DISCUSSION The Community Development Department has received an application for approval of a draft Orcutt Area Specific Plan, prepared by consultants working for several of the property owners in the Orcutt Area. Long Range Planning Division staff resources are currently being fully utilized by working on other Council goals, including the Airport Area Specific Plan, the Margarita Area Specific Plan,the Conservation Element update, the Safety Element update, and the Mid-Higuera Street Enhancement Plan. . Staff anticipated the need for additional staff resources during budget preparation and requested funding for supplemental staff resources to process the Orcutt Area Specific Plan. The Council budgeted $60,000 for consultant services to review and process the plan in the 1999-2001 Financial Plan. The proposed request for proposals (RFP) is consistent with the budget description of that funding. The consultant will be expected to review the draft Orcutt Area Specific Plan for consistency with the City's General Plan and applicable planning principles, coordinate the preparation of an environmental impact report, develop plan recommendations, conduct public meetings, prepare staff reports and represent the recommendations at public hearings. If directed to do so by the Council, the consultant would also prepare the annexation application for the Orcutt Area following adoption of the Specific Plan. The Scope of Work for the proposed RFP is attached. A complete RFP is available in the Council Reading File. A committee composed of City staff will review consultant proposals. The CAO will make the final selection. The consultant whose proposal most closely meets the City's needs will be selected. Proposals will be evaluated based on the following criteria: C2-1 Councii.Agenda Report.—Report Tithe Page 2 _ a. Understanding of the work required by the City. b. Ouality, clarity and responsiveness of the proposal. C. Demonstrated competence and professional qualifications necessary for successfully performing the work required by the City. d. As reflected above, contract award will not be based solely on price, but on a combination of factors as determined to be in.the best interest of the City FISCAL, EMPACT Funding for this project was approved in the 1999-2001 City of San Luis Obispo Financial Plan and has been budgeted:in the appropriate accounts. Complete Request for Proposals C2-2 Section A DESCRIPTION OF WORK SERVICES The Consultant will provide the following services as an extension of city staff: SOUGHT • Review the Draft Orcutt Area Specific Plan for consistency with City plans, programs and policies; • Analyze and prepare staff reports documenting the Plan's consistency City plans,programs and policies; • Prepare an initial environmental study, proposed EIR workscope and Request for Proposals for preparation of the EIR by a third party consulting firm; • Coordinate EIR consultant selection; • Administer the EIR consultant contract and ensure compliance with local, state and federal requirements; • Edit Draft Plan and EIR and coordinate production and distribution of public hearing drafts; • Prepare and present staff reports for public hearings before City advisory bodies and City Council; • Prepare and present staff reports for LAFCo annexation hearings; • Conduct City protest hearing for the annexation; • Complete annexation and coordinate notification of City departments,property owners and interested citizens of final annexation action; • Hold office hours at City Hall for a minimum of 8 hours per week; • Coordinate with City staff, property owners, property owners' representatives and other agencies to keep "key players" informed of issues, problems and plan progress,both verbally and in writing; • Provide information to the public; and • Other planning tasks related to the Orcutt Area Specific Plan implementation, as required. PROJECT The City's General Plan Land Use Element (LUE) designates the Orcutt Road BACKGROUND Specific Plan Area as an expansion area within the City's Urban Reserve. -The General Plan requires that a Specific Plan for the Orcutt Road Area be adopted prior to annexation of any portion of the Plan area (Exhibit A). A draft Orcutt Road Specific Plan was prepared by Cannon Associates at the request of several of the Area's property owners and submitted, along with planning application and support documents,to the City in December 1998. In February 1999, Community Development Department staff responded to the application submittal, describing application processing procedures, fees, and specific comments on the draft specific plan. City staff from various departments reviewed the draft and provided the project sponsors and consultants with a list of revisions for basic compliance with the City General Plan and applicable infrastnteture plans. A revised draft specific plan was submitted in September 1999. A more detailed review is necessary to evaluate the Specific Plan's C2-3 1 implementation of all applicable policies and conformance to sound planning principles. Due to limited staff resources and other higher priority programs, the City informed the developer that work on the draft specific plan and annexation would be postponed until contract planning services could be secured. The City intends to proceed with specific plan and annexation processing to completion, once a planning Contractor is hired to assume primary working responsibility for the project. The Orcutt Road Specific Plan Area. The Orcutt Road Specific Plan Area encompasses 230.2 acres/93.2 hectares (ha) and is located in the County of San Luis Obispo, immediately southeast of the City limits. The area is bounded by Tank Farm Road to the south; Orcutt Road to the east and north; and the Union Pacific Railroad tracks to the west. There are 13 property owners within the Plan Area with 24 parcels, one of which has already been annexed to the City of San Luis Obispo. All of the owners have had the opportunity of participating in the preparation of the draft specific plan, and three have been actively involved in the Specific Plan planning process, according to Cannon Associates. Draft Specific Plan. The Draft Specific Plan is intended to provide a balanced mix of housing types, including a few estate lots, single-family residential areas, multi-family areas and two sites for low-income public housing. Guiding principles in designing the Draft Specific Plan were to encourage biking and walling, and to encourage socially interactive neighborhoods. This is to be achieved by linking the new neighborhoods, a centrally-located park, schools and neighborhood-commercial areas via a network of recreational bicycle and pedestrian paths. Development will be phased to ensure infrastructure and public services are available to serve the new residents and to comply with General Plan growth targets. Copies of the Draft Orcutt Road Specific Plan are available to prospective Contractors for$20.000 per copy. BUDGET The City has budgeted up to $60,000 (600 hours @ $100/hr.) for experienced professional planning services to complete the tasks outlined above. Exhibits A. Site Location Map B.
