SUBJECT: HIGUERA STREET BRIDGE RECONSTRUCTION PROJECT—
CONSTRUCTION MANAGEMENT
CAO RECOMMENDATION
1. Authorize the CAO to execute an amendment to the agreement with Martin& Kane to provide
construction engineering and monitoring services.
2. Advance $450,000 from the 2000-01 Higuera Street Bridge Capital Improvement Project for
Construction Management.
DISCUSSION
On April 4, 2000, the City Council approved the plans and specifications for the Higuera Street
Bridge project and authorized staff to advertise for the construction.
A project of this size and complexity will require full time inspection. We also anticipate the
need for two inspectors during certain portions of the work and to cover the extended work hours
and night work. The Engineering Division does not currently have adequate staff to provide
inspection or environmental monitoring for this project with the level of construction anticipated
for this summer. It will be necessary to contract the inspection. The Federal Highway
Administration requires the City to provide a City employee to act as the Resident Engineer,
overseeing the project. Engineering will provide one engineer for project oversight.
At the time of authorization to advertise the project, the City did not have final cost information
available from the design consultant, Martin & Kane for providing inspection and monitoring
services. That information is now available and included•as an amendment to the design
contract. In using the consulting firm which put together the environmental and construction
documents, the project staff will have the resources and background to move seamlessly into the
construction phase.
FISCAL IM PACT
The 1999-01 Financial Plan, Appendix B, page 204 provides $4,100,000 for the Higuera Bridge
construction in year 2000-01. We are requesting the funding for construction management in
advance of July I' because there is work to be completed by the monitors and the inspectors in
advance of the construction start. The budget included$450,000 for Construction Management.
As such, there is no net fiscal impact during the term of the 1999-01 Financial Plan due to this
change.
Staff has requested and been granted from Federal Highways more than the normal reimbursement
level for Construction Management. We felt this was justified due to the need for extended work
hours and monitoring required by this project. The normal amount the City would be0blfor

on a $2 million project is $240,000. With the additional authorization the City will be eligible for
80%reimbursementof$450,000 or$360,000.
Construction Management:
Construction Inspection: $340,000
Environmental Monitoring: $67,000
Geotechnical Services: $30,000
Contingencies: $13,000
Total: $450,000

AMENDMENT FOUR TO AGREEMENT
THIS AMENDMENT TO AGREEMENT is made and entered in the City of San Luis
Obispo on this day of , 2000, by and between the CITY
OF SAN LUIS OBISPO, a municipal corporation, herein after referred to as City, and Martin &
Kane Inc.,Consulting Engineers hereinafter referred to as Consultant.
WITNESSETH:
WHEREAS, on November 4, 1997 the City entered into an Agreement with Consultant
for design and environmental services for the Higuera Street Bridge; and "'
WHEREAS, the City desires to amend the scope of services to include construction
management and environmental monitoring services as outlined on the attached proposal;
NOW THEREFORE, in consideration of their mutual promises, obligations and
covenants hereinafter contained, the parties hereto agree as follows:
1. The scope of services and related compensation is hereby amended as set forth below:
a. Consultant's Obligation: The Consultant will provide additional services as outlined in
the attached proposal for construction management, inspection and environmental
monitoring.
b. City's Obligation: Reimbursement for providing construction management, inspection
and environmental monitoring services at the hourly rates including employee benefits,
overhead and fee. In addition the consultant will be reimbursed for direct costs that are
identified in the cost proposal. The Consultant shall be reimbursed in an amount not to
exceed $437,000.
2. All other terms and conditions of the Agreement remain in full force and effect.
IN WITNESS WHEREOF, the parties hereto have caused this instrument to be executed

1 Higuera Street Bridge Replacement
SCOPE OF WORK
The Martin & Kane Team will provide complete construction management services through the completion of
the Higuera Street Bridge Replacement Project. Our Scope of Services is as follows:
Task 1 -Comprehensive Construction Management
1. Provide a Resident Engineer/Bridge Representative, and an Office Engineer/Inspector full time for the
project. Their duties will include:
• Conducting the pre job meeting and other meetings as required.
• Reviewing shop drawings, traffic control plans, dewatering plans, vibration monitoring plans,
environmental mitigation plans,and other project submittals,as required.
• Providing daily inspection of the project.
• Coordinating with Caltrans and the City all material source inspections. Source inspection to be done
by Caltrans.
• Preparing public information bulletins,press releases, project correspondence and memorandums.
• Preparing and negotiating contract change orders.
• Reviewing contractor's progress payment requests and preparing project pay estimates.
• Monitoring construction and preparing as-built plans and records.
• Providing complete records of construction including daily diaries,photographs,progress reports,etc.
• .Reviewing and monitoring the contractor's CPM schedules, holding weekly meetings with contractor
and staff to ensure that the project is progressing as planned.
• Preparing final project close-out files and perform final inspection.
Task 2-Program Management and Administration
1. Ensure that all work is being performed to City standards.
2. Monitor project progress,schedule, budget,and staffing.
3. Provide administrative and technical support to the Resident Engineer/Bridge Representative and field
personnel by resolving issues and addressing any City concerns.
4. Prepare and submit project billings/invoices in accordance with the City Engineering Division's standard
invoice requirements,and provide responsive service to questions and concerns regarding project invoices.
Task 3—Environmental Monitoring (The Morro Group)
1. Prepare a streambed restoration plan.
2. Prepare a mitigation and monitoring program.
3. Attend project start-up meeting and conduct a training session for all construction personnel.
4. Conduct a preconstruction inspection of water habitat at the project site.

5. Search tunnel for bats and initiate mitigation if bats are found.
6. Monitor installation of culvert in channel and remove steelhead found in channel prior to installation.
7. Monitor channel on a daily basis to check for steelhead and other wildlife.
8. Monitor construction noise levels on periodic basis.
9. Monitor,on an as-needed basis,nighttime issues such as noise,sensitive species,etc.
10. Prepare a construction completion report summarizing all monitoring activities and documenting all
construction activities.
Task 4—Materials Samplin¢and Testins(Earth Systems Consultants)
1. Sample and laboratory test for compliance with the specifications and for acceptance into the project the
following materials:
• Structural Concrete(flat slabs,concrete cap beams and backwalls)
• Grout(used with tie down anchors)
• Shotcrete(used to fill wall voids)
• Structure Backfill(behind bridge abutments/concrete cap-beams)
• Aggregate Base
• Asphalt Concrete
2. Document testing by:
• Providing daily field reports to the Resident Engineer(RE)documenting testing services.
• Providing summary reports to the RE documenting test results as they become available.
3. Attend up to three meetings during the course of the project to coordinate sampling and testing with the RE
and Contractor.
