By motion approve recommendations from the Human Relations Commission for Grants- In-Aid funding for 1999-00. 2. Adopt a resolution authorizing staff to develop and execute agreements with each Grants- In-Aid recipient as outlined in Attachment "1" and inclusive of any modifications made by Council. DISCUSSION: Background The Human Relations Commission (HRC) held a Public Workshop on October 28, 1998 to gather information on the current social needs of the community for the 1999-00 Grants-In-Aid cycle. The Commission had been operating from a list of priorities developed through a 1990 needs assessment and utilized the recommendations generated at the Workshop to update the existing priority list. In December of 1998, the HRC began its annual Grants-In-Aid process. Notices advertising the availability of grant monies for local service organizations that provide human and social services in the City were placed in The Tribune. In addition, prior year grant recipients were mailed grant applications and information for the 1999-00 Grants-In-Aid process. A workshop to review the changes to the grant application, reiterate the HRC's expectations for application content and format, and answer any questions from applicant agencies was held in early January for prospective applicants. Completed Grants-In-Aid applications were due to the City in February. The HRC received forty-two applications requesting $188,709 in funds, an increase of two grants and $27,489 over the previous year. The 1999-00 grant applications are available for Council review in the City Clerk's Office. 1-1 Review Process Upon receiving the grant applications, the HRC convened a subcommittee composed of Trish Avery, who served as chair, Mike Multari and Joan Lawrence to thoroughly review the applications-and formulate preliminary grant recommendations. The subcommittee's preliminary recommendations were presented to the Commission in April. Agencies were invited to hear the subcommittee recommendations as they were presented to the HRC. After discussion, adoption of the recommendations was placed on the agenda for the May meeting of the HRC. Twenty-six agencies were represented at the May Public Hearing. Comments from the many agencies centered on thanking the Commission for its support and funding levels. Hearing support for the funding recommendations, the Commission moved to approve the recommendations and forward them to City Council for final approval. Funding Recommendations Specifically, the HRC's 1999-00 Grants-In-Aid recommendations: • Provide for the disbursement of the full $102,600 as included in the Financial Plan for Grants-in-Aid, leaving no contingency funds available for the coming year. Total grant amount requested - $188,709. • Provide funding to 38 of the 42 applicants with grants ranging from$300 to $9,000. • Provide funding to four new agencies, including Altrusa of Cinco Ciudades, California Conservation Corp,Life Steps Foundation, and The Tema Foundation. • Not fund requests from the Environmental Center of San Luis Obispo County (ECOSLO), SLO County Y2K Action Alliance, and SLO Downtown Association due to project goals which appear inconsistent and/or vague in terms of traditional human services and the Priority Funding Areas. (On June 15' Council approved a request from the County of San Luis Obispo for funding in the amount of $9,300 to assist with a county-wide awareness/preparedness media campaign to increase public education, an action which is consistent with the goals of the SLO County Y2K Action Alliance). • Not fund a request from Lifespan Extended Family Services - Respite Registry due to prior funding during the 1998-99 Grants-in-Aid cycle for a one-time only, start-up project. Current application requests expansion funds for the project which was to be continued with volunteers. A more detailed discussion of the individual grant recommendations can be found in Attachment ,.2., Contracts 1-2 - FISCAL IldPACTc The 1999-OO.Financial Plan identifies $102,600 for the Human Relations Commission's Grants- 1n-Aid Program. The proposed recommendations provide no reserve for the coming year. ACHIEVEMENT HOUSE 1998-99 Grant Amount: $ 590 1999-00 Request: $ 750 1999-00 HRC Recommendation: $ 750 Achievement House (AHI) is requesting $750 to purchase a computer workstation/server for it's clerical training operation Mailing and More. AHI provides data base management-services to over 30 businesses and organizations—in she SLO area. The workstation will permit AHI to provide data entry and data base management training and work experience for adults with disabilities, thus preparing them for clerical positions in the community. The specific purchase will be a Celeron 333 MHZ Processor w/128 Cache. The Commission is recommending a grant of $750 which funds the entire request. 2. AIDS SUPPORT NETWORK 1998-99 Grant Amount: $ 4,000 1999-00 Request: $12,900 1999-00 HRC Recommendation: $ 4,000 Aids Support Network (ASN) is requesting $12,900 to expand the Positively Speaking -ASN Speakers Bureau and the in-house HIV/AIDS library resources, begin an outreach effort to educate_the community at risk for HIV, and provide utility subsidies and facilities operational support to the 12-agency owned low-income housing units. ASN provides social services, financial support and housing for county residents affected by HIV disease. The Commission is recommending a grant of $4,000 which is consistent with the prior year and partially funds the request. 3. ALPHA 1998-99 Grant Amount: $ 1,000 1999-00 Request: $ 2,000 1999-00 HRC Recommendation: $ 1,500 Alpha is requesting $2,000 to continue the Client Housing Loan Program, which offers interest free loans to homeless clients for rental deposits and to clients who need temporary assistance with rent in a home they currently occupy. The City has partially funded this program since 1991. The Commission is recommending a grant of $1,500 which represents a $500 increase over the prior year and funds a portion of the request. 4. ALTRUSA INTERNATIONAL, INC. OF CINCO CIUDADES 1998-99 Grant Amount: $ 0 1999-00 Request: $ 5,000 1999-00 HRC Recommendation: $ 300 Altrusa is requesting $5,000 to support the Clothes Closet, a used clothing program which provides, at no cost to the client, professional interview clothing for low-income women re-entering the job market. Referrals come primarily from the Private Industry Council training program, Cuesta College and the Department r Social Services. Funds will be used to cover clothing expenses relative to outfitting the women. Altrusa is professional women's service organization and a first-time applicant to the GIA program. The Commission is recommending a grant of $300 which funds a portion of the request. 1-7 5. AMERICAN RED CROSS 1998-99 Grant Amount: $ 4,000 1999-00 Request: $ 6,000 1999-00 HRC Recommendation: $ 4,000 The San Luis Obispo County American Red Cross is requesting $6,000 to continue operation of basic ongoing services. Grant funds will support, in part, emergency relief services on call, replace fundamental personal and household items lost during disasters, strengthen the SLO City Disaster Action Team (DAT) through recruitment and training, and purchase supplies, materials and equipment needed for emergency response; support Armed Forces Emergency Services; support Health and Safety.jraining in CPR, First Aid, Water Safety, Babysitting and HIV/AIDS education, recruit and train instructors of above programs, and increase number of classes and training. The Commission is recommending a grant of $4,000 which is consistent with the prior year and will partially fund the request. 6. ASSISTANCE LEAGUE OF SAN LUIS OBISPO COUNTY 1998-99 Grant Amount: $ 1,500 1999-00 Request: $ 5,300 1999-00 HRC Recommendation: $ 3,000 The Assistance League of San Luis Obispo is requesting $5,300 as a part of Operation School Bell to provide two sets of quality children's clothing, including shirts, jeans or dresses, a sweatshirt, underwear, socks, shoes and jacket to school age children referred by their school or a county social service organization. The requested funds will enable the Assistance League to clothe 88 additional children. The Commission is recommending a grant of $3,000 which will partially fund the request and represents a $1,500 increase over the prior year. 7. BIG BROTHERS/BIG SISTERS 1998-99 Grant Amount: $ 1,600 1999-00 Request: $ 1,750 1999-00 HRC Recommendation: $ 1,750 The Big Brothers/Big Sisters is requesting $1,750 to continue participation in the AmeriCorps Program. Funds will permit BBBS to secure one part-time AmeriCorps member to work for one full year in a mentor capacity with "high risk" teenage clients. The Commission is recommending a grant of $1,750 which will fund the entire request . 8. CALIFORNIA CONSERVATION CORPS FOUNDATION 1998-99 Grant Amount: $ 0 1999-00 Request: $ 9,000 1999-00 HRC Recommendation: $ 1,000 The California Conservation Corps Foundation is requesting $9,000 to support the Cadre Of Corps Environmental Education Program designed to teach local at-risk youth about environmental and social responsibility. Specifically the grant is asking for funds to support the training of eight Corps members to improve job skills, purchase supplies for weekend and service-learning projects, provide scholarships for youth, attain physical examinations, permits and licenses, and purchase supplies and materials for the SLO Youth Community Gardens. The Commission is recommending a grant of $1,000 which will partially fund the request. 1-8 9. CAMP FIRE COUNCIL 1998-99 Grant Amount: $ 1,000 1999-00 Request: S 1,500 1999-00 HRC Recommendation: $ 1,500 The Camp Fire Council is requesting $1,500 to support a spring break and summer day camp program for youth in the San Luis Obispo area. Funds will be used to offset the cost of operating the camps by providing enrichment activities, day care opportunities, and camperships for those who cannot afford to pay the full tuition. Committee is-recommending a grant of $1,500 which will fund the entire request. 10. CASA SOLANA 1998-99 Grant Amount: $ 5,000 1999-00 Request: $ 10,000 1999-00 HRC Recommendation: $ 5,000 Casa Solana is requesting $10,000 to continue to provide social-model treatment and residential-recovery services to women suffering from alcoholism or drug addiction. Treatment services include twelve-step work, educational programs, weekly resident council meetings, leadership opportunities and case management. Residential-recovery services include shelter, food, transportation and health services. Funds will be used to provide food, household supplies, health and comfort items, educational materials, postage, utilities and transportation expenses. The Commission is recommending a grant of $5,000 which is consistent with the prior year and will partially fund the request. 11. CHILD DEVELOPMENT CENTER 1998-99 Grant Amount: $ 9,000 1999-00 Request: $ 91000 1999-00 HRC Recommendation: $ 9,000 The San Luis Obispo Child Development Center is requesting $9,000 to provide materials, supplies and operational costs for their child abuse preventionAntervention services. Specifically the funding will be used to purchase paper goods, office, health and safety supplies, children's library materials, playground supplies, equipment replacement, therapy supplies, and parent kit supplies and to fund other associated program expenses including facility, transportation and food costs. The Commission is recommending a grant of $9,000 which will fund the entire request. 12. EASTER SEALS TRI-COUNTY 1998-99 Grant Amount: $ 1,500 1999-00 Request: $ 4,000 1999-00 HRC Recommendation: $ 1,500 Easter Seals Tri-County is requesting $4,000 to support the Care and Treatment Program which assists children and adults with their unmet medical needs. Funds will be utilized by SLO residents in need of medical or therapeutic assistance due to medical crisis or inability to qualify for other assistance and will include medical evaluations, purchase or rental of equipment, transportation costs to out of area specialists, respite for parents with children with disabilities and other therapeutic programs. The Commission is recommending a grant of $1,500 which is consistent with the prior year and will partial. fund the request. 1-9 13. ENVIRONMENTAL CENTER OF SAN LUIS OBISPO COUNTY (ECOSLO) 1998-99 Grant Amount: $ 0 1999-00 Request: $ 6,360 1999-00 HRC Recommendation: $ 0 ECOSLO is requesting $6,360 to research, update, reprint and distribute the Home Safe Home Guide which is used to educate the public on toxic substances found in household cleaners, auto products, arts and craft supplies, paint products, garden supplies, pest control and older plumbing. -Funds will be utilized to print the guide in both English and Spanish and will assist with the development of a new outreach program. The Commission is not recommending funding because 1) the projects speaks to household hazards which are health related but tenuously linked to traditional human services, and 2) the proposed funding would be used to pay an employee for work which could be accomplished by volunteer support. 14. EOC CHILD CARE RESOURCE CONNECTION 1998-99 Grant Amount: $ 3,000 1999-00 Request: $ 3,000 1999-00 HRC Recommendation: $ 3,000 The EOC-CCRC is requesting $3,000 to continue recruitment and training of CalWORKs participants interested in starting up home based child care. Recruitment will create additional child care slots for infant/toddler and school age children and provide job opportunities for CalWORKs participants. Training will include business practices, child development, nutrition, positive discipline, child abuse awareness & reporting, age appropriate activities, and other topics of interest to child care providers. The Commission is recommending a grant of $3,000 which will fund the entire request. 15. EOC HEALTH SERVICES "FORTY WONDERFUL PROJECT" 1998-99 Grant Amount: $ 3,000 1999-00 Request: $ 3,000 1999-00 HRC Recommendation: $ 3,000 The EOC Health Services Forty Wonderful Project is requesting $3,000 to continue to financially subsidize low income, uninsured and underinsured women, age 40 and older in the City of SLO. The funds will be used for preventative health screening and education with regard to women's mid-life health issues and early detection of breast and cervical cancer.. The Commission is recommending a grant of $3,000 which will fund the entire request. 16. EOC HEALTH SERVICES "SENIOR HEALTH SCREENING" 1998-99 Grant Amount: $ 1,000 1999-00 Request: $ 3,000 1999-00 HRC Recommendation: $ 3,000 The EOC Health Services Senior Health Screening program is requesting $3,000 to continue the promotion and maintenance of health, early detection and prevention of chronic disease for low-income seniors 50 and older. Funds will be used for a part-time registered nurse and aide/clerk to travel to 20 locations throughout the county providing seven regular screening tests: blood pressure checks, weight/pulse, blood tests for anemia and diabetes, urinalysis, hemoccult testing for colo-rectal cancer detection and cholesterol testing. The Commission is recommending a grant of $3,000 which will fund the entire request. 1-10 17. FAMILY SERVICES CENTER 1998-99 Grant Amount: $ 3,500 1999-00 Request: S 4,000 1999-00 HRC Recommendation: $ 4,000 The Family Services Center is requesting $4,000 to support the operational expenses of their counseling and referral programs, which have increased 22% over the past two years. The funds will be expended on rent, utilities, supplies,-advertising, telephone and duplicating. The Commission is recommending a grant of $4,000 which will fund the entire request. 18. FOOD BANK COALITION: 1998-99 Grant Amount: $ 1,000 1999-00 Request: $ 3,200 1999-00 HRC Recommendation: $ 1,000 The Food Bank Coalition is requesting $3,200 to underwrite an additional 48,000 pounds of food for the City's needy population. This represents an increase of 20% over the 240,000 meal-equivalents provided in 1998. The Commission is recommending a grant of $1,000 which will partially fund the request. 19. GRANDMOTHER'S HOUSE CHILDREN'S CENTER 1998-99 Grant Amount: $ 1,500 1999-00 Request: $ 2,000 1999-00 HRC Recommendation: $ 1,000 Grandmother's House is requesting $2,000 to enhance and improve the senior and child environment at the child care center. The funds will be used to cover the costs associated with new fingerprinting requirements, provide transportation for seniors to and from the facility, purchase curriculum and training materials, and refurbish the facility for increased safety. The Commission is recommending a grant of $1,000 which will partially fund the request. 20. HOSPICE OF SAN LUIS OBISPO COUNTY 1998-99 Grant Amount: $ 4,200 1999-00 Request: $ 10,000 1999-00 HRC Recommendation: $ 4,200 Hospice is requesting a grant of $10,000 to be applied to the general budget in support of 1) the professional staff required to recruit, coordinate and supervise their large volunteer force; 2) development of a supportive music program; 3) services to children; and 4) development of wellness-oriented classes and support groups to benefit individuals earlier in a diagnosis. The Commission is recommending a grant of $4,200 which is equal to the past year and will partially fund thi request. 1-11 1. HOTLINE OF SLO COUNTY 1998-99 Grant Amount: $ 3,400 1999-00 Request: $ 5,000 1999-00 HRC Recommendation: $ 3,400 Hotline is requesting $5,000 to offset the ongoing operational costs associated with providing a twenty-four hour, 365 day crisis intervention hot line. Grant funding will be used for monthly rent, telephone expenses, recruitment and training of phone volunteers, and postage related to the mailings of the Senior Information literature, Attendant Care List, Human Service Directory update forms and other outreach materials. The Commission is recommending a grant of $3,400 which is equal to the past year and will partially fund the request. 22. LIFESPAN SERVICES NETWORK - ADCARE, INC. 1998-99 Grant Amount: $ 2,000 1999-00 Request: $ 2,500 1999-00 HRC Recommendation: $ 2,500 ADCare is requesting $2,500 to enhance the operations of the ADCare Center in San Luis Obispo. The funds will be designated as local match for leveraging State and Federal funds. Specifically, the funds will be used to cover a portion of the costs of day care services for low-income clients who do not meet the eligibility requirements for other funds and for educational resource materials regarding chronic disease processes and dementia for use by staff, volunteers and family caregivers. The Commission is recommending a grant of $2,500 which will fund the entire request. 23. LIFESPAN SERVICES NETWORK - CARING CALLERS 1998-99 Grant Amount: $ 1,000 1999-00 Request: $ 1,350 1999-00 HRC Recommendation: $ 1,000 Caring Callers is requesting $1,350 to supplement the operating expenses of the Caring Callers Program with a special emphasis on the purchase of handbooks, electronic updating and expansion materials to support the client-volunteer input evaluation and updating. Funding also serves as a local match for Federal and State funds. The Commission is recommending a grant of $1,000 which is consistent with the prior year and will partially fund the request. 24. LIFESPAN SRVICES NETWORK- EXTENDED FAMILY ASSOCIATES 1998-99 Grant Amount: $ 500 1999-00 Request: $ 500 1999-00 HRC Recommendation: $ 0 Extended Family Associates, is requesting $500 to expand services to low-income families in the City by expanding and enhancing operations of the Community Respite Registry. Funding serves as a local match for Federal and State funds and will be used to purchase program supplies and cover a portion of the cost of a separate phone line dedicated to the registry. The Commission is not recommending funding because the proposed project expands a service which was funded on a one-time only, start-up basis with 1998-99 Grants-in-Aid funds. 1-12 25. LIFESPAN SERVICES NETWORK - RETIRED SENIOR VOLUNTEER PROGRAM (RSVP) 1998-99 Grant Amount: $ 1,000 1999-00 Request: $ 1,000 1999-00 HRC Recommendation: $ 1,000 The Retired Senior Volunteer Program (RSVP) recruits and places persons over 55 years of age in volunteer positions within nonprofit and public agencies. RSVP is requesting a grant of $1,000 to continue its current level of support-to the community as well as assist the program in meeting'the local funding match for Federal funds. The Commission is recommending a grant of $1,000 which will fund the entire request . 26. LIFESPAN SERVICES NETWORK - SENIOR PEER COUNSELING 1998-99 Grant Amount: $ 1,750 1999-00 Request: $ 1,800 1999-00 HRC Recommendation: $ 1,750 Senior Peer Counseling is requesting $1,800 to train seniors as volunteer counselors to provide free mental and emotional health services to seniors in the privacy of their own homes. Specifically, the funds will be used to support the extensive 10-week, 60-hour training program for volunteers with additional follow-up and assist with the operation of the program by contributing to a portion of the telephone expenses, rent, printing, duplication, equipment maintenance and repairs, office supplies, postage, insurance, and staff training and travel. The Commission is recommending a grant of $1,750 which is consistent with the prior year. 27 LIFE STEPS FOUNDATION, INC. 1998-99 Grant Amount: $ 0 1999-00 Request: $ 2,625 1999-00 HRC Recommendation: $ 750 Life Steps Foundation, Inc. is requesting $2,625 to provide an intensive Filial Therapy Program to women and their families participating in Life Steps' residential recovery program for drug and alcohol recovery. Filial Therapy strengthens the parent-child relationship by teaching new parental skills for working with their children. Funds will be used to provide Filial Therapy to 5 women and their families. This is a first-time grant applicant. The Commission is recommending a grant of $750 which will partially fund the request. 28. SAN LUIS OBISPO LITERACY COUNCIL - ENGLISH AS A SECONDARY LANGUAGE 1998-99 Grant Amount: $ 2,000 1999-00 Request: $ 4,000 1999-00 HRC Recommendation: $ 3,000 The San Luis Obispo Literacy Council is requesting $4,000 to continue literacy services at current Learning Centers and expand the program to other sites as opportunities present themselves. Specifically, funds will be used to train tutors for the three existing Learning Centers in the City, including Prado Day Center and expand services to at least two new sites which will focus on Workplace Literacy and youth-at-risk and the' families (in cooperation with the probation department). The Commission is recommending a grant of $3,000 which represents a $1,000 increase over the prior year and will partially fund the request. 1-13 29. LONGTERM CARE OMBUDSMAN SERVICES 1998-99 Grant Amount: $ 1,500 1999-00 Request: $ 2,000 1999-00 HRC Recommendation: $ 1,500 Long Term Care Ombudsman Services is authorized by the State and Federal government to be the primary agency in SLO County to provide complaint investigations and resolutions in long term care facilities. The grant request-is for $2,000 to fund volunteer recruitment and training, provide community education, provide information and assistance to residents in facilities, maintain extensive information for persons working with senior citizens and support staff time and equipment necessary for reporting required data. The Commission is recommending a grant of $1,500 which is consistent with the prior year and will partially fund the request. 30. RAPE CRISIS CENTER OF SAN LUIS OBISPO COUNTY 1998-99 Grant Amount: $ 5,800 1999-00 Request: $ 5,800 1999-00 HRC Recommendation: $ 5,800 Rape Crisis is requesting $5,800 to support general operational expenses necessary to provide crisis intervention counseling and in-person counseling to survivors of sexual assault. Funding will be used for answering service, pager and telephone expenses, bookkeeping and audit services, office supplies, rent and utility expenses. The Commission is recommending a grant of $ 5,800 which will fund the entire request. 31. SALVATION ARMY 1998-99 Grant Amount: $ 7,000 1999-00 Request: $ 8,000 1999-00 HRC Recommendation: $ 6,000 The Salvation Army is requesting $8,000 to continue their emergency food assistance program (food pantry), food vouchers to local grocery stores, hygiene kits for homeless and low-income residents, emergency shelter, emergency transportation, emergency energy assistance, summer youth program and pantry supplies. The Commission is recommending a grant of $6,000 which represents a reduction of $1,000 from the prior year and will partially fund the request. 32. SLO LEGAL ALTERNATIVES CORP- SENIOR LEGAL SERVICES 1998-99 Grant Amount: $ 500 1999-00 Request: $ 860 1999-00 HRC Recommendation: $ 500 SLO Legal Alternatives, (SLOLAC) is requesting $860 to continue with the provision of free legal services to low and moderate income seniors. The funds will serve as a local match for funds contributed by Area Agency on Aging and will enable Senior Legal Services to provide outreach appointments at senior centers throughout the County, telephone advice and referral, office consultations and public presentations. The Commission is recommending a grant of $500 which is consistent with the prior year and will partially fund the request. 1-14 33. SENIOR NUTRITION PROGRAM OF SAN LUIS OBISPO COUNTY 1998-99 Grant Amount: $ 1,000 1999-00 Request: $ 5,000 1999-00 HRC Recommendation: $ 2,000 Senior Nutrition Program is requesting $5,000 for on-going operational expenses associated with the provision of nutritious noon meals to senior citizens of San Luis Obispo. Funding-will be used to provide congregate meals at the-Anderson Hotel and Springfield Baptist Church nutrition sites, to deliver meals to homebound seniors and to provide a second home delivered meal to seniors found to be in need of additional nourishment. Approximately 8,500 congregate meals and 13,500 home delivered meals are served annually to 200 elderly residents in the City of San Luis Obispo. The Commission is recommending a grant of $2,000 which represents a $1,000 increase over the prior year and will partially fund the request. 34. SLOCO ACCESS 1998-99 Grant Amount: $ 500 1999-00 Request: $ 2,755 1999-00 HRC Recommendation: $ 1,500 SLOCO Access promotes the rights and privileges of people with all types of disabilities. SLOCO Access has requested $2,755 to increase it's educational and informational outreach efforts by 1) purchasing and disseminating disability related educational material; 2) increasing the size of the bimonthly newsletter, Accessible Times by including additional information on disabilities and announcements of local disability related meetings; and 3) increasing the number of readers via individual mailings and drop-site distribution. The Commission is recommending a grant of $1,500 which represents an increase of $1,000 over the prior year and will partially fund the request. 35. SAN LUIS COUNTY Y21K ACTION ALLIANCE 1998-99 Grant Amount: $ 0 1999-00 Request: $ 5,000 1999-00 HRC Recommendation: $ 0 This is a one-time grant request for $5,000 from the Y2K Action Alliance, an unincorporated, voluntary alliance of representatives from throughout San Luis Obispo. Funds will be used to develop and implement a Y2K educational and awareness campaign for SLO residents, schools and businesses to include Y2K health and safety preparedness planning in the event of unforeseen problems occurring because of Y2K. The Commission is not recommending funding because 1) the applicant agency is not a non-profit agency and 2) project goals are inconsistent with the Priority Funding Areas as established prior to the Grants-in-Aid process. 36. SAN LUIS OBISPO DOWNTOWN ASSOCIATION 1998-99 Grant Amount: $ 0 1999-00 Request: $ 3,000 1999-00 HRC Recommendation: $ 0 The Downtown Association is requesting $3,000 to expand the Sweep 'n Greet Program from three to si. months. The Sweep In Greet Program is a combination sweep-up patrol/ambassador, guide, caretaker program which has been in existence downtown since summer of 1998. The funds will be used for wages, uniforms and supplies. 1-15 The Commission is not recommending funding because the project goals are inconsistent with the Priority Funding Areas established prior to the Grants-in-Aid process and are vague in terms of traditional human services. 37. SAN LOUIS OBISPO FRIENDS OF THE LIBRARY 1998-99 Grant Amount: $ 2,000 1999-00 Request: $ 3,000 1999-00 HRC Recommendation: $ 2,400 The SLO Friends_of the Library is requesting $3,000 to implement a Homebound Delivery Program, serving SLO residents who are not able to come to the Library to check out library materials due to extended illness or disability. The funds will be used to purchase materials such as books on tape and large print books, and provide publicity for the program. The Commission recommends a grant of $2,400 which is represents an increase of $400 over the prior year and will partially fund the request. 38. THE TERRA FOUNDATION — PHYSICALLY CHALLENGED PUBLIC GARDEN ASSISTANCE PROJECT 1998-99 Grant Amount: $ 0 1999-00 Request: $ 4,550 1999-00 HRC Recommendation: $ 500 The Terra Foundation is requesting $4,550 to develop two gardening areas in Emerson Community Gardens for use by people with disabilities. These one-time funds will cover the Terra staff time needed for the planning, design and implementation phases of the project. The project will serve as a model for the education of the community regarding potential garden design for people with disabilities. The Commission is recommending a grant of $500 which will partially fund the request. 39. TRANSITIONS- MENTAL HEALTH ASSOCIATION - GROWING GROUNDS FARM 1998-99 Grant Amount: $ 3,000 1999-00 Request: $ 4,359 1999-00 HRC Recommendation: $ 3,000 The T-MHA Growing Grounds Farm is requesting $4,359 to enhance their vocational training program, which employs 60-75 people diagnosed with persistent mental illness in one of their three horticulture-related businesses. The funds will be used to purchase critically needed tillage equipment for their existing John Deer 70 tractor including a Ghandy applicator, Lilliston hoe, precision bed shaper, cone wheel guide and various sweeps, shanks, and clamps. The Commission is recommending a grant of $3,000 which is consistent with the prior year and will partially fund the request. 40. UNITED CEREBRAL PALSY OF SAN LUIS OBISPO COUNTY 1998-99 Grant Amount: $ 1,000 1999-00 Request: $ 6,000 1999-00 HRC Recommendation: $ 1,000 UCP's Ride-On transportation service is requesting $6,000 to support the operation of the Safe Ride Home Program, a service which transports people safely home from work, to and from their hotels, or home when they have consumed too much alcohol to drive. Funds will be used exclusively to cover the operating expenses of the vehicle and drivers for the Thursday through Saturday, 9:00pm - 3:00am evening program. COURT APPOINTED SPECIAL ADVOCATES - VOICES FOR CHILDREN 1998-99 Grant Amount: $ 3,500 1999-00 Request: $ 5,850 1999-00 HRC Recommendation: $ 3,500 CASA Voices for Children is requesting $5,850 to support expansion of the program due to the addition of a supervised visitation component to the program that is based in SLO and to juvenile court increasing its utilization of-the-program. The funds will be used for half of the current operating expense for rent, which was increased this past year, and will allow CASA to channel other resources to support program expansion. The Commission is recommending a grant of $3,500 which is consistent with the prior year and will partially fund the request. 42. WOMEN'S SHELTER PROGRAM 1998-99 Grant Amount: $ 9,000 1999-00 Request: $12,000 1999-00 HRC Recommendation: $ 9,000 Women's Shelter Program (WSP) provides emergency shelter for women and children who are victims of domestic violence. WSP is requesting $12,000 to assist with the basic cost of running their programs which either prevent homelessness or assist victims in establishing new violence-free lives. Funds will be used to assist with office expenses which in turn support emergency shelter, legal assistance and counseling services and, indirectly, serve as matching funds for State and Federal grants.
