CAO RECOMMENDATION:
1) Approve plans and specifications for 2000 Street Slurry Seal Project,SpecificationNo.90138;
2) Authorize staff to advertise for bids;
3) Authorize the CAO to award the contract if the lowest responsible bid is within budget.
DISCUSSION:
The City's Pavement Maintenance Plan(PMP)was adopted by the City Council on April 14, 1998.
The key elements of the PMP are the establishment of eight principle areas within the city, and a
maintenance plan in which each of these eight areas will receive maintenance over an eight-year
period. The maintenance that any street is to receive is based on the condition of that street and the
available funds. Selected streets within the current"area"receive major rehabilitation(overlay or
reconstruction). The remaining streets in that area receive a seal coat treatment(slurry-seal). This
is the policy recommended in the PMP.
Of the eight principle areas within the City,area 3 is scheduled for pavement maintenance in 2000.
The 2000 Street Slurry Seal Project is primarily for the streets that are in area 3, and are not
receiving major rehabilitationthis year.
This project is similar to last year's seal coat project but with a few key revisions. The
specifications have been modified to include more stringent inspection requirements related to the
quality of the asphalt mix used in the slung seal. Additionally,one type of slurry seal(known as a
Type III slurry seal), has been eliminated from this year's project due to several problems
encountered in the past with that type of mix. The more successful Type II Slurry Seal will be used
for all the streets in this year's project.
The Parking Lots at Sinsheimer Park, French Park, and the Police Station are also included in this
year's project. This parking lot work includes both the application of a Type H Slung Seal and the
restriping of the parking lots. Doing this parking lot work under the same contract as the larger
street slurry seal contract enables these smaller parking lot slurry project to be done in a cost
effective manner.
This project also includes several streets that currently have problems with subsurface water. A
high groundwatertable has resulted in the subsurface water penetrating through the existing asphalt
and accelerating the deterioration of the street. At these locations, an underdrain system will be
constructed,thus protecting the existing asphalt by allowing the subsurface water to drain

CONCURRENCES:
The Community Development Department has approved this project for environmental clearance
through a Notice of Exemption.
FISCAL E%IPACT
The general fund portion of the project($477,000) is in the 2000-2001 budget. The project is
being bid ahead of time with formal award to take place in July. Early bidding will allow the
project to take place during the warmer time of year, and before next year's rainy season.
