McCluskey, Public Wor4 Director Prepared By: David Elliott, Administrative Analyst SUBJECT: Traffic Signal Master Plan CAO RECOMMENDATION Appropriate$18,500 of Regional State Highway Account (RHSA) grant revenue to a capital project account for the Traffic Signal Master Plan project. DISCUSSION At its December 8, 1999 meeting, the San Luis Obispo Council of Governments approved an RSHA grant to pay a consultant to prepare a traffic signal master plan. The City Administrative Officer executed the cooperative agreement for this grant on March 10, 2000. Attached is Exhibit A-10 to the cooperative agreement describing the project scope and schedule. Every year the City receives state and federal grants for traffic signal installations and improvements. The increasing demand for these projects requires a careful analysis of needs and priorities along with a strategy for coordinating these projects with similar projects on state routes that pass through the City. Because of the current heavy workload for the transportation planning and engineering staff, Public Works is recommending that this work be performed by a consultant. FISCAL IMPACT Estimated.projectcost: $18,500 Source of revenue: approved RSHA grant in the amount of$18,500 Because this is a new revenue source, the money must be appropriated to a project budget before it can be spent. As with all budget matters, the authority to appropriate any revenue for a specific purpose rests solely with the Council. Billing Provisions: The CITY may submit invoices beginning July 1' of the programmed fiscal year (as noted in the table above) until the end of the Work Implementation Period. The CITY must submit certification of project completion and a final invoice within 2 months after the Work Implementation Period. Costs incurred outside the Work Implementation Period are ineligible for reimbursement. Special Provisions: 1. Reimbursement of costs from SLOCOG administered funding sources (USHA & RSHA) shall be provided on a pro rata basis determined by the percentage share each source is of the total project cost. The total funding contribution from SLOCOG for this project is not to exceed the amounts identified in the table above under RSHA and USHA totals. Map: Not applicable C9-2
