SUBJECT: Professional Services for Parking Lot 2 Restroom, CP#90108
CAO RECOMMENDATION
Award Contract for Professional Services to Fraser - Seiple Architects for the design of the Parking
Lot 2 Restrooms.
The 1999 -2000 Budget identified the need to build a new restroom in the downtown. Public Works
Staff has met with representatives of the Downtown Association and other City staff and selected a
location for the new restroom in Parking Lot Number 2. The specific location would be along the
southerly property line of the parking lot adjacent to Broad Street. See attachment.
A Development Review Committee meeting was held on October 14th to discuss specific location of
the restroom in Parking Lot 2. After considering various locations the consensus of the meeting was
that the restroom would have the least impact on the parking lot, adjacent development, and existing
vegetation if placed along the southerly property line adjacent to Broad Suet The
recommendation suggested that the building should be set back from Broad Street to allow an
existing tree to remain.
Staff met and discussed the conceptual plan for the design of the new facility on July 22, 1999. The
consensus of staff was that the new building should be similar to restrooms in Santa Rosa and
French Parks. These restrooms are low maintenance with uni -sex rooms. The only change
requested by maintenance staff was a reduction in storage area, and a division of the storage area
into two parts, one for a maintenance contractor and one for city maintenance crews. Additionally
staff requested a modification of the auto sensors that operate the various fixtures in each room to
address problems currently experienced. The staff of the Downtown Association was consulted and
after meeting with their Board recommended the restroom be placed in Parking Lot 2.
In order to have a project similar to the restrooms in French and Santa Rosa Park staff recommends
hiring the same architect that designed the fist two buildings. This is beneficial since the plans
used in the earlier projects can be reused with minor modifications for this project Therefore a
proposal to provide design services for this restroom was requested from Fraser -Seiple, the
designers of the Santa Rosa and French Park restrooms.
Staff is recommending a reduction in the amount of Errors and Omission Insurance required.
Normally $1 million is required. This architect only carries $250,000. The architect has worked

on other projects for the city and been allowed to work with the lower coverage limit. This variance
in standard contract requirements has been reviewed and approved by the City's risk manager.
As discussed in the discussion area staff from Community Development and Public Works have
been a part of the decision as to location of this project. As the project proceeds through the design
process issues as to appearance and environmental impacts will be investigated.

This project is budgeted as follows in the 1999 -00 budget on page E-36 and E -13.
Construction $60,000
Design 10.000
Total $70,000
The design costs exceeds the budget by $750. This is because the designer must modify the original
plans to meet unique conditions related to the downtown location. The building will be placed
adjacent to the property line requiring changes in construction materials and set back from the street
requiring landscaping not considered in the original scope. Additionally the downtown location will
generate more interest and require more involvement with the downtown
