DISCUSSION The HRC is interested in cosponsoring with the County of Santa Barbara's Human Relations Commission and the U.S. and State Attorney General's Offices a forum on hate crimes. The cosponsorship is limited to using the San Luis Obispo's HRC's name in promoting the event. Neither funding nor significant in kind donations of staff time or resources are anticipated. On June 8, 2000 the U.S. Attorney's Office, in conjunction with the Santa Barbara County HRC and the Attorney General's Office,will be presenting a Tri-County Hate Crime Task Force forum in San Luis Obispo at the Veteran's Hall. At this meeting, an "Incident Reporting"process will be discussed. This process has been very successful in encouraging and monitoring the reporting of hate and bias incidents in Santa Barbara County. The Santa Barbara County's HRC's role in continuing to coordinate and insure the viability of a County Hate Crime Network will be discussed. In addition, the California Attorney General's Civil Rights Commission on Hate Crimes will be present to discuss and respond to concerns about the reporting of hate and bias incidents. The City of San Luis Obispo's HRC has been asked to be a cosponsor and to provide a mailing list of names of local organizations that would be interested in attending; the mailing list has been provided. This is the third year this event has been held. Prior forums were held in Santa Barbara and Ventura where law enforcement agencies and community groups joined together to begin collaborating on prevention and response to hate/bias crimes. The HRC discussed their participation in this year's forum and directed staff to begin working with Santa Barbara County as a cosponsor. The HRC believes this event is in the spirit of their role educating the community on important issues According to the City's Special Events Procedures and the Advisory Body Handbook, Council approval must be obtained prior to any advisory body cosponsoring "a public forum,meeting or survey." Q-1 Council Agenda Report—HRC co sponsorship of Tri-County Hate Crime Task Force Page 2 FISCAL EWPACT The U.S. Attorney's Office does not require any financial assistant from the HRC or City of San Luis Obispo to be considered a cosponsor. They will also assume responsibility for press releases and invitation letters. The City's Risk Manager has waived the liability insurance requirements since the event is not on City property and will not involve city employees. ALTERNATIVES Do not cosponsor the June 8, 2000 Tri-County Forum. This is not recommended because this forum will provide an opportunity for HRC commissioners and the community to learn more about hate/bias crimes. Currently the HRC reviews all reported hate/bias crimes reported in the City of San Luis Obispo. ATTACHIIIENTS Page 4 of the HRC's April meeting minutes. C2-2 Human Relations Commission Meeting Minutes of April 5,2000 Page 4 of 4 5. AFFORDABLE HOUSING BROCHURES: The Commission reviewed brochures from other agencies/commissions. The Commission would like to achieve a brochure that addresses the different housing options and resources sponsored by the city. The Commission gave direction to staff to report back with pricing/printing options. 6. HATE CRIME REPORTS: Ms. Sylvain reported no hate crimes reports have been filed. Commissioner Tyson felt hate crimes in our city are under reported. He has been in contact with Mary Gorman of the Santa Barbara Human Relations Commission regarding a tri-county hate crime meeting. There is interest in holding the next meeting in San Luis Obispo County,possibly on June 8. The Commission reached consensus to support participation in a try-counties hate crime_ forum. Staff was given direction to research the availability of the City/County Library Community Room. 7. COMMUNITY NEEDS ASSESSMENT GOALS: Commissioner Nichols reviewed the recommended goals contained in the staff report. 8.
