CAO RECOMMENDATION
1. Re-appropriate $3,535 in unspent 1998-99 Promotional Coordinating committee (PCC)
Grant-In-Aid (GIA) finding, bringing the total fiscal year 1999-00 GIA appropriation to
$103,535.
2. Consider recommendations from the PCC for$103,535 in 1999-00 GIA funding.
3. Adopt a resolution authorizing staff to develop and execute agreements with each grant
recipient as described in Exhibit "A" attached to the resolution, and inclusive of any
modifications made by the Council.
DISCUSSION
Background
In January of this year, the Promotional Coordinating Committee (PCC) began its annual grants
process. Notices were placed in the Tribune advertising the availability of grants for local non-
profit organizations that promote cultural services or recreational services of tourism promotion
advantage to the City. In addition,prior year grant recipients were mailed notices advising them of
the time frame for the 1999-00 grants process. A workshop was subsequently held for prospective
applicants to review the grant application process, emphasize the Council's grant criteria, discuss
the PCC's expectations for the applications and answer any questions from the applicants.
Completed applications were due to the City in March. The PCC received 43 applications
requesting more than$186,000. This compares with 39 applications in 1998-99 requesting almost
$179,000. As in the past, the majority of the applications were geared toward cultural activities.
Copies of the 1999-00 grant applications are available in the Council Reading File.
Review Process
Upon receiving the grant applications,the PCC convened a subcommittee to thoroughly review the
applications and formulate preliminary grant recommendations. The Grants-In-Aid subcommittee
was comprised of Wilda Rosene (who served as chair), George Newland and Diane Hunt Roberts.
In conducting the review, the subcommittee evaluated the applications against the current
assessment criteria (Attachment 2). The subcommittee's preliminary recommendations were then
presented to the full committee for action during the PCC's May meeting. Pending final approval
of its budget request for additional grant funding,the PCC made two separate allocations of funds.
The first was based on the existing budget. The second was for supplemental finding to be
included if the increased grant finding was approved During the meeting, the PCC reviewed the
subcommittee's recommendations and set a public hearing date to present the recommendations to

the applicant agencies.
Funding Recommendations
A public hearing was subsequently held on May 26, 1999, to formally present the Committee's
1999-00 GIA recommendations to the applicant agencies. During the meeting, all applicants were
given an - opportunity to address the PCC regarding the recommendations.
Representatives of the following groups were present and made comments:

Those providing comments to the PCC gave additional information about their programs and future
plans and in most cases expressed appreciation to the committee for its preliminary
recommendations. They also indicated that they were extremely pleased with the PCC's budget
request to increase grant funding and hoped that the Council would approve it.
Final action on the GIA recommendations was taken after the public hearing. The PCC
unanimously adopted the preliminary recommendations. The PCC then directed staff to forward
the recommendations to the City Council for final action.
The following summarizes the PCC's 1999-00 final grant recommendations:
• Total finding available is $103,535 (including $3,535 in unspent finds from 1998-99 and
$100,000 budgeted for 1999-00).
• Total funding allocated is$101,530 in grants,with a reserve of$2,005.
• Funding is provided to 42 organizations,with grants ranging from$400 to$6,300.
A more detailed discussion of the individual grant recommendations can be found in Attachment 3.
A member of the PCC will be available to the Council at the public hearing to respond to any
inquiries.
Contracts
Upon Council adoption of grant amounts, staff will enter into contracts with each of the qualified
organizations. Contracts will then be monitored by the PCC and staff throughout the year.

FISCAL EMPACT
The 1999-00 budget for the PCC GIA Program approved as part of the 1999-01 Financial Plan is
$100,000. Unspent funds recommended for re-appropriation from the 1998-99 budget is $3,535,
resulting in4-total amount available of$103,535 to support the grant recommendations.

SAN LUIS OBISPO AUTHORIZING FUNDING TO FORTY-TWO AGENCIES IN
THE AMOUNT OF $101,530 FOR FISCAL YEAR 1999-00
—THROUGH THE PROMOTIONAL COORDINATING COMMITTEE
WHEREAS, in the past, the City of San Luis Obispo has authorized and
distributed Grants-in-Aid finding to community organizations which provide cultural and
tourism promoting recreational services to residents and visitors; and
WHEREAS, finding for the Grants-in-Aid program has- been included in the
1999-01 Financial Plan for the City of San Luis Obispo;
NOW, THEREFORE,BE IT RESOLVED by the Council of the City of San Luis
Obispo as follows:
SECTION 1. That certain organizations attached hereto and marked Exhibit "A"
shall be provided finding as is designated in the same attachment.
SECTION 2. The staff is directed to prepare a contract for each agency identified

FOR THE 1999-00 GRANTS-IN-AID PROCESS
1. ARTHRITIS FOUNDATION (CENTRAL COAST WINE FESTIVAL)
Request Summary: The Arthritis Foundation is requesting funds to defray the cost of the
Central Coast Wine Festival, one of three major fundraising events for the Foundation.
Specifically, grant funding was requested to support out-of-town advertising for the event.
The PCC recommends funding out of the area radio and newspaper advertising.

2. BOY SCOUTS OF AMERICA, LOS PADRES COUNCIL
Request Summary: The Boy Scouts requested funding to help underwrite the costs of

recommend funding this event as a complete application with required information was
never filed.

3. CAL POLY ARTS
Request Summary: Cal Poly Arts is requesting funding for its Stone Soup World Music
Festival, a festival to showcase diverse cultures and increase awareness of our multi-

recommends funding the artists fees for events held in San Luis Obispo.

5. CENTRAL COAST CHILDREN'S CHOIR

including music, printing,advertising, guest artist honorariums and recording costs.

6. CENTRAL COAST SHAKESPEARE FESTIVAL
Request Summary. The Central Coast Shakespeare Festival (CCSF) focuses on

pieces. The PCC recommends funding the promotion request and providing partial
assistance with the cost of the set pieces.

7. CHILDREN'S CREATIVE PROJECT(I MADONNARI)
Request Summary. The Children's Creative Project is requesting funding for the

featured painter. Festival proceeds will benefit arts education programs for San Luis
Obispo area elementary schools. The PCC recommends funding the festival brochure

8. CITY TO SEA MINI MARATHON
Request Summary: The applicants are requesting funding to support publicity for the
annual road race from San Luis Obispo to Avila Beach, following the City to Sea

support renovation to the Cuesta College track Since this event has proven to bring in
50% of its applicants from out of the area, the PCC recommends partially funding the
advertising and promotional expenses.

9. CIVIC BALLET
Request Summary: The Civic Ballet is.requesting funding assistance for 13 dancers who
are traveling to China in a cultural exchange. Funds would be.used for costumes, sets,
props, sound engineering and travel costs. Unfortunately, because the performances will
be out of the country, the PCC is unable to provide funds for the China trip. However, the
PCC-recommends partially funding the advertising costs for they spring gala performance,
"ffiikl Heart", instead.

10. CUESTA COLLEGE ART GALLELRY
Request Summary. The Cuesta College Art Gallery is requesting funding to support its

local advertising. The PCC recommends supplementing the printing budget to allow for
1500 announcements for six events.

California. These pieces will be used to help promote the festival throughout the county,

Request Summary: The BIA is requesting funding for three separate projects: (1) the
Holiday Parade and Mission Plaza events - $2,000; (2) Concerts in the Plaza - $2,900;
and (3) a Farmers' Market brochure -2,000. The PCC recommends funding the Farmers'
Market brochure and part of the holiday events.

14. EDNA VALLEY/ARROYO GRANDE VALLEY VINTNERS
Request Summary. The Vintners Association is requesting funding to expand its "Roll
Out the Barrels" event to 1,000 attendees over the next three years. The PCC feels that
even though Edna Valley is outside the City limits, it is within the City's sphere of influence
and the wineries provide one of the main tourist attractions adjacent to the City. 23% of
the visitors staying in the City also visit wineries according to a VCB survey. The PCC
recommends partially funding advertising for the event

Request Summary. Exindigo presents ran: and interesting music and strives to educate

PCC recommends funding the promotional expenses.

26. PENINSULA PLAYERS, INC.
Request summary. Peninsula Players is an organization whose goal is to offer another
venue for local performers, especially novices, to participate as actors and technicians
under professionally trained direction. It sees itself as filling a niche by offering works in
between the SLO Little Theatre, which presents established shows and musicals, and
Centerpoint Theatre Group, which presents experimental/non-commercial choices.
Peninsula Players is requesting funding for advertising and to--support its expanding
apprentice program. The PCC recommends partially funding the publicity request

27. PERFORMING ARTS CENTER
Request Summary. The Performing Arts Center has established an annual free Summer

funding the marketing and promotion fees.

29. SAN LUIS OBISPO CHAMBER ORCHESTRA
Request Summary. The SLO Chamber Orchestra is a recently established group of 49
local musicians. Its purpose is to present free concerts of classical chamber music to the
public, to provide an arena for musicians to play chamber music and to present an
opportunity for local youth to learn about this musical and performance tradition. It plans
to presents its performances in a variety of local sites such as the Jack House, SLO
Museum and the Mission. The orchestra's request is funding for musical site presentation
profiles, a music vignette of SLO history, a tourism support music program and soloist fees
and music royalties. The PCC recommends funding the living history flyers and payments

Request Summary. San Luis Obispo Babe Ruth is requesting funding to cover the
league's fee to the Pacific Southwest Region of Babe Ruth Baseball. This fee is for
hosting the PSW Tournament in August. The PCC recommends a contribution of only
$500, since this event oars during the height of the summer tourist season when local
hotels and motels are already full.

Request Summary. The Swim Club is requesting funding for two purposes. The first is
related to an new event called "Weekend at the Races". Specifically the club is asking for
help with advertising, sponsor solicitation, graphics and printing and operational costs The
second purpose is to promote existing events. The Swim Club hosts 5 meets a year which
bring in over 1000 people to the City annually. They believe this number can be
significantly increased with more promotion. All meets are during the "off season" for
tourism. The PCC recommends partially funding the promotion request.

The Gilbert Reed Ballet sincerely thanks the PCC grant committee for
their generous funding recommendation of $2,900. In light of the
fact th4 PCC will have a modest reserve, I would like to request an
additio grant of $800. 00. That would be used toward fees and
expenses for musicians, which will total approximately $3 , 000
($400.00 per musician: violinist, pianist, harpist, classical
guitarist and vocalist. This would bring out PCC grant amount to
$3,700. 00, and would put a nice sized dent in our
$30,000. 00 budget for the upcoming production.
Ballet danced to live music is a major step forward for our entire
community. We are also looking ahead to our Spring, 2000, production
that finds us collaborating with Michael Nowak and the San Luis
Obispo Symphony Orchestra.
Please help us realize this dream.
