SUBJECT: Sinsheimer Stadium Fencing
CAO RECOMMENDATIONS:

2. Authorize staff to advertise for bids.
3. Appropriate an additional$19,600 from the unappropriated balance of the general fund to the
Park Renovations project account
DISCUSSION:
The existing wooden outfield and sideline fences at Sinsheimer Stadium are over 20 years old
and are in poor condition. They require constant maintenance to keep them safe and attractive.
As a result, fence replacement was part of the Park Renovations project approved in the 1997-99
Financial Plan. (See pages E-9 and E-29.)
There was originally$40,000 budgeted in the Park Renovations account for two projects:
1. $20,000 for the Sinsheimer Stadium Fence Replacement
2. $20,000 for Park Irrigation System Improvements
After transferring $4,800 to complete the Meadow Park Trail Reconstruction project,there is
currently$35,200 remaining in the Park Renovations budget. Unfortunately, the engineer's
estimate for the fencing replacement is more than double the amount originally budgeted because
the original budget estimate was calculated in 1995 and did not include the cost of painting.
CONCURRENCES:
Community Development Department has determined this project is architecturally insignificant
and has given it a categorical exemption.

To cover the estimated costs of both the Sinsheimer Stadium Fence Replacement($42,000) and
the Park Irrigation System Improvements($20,000), the Park Renovations budget should be
increased from $35,200 to $62,000. The Joint Recreational Use Committee has recommended
using$7,200 from the Athletic Field Improvements budget for the fencing project. (That action
would leave $20,000 in the Athletic Field Improvements budget for other projects.) The
remaining amount needed would have to come from the unappropriated balance of the general
fund. To recap:
Estimated Cost of Fence Replacement $42,000
Estimated Cost of Irrigation Improvements 20,000
Total Needed in Park Renovations Budget $62,000
Less Current Park Renovations Budget -35,200
Less Transfer from Athletic Fields Improvement Budget -7,200
Additional Appropriation Needed $19,600
Based on interim results for 1998-99, adequate resources are available to fund the recommended
appropriation and retain the General Fund balance at policy levels.
The current plan is to complete the fencing project so it will be ready before the 2000 baseball
season. The irrigation system improvements are scheduled for spring 2000.
Plans and Specifications are available for review in the Council office.
