added to the loading zone around the comer on Osos Street. The project also includes decorative crosswalks. Staff is going to specify a`paver"instead of the stamped concrete used at other locations downtown due to issues raised by the disabled community about the problems associated with the stamped concrete crosswalks found on Marsh Street. Pavers give a flat surface while providing color contrast and textured appearance. Finally,this project also includes a small amount of widening of Osos Street(west of Higuera)to allow through traffic lanes to align correctly and installs a new signal pole that meets current state standards. The bridge construction project includes the replacement of the deck and for the length of the project,the sidewalk. The existing sidewalk and street section above the deck will be removed in order for the deck to be replaced Whether the City replaces the area above the deck with 8 feet of sidewalk and 12 feet of paving or 15 feet of sidewalk.and 5 feet of paving is irrelevant to the project But now is the time to make that decision. The Bridge project also includes a sewer replacement project in the same area as well as complete new road resurfacing. Thus,on the east side of the street the choice is repaving 25 feet of street or repaving 18 feet and constructing seven feet of new sidewalk. Funds will be spent in the area anyway,the question is how does the City want those fiords expended? Staff feels that the widened sidewalks will add value to the downtown and thus recommends this project be approved. 4-2 Council Agenda Report—Hignera Street Widened Sidewalks Page 3 CONCURRENCES The Downtown Association Executive Board and Parking Committee, the adjacent property owners with the exception of First Bank and the former design team for the conceptual plan have all approved the concept. FISCAL EVVIPACT The bridge construction is fimded through the Federal Highway Administration Bridge Rehabilitation program. The program reimburses the City for 80% of costs. The program will not reimburse costs for improvements to the site. This includes items such as the extra costs associated with Mission Style Sidewalk. There will be some cost benefit, as the City can be reimbursed for a portion of the work, that portion of the cost which equates to the cost to install standard gray sidewalks of the existing width as well as the asphalt cost saved. WITNESSETH: WHEREAS, on November 4, 1997 the City entered into an Agreement with Consultant for design and environmental services for the Higuera Street Bridge;and WHEREAS,the City desires to amend the scope of services to include additional design services as outlined on the attached proposal; NOW THEREFORE, in consideration of their mutual promises, obligations and covenants hereinafter contained,the parties hereto agree as follows: 1. The scope of services and related compensation is hereby amended as set forth in the revised work scope and Consultant proposal attached hereto. 2.
