Accept completion of the Andrews/Conejo Storm Drainage Improvements, Specification No. 99704B 2. Appropriate$18,769 from the unappropriated balance of the general fund to the project account 3. Direct Public Works to record the notice of completion within five days of this acceptance DISCUSSION: On May 4, 1999 the Council approved plans and specifications and authorized staff to advertise for bids for"Andrews/Conejo Storm Drainage Improvements." A pre job conference was held on September 2, 1999, and work commenced the following Tuesday. During construction several issues arose that lead to cost overruns. These can be separated into two general categories: archeological conflicts and underground utility conflicts. Archeological Conflicts—The Andrews Adobe(1451 Andrews Street)is located within the project vicinity. During excavation archeological artifacts were uncovered. All work ceased on the project while archeological issues were resolved. Although money was set aside for monitoring in the original budget, nothing was budgeted for archeological excavation,cataloging,and recording or for construction delay costs. Underground Utility Conflicts—Several underground utility conflicts were encountered during construction. The two most costly were relocation of Tosco Oil lines in San Luis Drive and removal and replacement of a water line. Tosco Oil Lines—During project design, the intersection of San Luis Drive and Andrews Street was potholed to locate all underground utilities. Unfortunately, an abandoned waterline was mistakenly identified as one of the Tosco Oil lines. This resulted in the designed storm drain lines running directly through the Tosco lines. Further research and analysis showed that moving the Tosco lines was the only feasible solution. On October 4, 1999 the CAO executed a contract with Tosco to relocate the oil lines. Water Line—During design and construction, Utilities Department crews incorrectly located a 200mm water line running down the alleyway in front of 1451 Andrews. Although marked as running down the side of the alleyway, the water line actually ran down the middle,'in direct CM Council Agenda Report—Andrews/Conejo Storm Drainage Project: Spec.#99704B Page 2 conflict with the storm drain alignment. As a result, the water line and two valves had to be removed and replaced after installation of the new storm drain lines. The new water line lies directly above the storm drain lines. During review of the error it was determined that the City crews had actually located an abandoned water line. In response to this and other utility locating problems, staff has revised the City Standard Drawings to include locating wires on all new PVC waterline installations. Relocating the water line would have been the best solution even if the line had been located correctly in the first place. Due to the size of the pipes and the required trench width, the drainage alignment could not change enough to accommodate the existing water line. Therefore, if this conflict had been identified before construction, the only change would have been the addition of the water line removal and replacement as a bid item. The only additional cost the City incurred was the difference between a bid item price and a change order item. FISCAL]IMPACT This project was budgeted in the 1997-99 Financial Plan, Appendix B, page 113, as part of a settlement agreement due to the Carl Hysen, et al, v. City of San Luis Obispo ruling. On May 4, 1999 the Council approved an additional appropriation of$77,200 from the general fund.
