This is somewhat unsightly and does present some slight hazard. I have been approached unofficially by a couple of members of the Downtown Association who requested that the City issue a change order to install a conduit for electrical service as a part of the current contract for improvement of the creek and sidewalks on Higuera Street between the Thai Classic and Mo's restaurants. This would appear to be a wise decision if the City ever anticipates providing electric service in an under-ground fashion within the public right-of-way in the downtown area. I am hereby requesting that the City Council direct staff to investigate and report back on two options: a) Would it be desirable to install conduit in connection with the current contract? If so, staff should prepare a preliminary design, cost sharing and cost estimate for the project. b) Is it in the City's interest to include in the Master Plan for Downtown the long-range provision of underground conduits to accommodate electric service within the public right-of-way? He will keep the City and County informed as to mitigation measures so this pest doesn't establish in our community.
