SUBJECT: POLICY ON NEW SIDEWALK INSTALLATION
CAO RECOMMENDATION
Adopt a Resolution establishing criteria and site selection priorities for the new sidewalk
installation program, and rescinding Resolution 6031 (1986 Series)
DISCUSSION
At its meeting of October 19, 1999 the City Council approved a staff recommendation to coordinate
the City's annual program of new sidewalk installation with the recently adopted Pavement
Management Plan. In that program,the City is divided into eight major maintenance areas and one
more specifically dedicated to the downtown. The Plan enacts an underlying policy to rotate major
maintenance throughout the City on a systematic basis one area at a time; thereby trying to only
disrupt its citizens but once every eight years. The new sidewalk program, following that guidance,
makes a major contribution by improving sidewalk access to pedestrians in the area.
The areas for new sidewalk construction have traditionally been chosen using "priority" guidance
criteria established by the City Council in 1986 by Resolution 6031(Exhibit B). This criterion was
applied citywide. Small sidewalk segments were identified in areas throughout the City. The City
Council asked that a new Resolution be prepared which would formally link the new sidewalk
construction program with the Pavement Management Plan. A draft Resolution is attached as
Exhibit A that complies with that Council direction.
A key Council concern was that the new program,linked to the Pavement Management Plan,not be
so rigid so as to eliminate the possibility of adding in new sidewalk installations that were of
importance to the Council. These, other sidewalk installations, would be located in maintenance
areas other than the one currently under improvements via the Plan. Although, the City Council
has had and will always have the ability to modify any policy, staff specifically added language to
the Resolution that emphasizes the Council's prerogative to add new locations to any list of
proposed sidewalk installations.

A RESOLUTION OF THE COUNCIL OF THE CITY OF
SAN LUIS OBISPO ADOPTING CRITERIA AND SITE
SELECTION PRIORITIES FOR THE NEW SIDEWALK
INSTALLATION PROGRAM
WHEREAS, the City desires that its citizens have available, safe, convenient and suitably
located sidewalks; and
WHEREAS, many areas of the City do not have such sidewalks; and
WHEREAS; the City desires such areas to be improved considering needs,hazards and
the wishes of the neighborhoods; and
WHEREAS, in 1998 the Council adopted a Pavement Management Plan that created
eight major street maintenance areas and one specifically for the Downtown; and
WHEREAS, said Plan directs that significant infrastructure improvements are to be made
within each maintenance area in a consistent and logical manner; and
WHEREAS, the Council is desirous of coordinating the Sidewalk Improvement Program
with the Pavement Management Program to the greatest degree possible.
BE IT RESOLVED, that the City Council hereby adopts the following:
SECTION 1. General Program Criteria
a. New sidewalks should only be installed where there is a demonstrated
pedestrian need.
b. The installation of new sidewalks should occur,to the maximum extent
possible, in coordination with the management areas defined by the
Pavement Management Plan.
C. The installation of new sidewalks should emphasize safety,particularly
safety of children.
d. The installation of new sidewalks should include flexibility in design
when considering topography and existing trees.
e. The installation of new sidewalks should receive favorable response when
responding to a petition of neighbors representing 50%of the owners of a
block.

SECTION 2. Site Selection Priorities For Construction Of New Sidewalks
First Priority: In areas with safety hazards or heavy pedestrian use, especially children.
Second Priority: Along arterial and collector streets that are near schools,parks,
churches, and neighborhood commercial centers.
Third Priority: Along local streets that are near schools,parks, churches, and
neighborhood commercial centers.
Fourth Priority: In other residential and commercial areas as necessary.
The Council, when deciding upon locations for new sidewalk installations, may consider
the scenic nature of an area, the desires of a neighborhood, traffic flow, needs for
sidewalks in any of the other maintenance areas and other judgment items as it sees fit.
SECTION 3. This resolution rescinds and replaces Resolution No. 6031 (1986 Series).

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo
adopts the following:

a. The construction of new sidewalks should occur, to the maximum extent
possible, in coordination with the management areas defined by the
Pavement Management Plan and should be prioritized as follows:
1. Locations where safety can be improved, particularly safety of
children.
2. Locations with a demonstrated pedestrian need.
3. Locations responding to a petition of neighbors representing 50% of
the owners within a block.
b. The installation of new sidewalks should include flexibility in design
when considering topography and existing trees.
SECTION 2. Special Prioritization
The Council at its discretion may consider construction of new sidewalks outside of the
area priorities established by the Pavement Management Plan. In such instances priority should
be given to:
1. Locations where safety can be improved, particularly safety of
children.
2. Locations with a demonstrated pedestrian need.

3. Locations on arterials and collector streets that are near schools, parks, •
churches, and community commercial centers.
4. Locations on local streets that are near schools, parks, churches, and
neighborhood commercial centers.
5. Completion of sidewalk continuity in residential and commercial
neighborhoods.

sidewalks in any of the other maintenance areas and other judgment items as it sees fit.

The staff proposed changes to the Council Resolution regarding sidewalk installation
Priorities lack the clarity I believe this resolution should contain. I submit the following
rewording which I believe more accurately reflects the Council's discussion on sidewalks:
WHEREASes and RESOLVED- (OK)
SECTION 1. General Program Criteria
a. The installation ofnew sidewalks should occur,to the maximum extent possible, in
coordination with the management areas defined by the Pavement Management
PLT.
b. Within a pavement management area, installation priority shall be given to:
1. Repair of existing sidewalks in hazardous condition.
2. Areas to improve safety of children.
3. Areas to improve a demonstrated pedestrian hazards.
4. Areas wherein 50%or more owners ofproperty with a block petition for the
installation of sidewalks.
c. Installation of new sidewalks in existing neighborhoods shall include flexibility in
design when considering topography and existing trees.
SECTION 2. Other Site Selection Priorities
a. The Council at its discretion may consider construction ofnew sidewalks outside of
a pavement management area;in such instances priority should be given to:
