SUBJECT: VIDEO IMAGING
CAO RECOMMENDATION
Approve sole source purchase of video imaging system from Dynamic Imaging and purchase of
necessary hardware items in order to complete previously approved video imaging project.
DISCUSSION
In July 1997 the Council approved $79,000 in funding for a video imaging system to be used in
conjunction with the new Police CAD/RMS system and the County video imaging system. The
system will be used for mug shots,photo line-ups,wanted posters, and other uses.
Staff subsequently began negotiating with the County vendor, T.F.P. However, during
negotiations many problems with this company were discovered and we terminated negotiations.
The County decided to drop them as a vendor and select a new system. The County has now
selected a new system from Dynamic Imaging. The company works with Spillman Data
Systems, our CAD/RMS vendor, and they have assured us of complete compatibility with our
system. This will be part of a County-wide system.
Our initial contract negotiations have resulted in a system bid of$84,180,which includes the first
two years of maintenance. We have opted to purchase some hardware separately for lower costs
in the amount of$5,000. Thus, the total system cost is $89,180. The CAD/RMS portion of this
project was brought in at approximately $45,000 below original budget, therefore, the project
account is still at $113,563 in available funds.
