The San Luis Obispo County Integrated Waste Management Authority met on May 10, 2000 and
discussed the following items of interest:
• City of SLO went four million miles on used motor oil without problems.
• Paso Robles is not interested in membership at this time.
• IWMA will receive Keep California Beautiful award for outstanding environmental
achievement on May 31, 2000 in Sacramento. Sharon Davis will present the award.
• The Habitat for Humanity recycled building products store has opened at Rancho El
Chorro.
• Coke has announced plans to use recycled materials in its bottles (see attachment).

DISCUSSION
On America Recycle Day(November 22, 1997)the IWMA started a send it back campaign to Coke. •
We asked consumers to return the plastic PET bottles to Coke because Coke had broken their
promise to use recycled plastic in their PET bottles. This campaign was adopted by national
organizations such as the Grass Roots Recycling Network.
As can be seen by the enclosed article, Coke has announced that it will use recycled content in its
plastic bottles.

Getting on the Matrix -
The CARES bill,Compensation and Retention Encourage Stability,will be on Congress' docket again this year. This
bill could potentially impact the way in which Family Child Care Providers are compensated for their role in the lives
of families. For those who apply to the Child Development Matrix and fulfill its requirements,annual stipends could
be distributed. The amount of the stipend would vary depending on the individual's education and experience.
The California Commission on Teacher Credentialing designed the Child Development Permit Matrix as a means of
standardizing the qualifications required for staff in child development programs.This matrix was also recognized as
having the potential to alleviate the shortage of quality child care and reduce staff turn over.
The Child Development Permit Matrix outlined below was designed to determine levels of employment and appropriate corresponding
titles and responsibilities. The permit takes both education and experience into account. Applicants are required to submit fingerprints
and complete forms that attest to an individual's experience with children.
Individuals who apply for the Permit are linked with a mentor who is responsible for facilitating ongoing professional growth. Individ-
ual plans are devised based on individual personal growth goals.Appropriate activities and experiences are planned to facilitate meeting
those professional growth goals. As an individual adds to his or her experiences through the required 105 hours of professional growth
(within 5 years),that growth could potentially redefine an individual's qualifications and professional title.
Currently,the expectation is that Family Child Care Providers would have to qualify as Site Supervisors in order to be considered for
compensation. If the CARES bill passes,and if universal preschool is in fact adopted,providers may be able to apply for funding. Al-
though currently the criteria for qualifying is high,there is always a chance that parental choice will be prioritized and providers with
center based teacher qualifications may be able to generate salaries that take experience and education into account.

• Always keep paper and pens handy so that you can remind yourself to talk to parents about their child's day. You are a hard

feelings. Be sure to write down the situation,what happened,and what was done. Hold on to the paper for your records and

What to do:
Hold a coat hanger upside-down and push sides in to form a diamond. Pull a nylon stock-

There have been more changes to the criminal background check requirements. The change exempts the following persons from
the background check requirements
=> Volunteers who meet all of the following conditions:
The volunteer is providing time-limited specialized services.
The licensee or a facility employee with a criminal record clearance or exemption directly supervised the volunteer
The volunteer is never left alone with children in care
Students enrolled or participating in an accredited educational institution who meet all of the following conditions:
The licensee or a facility employee with a criminal record clearance or exemption directly supervises the student.
The facility has,on file,a written agreement with the educational institution concerning the placement of students.
The student spends no more than 16 hours per week at the facility.

EOC Child Care Resource Connection Referral Policy
The Economic Opportunity Commission Child Care Resource Connec-
tion (CCRC)encourages and supports parental choice in their selec-
tion of child care services. Children have the right to adequate and
safe care. The Child Care Resource Connection provides accurate in-
formation on available child care in San Luis Obispo County. We rec-
ognize the ethnic, cultural and linguistic differences inherent in the
communities we serve.
It is our policy to provide referral services free of charge to any indi-
vidual or group regardless of race, creed, sex,age, handicap, income,
or marital status. We offer referrals, not recommendations to licensed }
child care providers and exempt Trustline providers. Parents are given V .r .;
an average of five providers' names, program descriptions and tele-
phone
ele phone numbers from which to choose child rare.
All parents are encouraged to contact the Department of Social Serv-
ices,Community Care Licensing,to find out about any substantiated
complaints that have been reported to this agency. (805)682-7647
The Child Care Resource Connection staff will contact all licensed fa-
cilities to inform providers of available free referral services offered
through this agency. Computerized Child Care Provider files are up-
dated quarterly by a response survey,and daily as changes or addi-
tions are received.
