CAO RECOMMENDATION Affirm the Architectural Review Commission's(ARC) and the Community Development Director's comments on the project. DISCUSSION In April 1996, the County Department of General Services submitted - for courtesy ARC review and comment - a proposed design for a security wall and gates at the perimeter of the lower portion of the parking lot on the east side of the County Government Center. This is the parking lot used by County Supervisors and the Courts. At its May 20, 1996 meeting, the ARC provided several suggestions to reduce the apparent mass of the wall and minimise construction impacts on the affected trees (Attachment 4). Given the superior agency status of the County, the City has no direct approval authority over the project. As an additional courtesy review, the County Department of General Services submitted revised plans in February 2000 (Attachment 2). The new plans show an ornamental steel fence between plastered block columns and a raised circular planter at the corner of Monterey and Santa Rosa Streets. Entrance to the fenced area would be via gates made from the same ornamental steel. The revised plans were routed to the Building Division of the Community Development Department and the Fire, Police and Public Works Departments for comment. Those comments are incorporated into the Community Development Director's response letter of April 3, 2000 (Attachment 3). Supervisor Pinard has requested that City Council also review the project before it returns to the County Board of Supervisors for action (Attachment 5). The City Fire Department shall have the ability to access through all gates from the exterior side. The applicant shall coordinate the type of entry systems with the Fire Prevention Bureau staff. 2. Gates #1 and #2 shall have approved exiting hardware and shall open in the direction of egress. Special egress control devices shall be reviewed and approved by the City Fire Department prior to installation. 3. Assuming building exits open into the area enclosed by the fence, gates #1 and #2 shall have approved latching hardware that requires no special knowledge or effort (e.g. no keys) to open the gates from inside the enclosure. 4. The gates for pedestrians accessing the enclosed area shall be designed with a smooth 10-inch kick plate at the bottom and be capable of providing a clear 32-inch opening. 5. The ramp shall have a 72-inch level landing in the downward direction of travel as required by the California Building Code(see attachment). 6. Consider compact spaces or motorcycle parking for the two spaces immediately behind the new vehicle gate, enabling the new curb to be located further from the tree trunk in this area. Installation of a curb and paving under the existing Carrotwood tree at the head of these spaces could seriously damage the tree. Public Works staff recommends against relocation due to the complexity of the equipment at this location. With the above changes, the project will not require review by the Architectural Review Commission. My action is final unless appealed within 10 calendar days of the date of this letter. Anyone may appeal the action by submitting a letter to the Community Development Department within the time specified. Appeals will be scheduled for the first available Architectural Review Commission meeting date. If an appeal is filed, you will be notified by mail of the date and time of the hearing. Dear Ms. McNeil: The Architectural Review Commission, at its May 20, 1996 meeting, provided the following comments on a proposed security wall for the lower half of the parking area on the east side of the County Government Center: 1. To minimize the visual impact of the wall,and reduce potential for graffiti, screen the exterior of the wall with ivy or another vine or use espaliered plants, and provide ground cover on the exterior of the wall. 2. Use a bridging foundation for portions of the wall beneath the dripline of trees to remain to minimize disturbance of their roots. Please submit working drawings of the wall to the City Arborist for review prior to construction. 3. Average maintained foot candles at pavement should not exceed .5. Please submit the photometric analysis to the City Community Development Director for review prior to a final decision on project lighting. 4. Coordinate emergency access and egress with the City Fire Department. 5. Design the project to meet accessibility standards adopted consistent with the Americans with Disabilities Act. 6. Investigate architectural alternatives to the proposed wall including decoration and fenestration to break up the wall mass and add interest. I have enclosed a set of drawings depicting the fence and it's location. County staff sought review, comment and approval of this 8 foot fence from the City Planning staff and from the City ARC. The extra step of formal City Council approval is seen as desirable. tPlease advise when this could be reviewed by the City Council and if more information is required.
