DISCUSSION In May 1999 the Council approved plans and specifications and authorized staff to advertise for bids on the San Luis Obispo Creek Walk project. Bids were opened on June 29, 1999 and the low bid was from R.M.R. Construction. Construction was started on August 16, 1999 and completion is expected by mid-November. At this time there are three areas which have run over budget. They are the following: • Geotechnical Investigation. After design was started, it became necessary to hire a different geotechnical engineer at a higher cost. The increase in cost was$3,000. • Permit Monitoring. In the design contract with Firma, the City budgeted $5,000 for construction monitoring per our Army Corp of Engineer's permit conditions. Due to the length of time the contractor was in the creek and the unexpected number of fish that needed to be moved downstream, the monitors worked a significant amount more than expected. Total estimated additional cost is$12,000. • Archeology. Also, according to our initial study of environmental impacts,the project included a provision that stated, "In the event that any cultural artifacts are found during site preparation, all earthwork within 150 feet shall cease until the resources have been evaluated by a qualified archeologist." During earthwork, artifacts were uncovered and an archeologist was brought on site to evaluate and monitor the area. Since the likelihood of finding artifacts was low, there was no money budgeted. At this time the construction contract is within the amount budgeted for contingencies. However,if 75%of the contingency money is used, staff will report back FLSCAL IMPACT Additional Work Amount Geotechnical Investigation $3,000 Permit Monitoring $12,000 Archeological Monitoring and Evaluation $5,000 Total Amount Needed $209000 The total project budget including land acquisition,design and construction is 1.3 million dollars.
