Each year the Promotional Coordinating Committee (PCC) makes recommendations to the Council for grants to be given to local non -profit agencies that provide cultural and tourism promoting recreational services to residents and visitors. In July, 1999, the Council approved an allocation of $101,530 toward such grants, leaving a reserve of $2,005 to be used should an unexpected granting opportunity arise before the end of the fiscal year. At its December 8, 1999, meeting, the PCC was asked by the Cuesta College Art Gallery and the San Luis Obispo Art Center to help them promote a special collaborative exhibit of the works of David Settino Scott. While both organizations are already recipients of City cultural grant funding, they felt that this particular exhibit was a unique opportunity that had not yet developed at the time of their original grant requests, and should be considered for additional funding. David Settino Scott is. a prolific artist whose works encompass both paintings and sculpture. No gallery in the County is sufficiently large enough to display them all simultaneously. By forming a collaboration, the Cuesta College Art Gallery will be able to display the paintings and the San Luis Obispo Art Center will house the sculptures, creating the largest exhibit ever held in San. Luis Obispo. Bus service, with jazz musicians on board, will shuttle viewers between the two locations. Each gallery will bear the cost of curators, installation personnel, docents, paint, lights, artist (musician and visual artist) honorariums and the building of pedestals. However, due to the complexity of the event, costs will be higher than usual. As a result, the two galleries are requesting that the City grant a total of $1,300 toward the cost of publicity. The grant would cover paid advertising and supplement the cost of an effective color invitation. Invitations will be mailed to more than 2,000 people, both Central Coast residents and those living in other parts of California. Mr. Scott's works have been shown in prominent galleries in San Francisco, Los Angeles and Fresno, and the proposed event should draw visitors from those and other locations. The PCC felt that because of its tourism potential, as well as the unique C8 -1 Council Agenda Report —Grant to Cuesta College Art Gallery and SLO Art Center Page 2 opportunity that will be provided to County residents, it was appropriate to use grant reserve funds to support the show. FISCAL EMPACT A reserve of $2,005 currently remains in the PCC's grant -in -aid fund to cover, this request of $1,300. ALTERNATIVES Council could deny the request or consider granting a smaller amount. The PCC believes that promotional funding is critical to the success of any event, and that due to its special nature, the requested grant is an appropriate use for part of the remaining reserve funds. One of the last wishes of Arne Nybak, the late curator of the SLO Art Center, was to show the new work of David Settino Scott This is a task we've taken on enthusiastically since we believe David Scott to be one of our most talented local artists. The importance and uniqueness of this show is that it is a collaborative, community effort, the likes of which have not been attempted before in San Luis Obispo. After realizing that one space would not be adequate to show both the sculpture and paintings by this prolific artist, the Art Center and the Cuesta College Art Gallery decided to join hands in the presentation of David SCOWS work.' We envision this to be one of the largest visual arts events ever produced on the Central Coast As such, we want to make sure information about this free, cultural event reaches the public through various formats. Invitations from. the two galleries well be mailed to more than 2,000 people, both Central Coast residents and those living in other areas in California. Since David Scott has shown his work in prominent galleries in San Francisco, Los Angeles and Fresno, we are anticipating that this event will not only add to the quality of life for our own residents, but will draw a portion of its. audience from outside San Luis Obispo. The two exhibitions are opening on different dates in January, but their commonality is one grand, simultaneous reception and artist talk on Friday, January 28. In order to facilitate and enhance this joint reception, two buses will take gallery visitors back and forth between The Art Center and Cuesta College. The bus ride will not only serve as public C8 -3 transportation, but in itself will be a cultural experience as jazz musicians will be playing music on each bus. Since this is the first time two local galleries have worked, together to promote a Central Coast artist, we want this event to be especially . professional. But we need help since expenses are higher than normal due . to the complexity of these exhibitions. We feel it is imperative to have ads in our local press since media coverage is unpredictable. In addition, since color is important to the work of David Scott, we feel strongly that the invitation needs to be printed in color, in order for it to be effective. Each gallery will bear the cost of curators, installation personnel, docents, paint, lights, artist (musicians & visual artist) honorariums, the building of pedestals, etc. We are asking for your help in defraying costs of the invitation and media advertising. (See attached budget for details.) We appreciate your generous past support for both the SLO Art Center and the Cuesta College Art Gallery. I think you will agree that we have used. City monies wisely, and we have credited the PCC at every possible opportunity, including a byline on David Settino Scott's invitation. Additionally, these exhibitions are being supported by fund raising money from the Cuesta College Art Gallery, by a grant from the SLO County Arts. Council, and by money donated to the SLO Art Center's Ron Vargas Memorial Fund. CALL TO ORDER Chairperson Sandy Baer called the meeting to order at 5:32 p.m. with everyone present except for Dennis Rizzo. Also present were: Maggie Cox, Susan Carvalho, Jonni Biaggini, Anja Schlotman, Dave Garth and Alex LaChapelle. 2. PUBLIC. COMMENT There was no public comment. 3. APPROVAL OF MINUTES The minutes of the regular meeting of November 10, 1999, were approved as corrected. 4. FUNDING REQUEST FROM CUESTA ART GALLERY /S.L.O. ART CENTER Marta Peluso of the Cuesta College Art Gallery and Ruth Fash of the San Luis Obispo Art Center presented a proposal to the PCC on a joint exhibition of the works of David Scott. Ms. Fash and Ms. Peluso have been working on the project for a number of months. Mr. Scott is one of the finest artists in the county. He is also very prolific. Because of the amount of his work to be shown, a decision was made to have the exhibition at both the Cuesta College Gallery and the San Luis Obispo Art Center, with a shuttle bus between both locations on the day of the grand finale event, January 28. Ms. Peluso and Ms. Fash believe that there will be a large number of visitors from out -of -town because Mr. Scott is an artist of note. Based on the number of pieces to be shown, this will be the largest exhibit ever held in the county. This special event was not in the works at the time that both organizations requested grant funding from the City during the normal PCC process. Therefore, the two organizations are requesting special funding at this time to promote the event. They would like $1,300 to be used for advertising and invitations. On a motion by Bill Pyper, seconded by Sandy Baer, the PCC unanimously approved using some of the grant funding reserved to support this request. This recommendation will be forwarded. to the City Council 5. DETERMINE NEXT STEPS IN ADVERTISING CONVERSION STUDY Staff reminded the PCC members that we need to get started working with Campbell Research on the Conversion Study. The contract has been drawn up and is currently in the process of being signed. The PCC sub committee for the Conversion Study would like to meet with Campbell Research for the kick -off meeting. The sub - committee agreed that they would like to hold this meeting on January 4 at 11:30 a.m. Staff was directed to contact Campbell Research to see if they would be available at this date. 6. USE OF ENHANCED PROMOTIONAL FUNDS FOR UPCOMING YEAR Staff suggested to the PCC members that they might consider appropriate uses for enhanced promotional funding over the next 18 months. In the past, the PCC has tended to be reactive to requests coming from outside parties. Staff proposed that this time the PCC might wish to set their own direction for use of the funds. The conversation digressed and the staff reported on the steps she has taken to establish a joint sub - committee to address the issue of informational signing in the.downtown area. This proposal was made at a recent development oversight committee meeting. The DOC agreed that it was a good idea but given the current workloads of staff members, the idea should be postponed until later in the spring. Staff will be writing a letter to the City Council explaining that the project will be put off until later. 7. REPORT ON OSOS- JENNIFER BRIDGE SIGN. 1
