McCluskey, Public Works Director Prepared by: David Elliott, Administrative Analyst S- SUBJECT: Purchase of General Purpose Vehicles for 1999-00 CAO RECOMMENDATION: Authorize Public Works to find suitable used sedans and pickup trucks to replace existing vehicles scheduled for replacement in 1999-00 DISCUSSION When the Council adopted the amended fleet management policies on April 4, 2000, it also allowed the budgeted and scheduled purchase of six general purpose vehicles to proceed. The Council had postponed purchase of these vehicles until completion of the policy amendments. As shown on the attached worksheet, six sedans and pickup trucks are scheduled for replacement and will be replaced by purchasing used vehicles. Section 405-D of the amended fleet management policy states: "When buying general purpose vehicles (sedans, station wagons, minivans, sport utility vehicles, and pickup trucks with less than one ton payload), the preferred procedure will be to buy used vehicles." Section 405-K lays out the following basic procedure for buying a used general purpose vehicle: 1. Search for a vehicle through dealers who sell used rental vehicles for major rental companies. 2. Select a late model, low mileage vehicle that appears to be in excellent overall condition. 3. Perform a technical inspection to confirm the vehicle is in excellent condition. 4. Negotiate a purchase price, including an extended warranty as appropriate, to be included in a written buyers order from the dealer. 5. Prepare a payment voucher and submit a CAO Report for approval. In addition to these six vehicles,there are five general purpose vehicles yet to be replaced. Staff is still evaluating these vehicles to determine the best replacement options. A recommendation for replacing these additional vehicles will be coming to the Council at a later date.
