The July Board meeting was held in"The Pavilion"at Atascadero Lake. It was my first
inside look at this Atascadero facility and I was impressed
The meeting,however;was rather routine. The EVC is still in a state ofperfectmg:its
organization and operations. Much of the talk centered on the organizations own
economic viability and the need to expand membership and contributions. A
subcommittee is completing work on a package of information which will go out to
membership prospects. The cities of Morro Bay and Paso Robles have yet to commit to
membership and a contribution.
Supervisor Mike Ryan did confirm that-the County has forwarded its$100,000 pledge.
He also stated that the County will be the recipient of$1,000,000 settlement by Union Ott
Company over its oil spas. Supervisor Ryan stated'thatthe settlement will be made m
four annual$250,000 payments. It is his desire to see these payments put into an
endowment account from which the annual'interest will be used-to support the economic
development program.
Diane Sheeley raised the question of overlapping efforts by EVC and individual cities and
the confusion that sometimes occurs. She=stressed the need for open communication so
results.can be mutually constrictive. I believe dW this issue may represent a concern that
our Council Members may have had from time to time;e.g. what is it that the EVC can do
for us that our own economic manager can not?

At its meeting of 8/4/99, the COG Board received a report from the Executive Director regarding
the following items:
1) Caltrans Transportation Enhancement Grant for$83,000 has been approved locally and is
now awaiting headquarters approval. This grant will provide an undercrossing of Highway 101
for use of bikes and pedestrians to traverse 101 at the top of Cuesta Grade from Stagecoach Road
to a frontage Road on the east side. This will avoid a dangerous bicycle crossing of the freeway.
2) State transportation improvement funds have been allocated to construct sound walls with
$625,000 allocated to San Luis Obispo County. Currently,the sound wall proposed along
Brizzolara Street is the only one which meets state criteria for construction. It is therefore quite
possible that the new$625,000 will be available for this project,thus freeing up the original
funds set aside by COG ($500,000) for other San Luis Obispo County transportation projects.
3) The state is encouraging local agencies to more rapidly expend federal and state funds
which are accumulating in highways accounts. This means San Luis Obispo may move ahead
more quickly on any federal or state highway projects it is undertaking.
4) Cal Poly has announced that with the APCD Mover grant, they will be able to continue
their zero fare transit program through spring of the year 2000.
COG staff is working with the National Park Service to establish appropriate signage and
designation for the De Anza Trail. This will commemorate a 1,200 mile-long exploratory trip
taken by De Anza and a group of colonists in 1775-76. They left Sonora,Mexico, found their
way through Southern Arizona and along the coast of California to establish a presidio and
mission at San Francisco Bay(see attached map). In the vicinity of San Luis Obispo,the trail
leads from Pismo Beach along Price Canyon Road, along Broad Street (Route 227) and over
Cuesta Grade.
SCA3 - Local Option Sales Tax for highway funds,is making its way through the Legislature at
this time. If it is approved, this will allow-local voters to authorize a sales tax for road purposes
by a simple majority rather than a 2/3's vote,with the election to be held in November 2000. In

anticipation of passage of this legislation, COG staff will be contacting local city managers to
consider establishing a steering committee to conduct a survey to determine if there is sufficient
interest for participation by San Luis Obispo County. This is a one time opportunity. The Board
determined that the decision to proceed with this effort.should be based on the best available
information, and authorized staff to proceed with preliminary research.
Staff presented a draft of the annual report of the COG activities for 1998-99. This report
outlines the many projects moving forward within the County—more than $100;000—relating to
transportation. A copy of this report will be sent to each council member in the County. When
your copy arrives, I urge you to read through thi's brief document. It is very informative how our
transportation dollars are spent.
