SUBJECT: Use of STIP Funding for the Brizzolara Street Sound Wall Project
CAO RECOMMENDATION
Direct the City's SLOCOG Board Delegate (Councilmember Romero) to strongly
advocate support for SLOCOG's previous action to appropriate $500,000 of
Regional STIP funds toward the Brizzolara Street Sound Wall Project.
DISCUSSION
Earlier this year the SLOCOG Board reserved $1,000,000 of STIP funds for the Brizzolara Street
Sound Wall project. SLOCOG provided$500,000 of regional STIP funding and the City agreed to
use $500,000 of STIP funding that came to the City via the application of a region-wide fimding
formula to make the project whole. SLOCOG also agreed to use the Regional STIP funding first to
pay for the sound wall with the City's STIP funds to cover all costs above$500,000.
The state funding picture continues to change. It now appears that the region's 2000 STIP fimding
has increased (by about $1.4 million) with an additional $625,000 reserved "off the top" for the
Brizzolara Sound Wall project. This change in funding structure frees up some of the previously-
programmed STIP funding. The issue that will be considered by the SLOCOG Board at its October
6'meeting is:
Should the City be allowed to reprogram its $500,000 of STIP funds for some other STIP
eligible project? or
Should SLOCOG take back its $500,000 of regional STIP dollars and make it available for
other STIP-eligible projects within the region?
On September 22, 1999 the SLOCOG's Transportation Technical Advisory Committee (7TAQ
considered this policy issue. Three options were discussed:

On a 4 to 3 vote, TTAC voted to select Option A which would enable SLOCOG to reprogram its
$500,000 of Regional STIP dollars. The City's staff representative on TTAC strongly supported
Option B and suggested Option C as a reasonable compromise.
At the time of writing this Agenda Report, SLOCOG Staff has yet to formalized their
recommendations on this matter to the SLOCOG Board. However, they may consider
recommending a fourth option to this issue shown below:

City staff continues to believe that the Brizzolara Street Sound Wall is a regional project because it
protects sensitive residential areas from traffic noise from a regionally-significant State highway.
Construction of projects of this nature is normally paid for with State moneys and does not require
local matching funds. Therefore,City staff continues to recommend that Option B described above
be the appropriate funding strategy that the City should vigorously pursue with the SLOCOG
Board. Option B is consistent with the previous funding arrangement established by the SLOCOG
Board-earlier this year. If this alternative cannot succeed,Options C then D should be considered
as fall-back positions.
