SUBJECT: AUTHORIZATION OF APPLICATION FOR ENVIRONMENTAL GRANT
PROGRAM FUNDS FROM THE STATE OF CALIFORNIA'S
SALMON AND STEELHEAD TROUT RESTORATION ACCOUNT
CAO RECOMMENDATION
Adopt a resolution authorizing staff to complete and submit an application for grant funds from the
State of California's Salmon and Steelhead Trout Restoration Account (SSTRA) in amount of
$60,000, which would be used to construct aids to fish passage over existing barriers in Prefumo
Creek at the Laguna Lake Golf Course.
DISCUSSION
The State Legislature created the Salmon and Steelhead Trout Restoration Account (SSTRA) in
August 1997 with the passage of S13271. This legislation makes funds available for a variety of
projects designed to enhance habitat for salmon and steelhead trout in streams outside of the
Central Valley drainage. For 1999-2000 it.is anticipated that as much as fifteen million dollars will
be available Statewide from this program. The City of San Luis Obispo is involved in a number of
efforts to improve San Luis Obispo Creek's habitat for anadromous fish, particularly steelhead
trout. The SSTRA offers an opportunity to undertake at this time one such project that was
identified several years ago. This is the removal of barriers to fish passage on Prefumo Creek
within the Laguna Lake Golf Course. The project involves the installation of"step pools" in one
location to allow fish passage over a significant barrier at the upper end of the golf course, and
minor adjustments to other structures in this reach of the creek to make fish passage easier. This
would be done in conjunction with efforts by others (notably the Land Conservancy) to obtain
funding for more significant barriers on Prefumo Creek between Laguna Lake and Highway 101.
Staff estimates the cost of these improvements to be approximately $60,000. No local match is
required. The filing deadline is May 14, 1999. The City was unsuccessful in applying for this
grant in September of last year,however,this year with stronger support from local Fish and Game
staff,we now believe that the project has an improved chance of success.
FISCAL IMPACT
If successfid, this grant will have a beneficial fiscal effect by providing outside funding support for
an identified City enhancement project. Minor ancillary costs of obtaining permits can be absorbed
within the existing natural resource program budget.
CONCURRENCES
The Parks and Recreation Department supports the effort to improve fish passage through the golf
course as part of a general effort to make the course more"environmentally friendly".

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO
AUTHORIZING APPLICATION FOR GRANT FUNDS FROM THE CALIFORNIA
DEPARTMENT OF FISH AND GAME FOR THE PROJECT KNOWN AS
UPPER PREFUMO CREEK FISH BARRIER REMOVAL
WHEREAS, the California Department of Fish and Game ("Department") has
requested proposals for fishery restoration work throughout the State of California,
WHEREAS, the Department has stated in its request for proposals that projects
intended to particularly benefit salmonid resources of the State will receive highest priority
for funding; and
WHEREAS, The City of San Luis Obispo maintains a strong interest in the
potential for improvement of salmonid habitat within San Luis Obispo Creek and its
tributaries: and
WHEREAS, City staff have identified several projects on San Luis Obispo Creek
and its tributaries which could improve salmonid habitat on said streams.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San
Luis Obispo hereby:
1. Authorizes the filing of an application for grant funds from the California Salmon
and Steelhead Trout Restoration Account; and
2. Appoints the City Administrative Officer as agent of the City to conduct all
negotiations, execute and submit all documents, including, but not limited to, applications,
agreements, amendments, payment requests and so on, which may be necessary for the
completion of the aforementioned project.
