SUBJECT: Saturn Offer to Build Basketball Court
Attached is correspondence from Pat:Cusack, owner of the local Saturn dealership, offering to
build a basketball court for the City. While this offer is very generous, it does raise the question
of what would be appropriate recognition in exchange for this donation. For example,the
dealership may want its logo on the court, or recognition of some other form, such as a plaque
near the court.
Traditionally, the City has had a policy prohibiting advertising in City parks. On the other hand,
the Saturn offer could be considered a donation. Therefore, the question before the City would
be: What would be appropriate donor recognition?
Such issues are coming up more often these days,as cities partner with the private sector to
provide facilities and services. For example,we could easily face such questions with the
development of the youth athletic fields.
Therefore,:staff asks the Council to refer Mr: Cusack's offer to the staff for evaluation. Staff will
research how other cities have handled such offers (e.g. Arroyo Grande). In addition, the Parks
&.Recreation Commission will be consulted.

Dear Mayor Settle:
I am pleased to inform you that as the local Saturn Retailer,we would like to offer to build and
donate to your.city a community basketball court Paul Wage of the Parks and Rec.department
instructed me to first contact you. I had the pleasure of meeting you several years ago and last year
came before you for the approval of the Saturn of San Luis Obispo project.
Our goal is to give something back to our community that will provide another place for kids to
recreate and leave a lasting®pression as to what Saturn is all about In 1998 we built and donated
to the community of Arroyo Grande the basketball court shown in the enclosed brochure. It was
experience and continues to provide a wonderful place for kids and adults to have fun.

As per our conversation of yesterday, I'd like to memorialize the following observations addressed in your
memo regarding the Spare Change program.
Currently, six businesses have chosen to participate and the much-needed recent publicity about the
program netted an additional five business locations. While this number may seem low in light of the
attention the program was given,even this small number is helpful and we are waking via publicity to
grow the number.
The Prado Day Center continues to remain an item on our monthly agenda and two of our concerts tip
>roceeds were donated to the Center. In our limited capacity to lend a hand, we have remained on board
with the Center and help out wherever we can.
If,by chance, you happened to be looking for sites this past weekend, you may have experienced the
period where we have pulled the jars for collection and arc in the process of making new, more attractive
signage for the jars which, by the way, is financed out of our budget and not out.of the proceeds for the
Center.
In the future, look in the following locations for a place to deposit change:
The Mortgage House, The Sanctuary Tobacco Shop, Spin-Knit, Kennedy Club Fitness, Full Circle, San
Luis Phone &Wireless, Altman Chiropractic Center, Cheap Thrills/The Sub, Fraternal Order of Eagles.
Old Country Deli and Big Sky Cafe.
We would be happy to furnish you, at no charge,with your own Spare Change jar as soon as they are
available.

Support of Saturnks offer:
Saturrrks offer to build a better basketball court at Emerson Park, as
reported in the Tribune on 8/12, appears supportable. As a homeowner in
the neighborhood,frequent park user, and basketball player, I support
building a new basketball court there,which may include a modest Saturn
logo at mid-court.
If improved basketball facilities are planned for Emerson Park, I would
like to suggest that a canopy over the court be considered. A canopy
would shade the court during hot days, and keep it dry on rainy days.
New City Gymnasium Needed:
LetLES face it-the City does not have a real gym. The Rec. Center is
too small for basketball. The Parks and Recreation Department is last on
the list to request use of the SLO Highschool gym every year for the
adult basketball league. (Just ask your staff how many complaints he
gets: James Bremer x7295) A petition is now circulating among
basketball players requesting the City Council to:
"RESERVE A PORTION OF THE RECENTLY ACQUIRED LAND FOR BALL FIELDS (OFF
BROAD STREET) FOR A FUTURE CITY GYMNASIUM TO MEET THE RECREATIONAL SPORTS
NEEDS OF THE CITY'S RESIDENTS"
While funding may not be readily available to construct the gym, it just
makes good planning sense to recognize the need for this facility and
pencil it into the property. The signed petition,which only started
today, has been circulated only to basketball played at the Church of the
Nazarene, will be available at the City Council meeting on Tuesday. (I
plan to attend the meeting - but my wife is 9 months+6 days pregnant
with our second little basketball playeri3)

SUBJECT: Spare Change program
At the recent Prado Day Center awards ceremony, reference was made by the
executive director of the Downtown Association to the "Spare Change" program.
As it was explained, this is a program sponsored by the downtown business
owners to collect donated funds from customers for support of the Prado Day
Center.
Ms. Holley spoke of an "expansion" of this very good program. I was pleased to
hear this, and thought it to be a good idea to asses the current status of this
program. I asked my wife to "poll" the downtown area for sightings of the "spare
change" collection jars.
Results from an in store visual poll at 31 retail business's in our downtown core,
including the Chamber of Commerce Visitors center, on July 2nd, 1999? "0".
To paraphrase Father Jim Nesbit, who fought the relocation of the people's kitchen
from the steps of the Mission, "out of sight, out of mind".
The Downtown business owners worked hard to help build the Prado Day Center,
and "clean up" the downtown. For this they are to be commended. It is
unfortunate that the initial enthusiasm for moving the peoples kitchen and it's
clientele out of the downtown has not turned into an ongoing support of the work
of the Prado Day Center. It is now time to belly up to the bar, and help to support
the center, by promoting their own program which they site as their ongoing
contribution (not out of their own pocket) to supporting the Day Center.
While I am not a member of the Downtown Association Business District, I would
gladly display a "spare change"jar on my sales counter. I look forward to joining
others who recognized the need to support this worthwhile, nationally recognized
program.

I will be unable toattend the City Council meeting to support the City cooperating
with Saturn to build a new basketball court at Emerson Park.
Per my earlier e-mail (copy attached), here is the petition that was circulated
over the last couple of days among basketball players at the Church of the
Nazarene.
I would like to request.that you inform the Council members in your presentation
that you have received this petition signed by 25 people.
(I realize this is small potatoes next to the Marsh Street Parking Garage issue)
It is our goal to let the City know that there is an organized constituency for
better basketball facilities.
Please call me if you have questions.

• PETITION FOR A NEW CITY GYMNASIUM
We, the undersigned, support the following statements and request the City of San Luis Obispo take
pro-active measures to improve gymnasium facilities, ESPECIALLY for recreational basketball
The City owned Recreation Center(@ Santa Rosa/Mill
Street) is inadequate for adult basketball (only one court,
substandard length &width)
2) Taylor Gym, and the old SLO High School gym are also
substandard facilities and have been extremely
unreliable for City-sponsored adult sports
3) Due to the existing need for improved facilities, the City
should accept corporate donations to improve basketball
facilities (on a case-by case basis)and allow modest
advertising subject to City review.
4) THE CITY SHOULD RESERVE A PORTION OF THE
RECENTLY ACQUIRED LAND FOR BALL FIELDS
(OFF BROAD STREET) FOR A FUTURE CITY
