SUBJECT: APPOINTMENT RECOMMENDATIONS
FOR THE HUMAN RELATIONS COMMISSION
RECOMMENDATION
Reappoint Trish Avery to a two year appointment to end 9/30/01, appoint Gwen Guyre to a three
year appointment to end 9/30/02, and thank Joan Lawrence for her many years of service.
DISCUSSION
Two terms will expire on 9/30/99: Trish Avery and Joan Lawrence. Ms. Lawrence has served
the maximum eight years and is therefore not eligible for reappointment. Trish Avery is eligible
for another two. years and does wish to be reappointed. After advertising and interviewing
candidates, the Council Subcommittee is pleased to recommend Ms. Avery for a two year term,
and Gwen Guyre for a three year term. Nominee applications are attached. All others are
available in the City Clerk's Office.

SUBJECT: APCD Board Meeting - September 22, 1999
State ARB will be implementing a new rule regarding emissions of transit &
school busses, the goal is for a fuel neutral initiative.
The APCD is formulating a rule to prohibit backyard burning of trash and
yard waste throughout the district (County).
Please see the attached Air Quality report, for your files.

As with state standard violations, 8-hour periods exceeding the new National standar i for ozone have not
been found anywhere in the county except at Black Mountain, where six different ex-:eedance days have
been measured so far during 1999. The table below shows ozone levels measured so far this year
compared with those for last year through September 10.

FINANCIAL CONSIDERATIONS
There are no immediate financial considerations associated with your Board's considen.tion of this
report today. However, improved ozone levels in the North County may affect any Boa rd decision about
whether to add an air monitoring station near the eastern edge of the county this fiscal y:ar. In tum, that
may affect expenditure of perhaps$60,000 in APCD funds this year, as yet unappropria:ed by your
Board. Those funds may include about$35,000 from the Equipment Reserve Designati )n, and the
source of any remaining funds needed has not been identified. In subsequent years, cos:s for continued
air monitoring at such a site will have additional financial implications.
APCD staff will bring the issue of additional air monitoring to your Board at your scheduled November
or January meeting. A final report on ozone monitoring results for all of 1999 will subn ined to your
Board at the January, 2000 meeting.
