SUBJECT: ADOPTION OF 2000-01 BUDGET
CAO RECOMMENDATION
Adopt a resolution approving amendments to the 1999-01 Financial Plan and appropriating fiords
for fiscal year 2000-01 in the amount of$69,444,300.
DISCUSSION
Preliminary 2000-01 Budget -
Consistent with the City's two year approach to the budgetary process, the 2000-01 Budget
presented for formal Council adoption at this time has been prepared using the 1999-01 Financial
Plan as its primary foundation.. It also incorporates the analysis presented to Council as part of the
1999-00 mid-year review on February 19, 2000; the enterprise fiord rate reviews held on June 6,
2000; and other budget changes affecting 2000-01 approved by the Council since the adoption of
the 1999-01 Financial Plan such as the community development block grant program.
A comprehensive analysis of the significant budget issues facing the City during 2000-01 along
with recommended supplemental appropriations are included in the Introduction (under Budget
Message and Budget Highlights)of the accompanying Preliminary 2000-01 Budget.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO
APPROVING AMENDMENTS TO THE 1999-01 FINANCIAL PLAN AND
APPROPRIATING FUNDS FOR FISCAL YEAR 2000-01
WHEREAS, the Council adopted the 1999-01 Financial Plan on June 15, 1999 which
established comprehensive financial and policy guidelines for fiscal years 1999-00 and 2000-01;
and
WHEREAS, the 1999-01 Financial Plan included appropriations for fiscal year 2000-01;
and
WIEREAS, the Council has reviewed proposed changes to the 1999-01 Financial Plan to
be effective for fiscal year 2000-01 after holding noticed public hearings and budget workshops;
and
WHEREAS, the City Administrative Officer has submitted the 1999-01 Financial Plan
Supplement and Preliminary 2000-01 Budget to the Council for their review and consideration.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Luis
Obispo hereby adopts the budget for fiscal year 2000-01 in the amount of$69,444,300.

My name is Luther Bertrando. I reside at 267 Foothill Boulevard in the City of San Luis Obispo.
I am chair of the San Luis Obispo County Archaeological Society (SLOCAS). We are a non-
profit organization, which for more than 30 years have served the public through our educational
programs and archival facility. We are deeply committed to the preservation of central coast
archaeological collections and the need for public awareness about the value and unique qualities
of history. This year SLOCAS was honored for these endeavors by receiving the Helen C. Smith
Award for Avocational Society Achievement at the annual meeting of the Society for California
Archaeology in Riverside, California.
Our Learning Center and Archive Facility is located at Camp San Luis Obispo on the old Cuesta
College Campus. We are a volunteer 6rganization that has thus far managed to fund our
educational programs and archival facility without outside support.
State and federal laws require that archaeological sites are addressed during the development
phase. Archaeological mitigation requires that the collections resulting from these projects are
archived in a qualified curation facility. In almost all cases, it is preferable to keep collections at
a local facility, where they can be made easily accessible for educational purposes.
SLOCAS has provided the city curation services in the past, however our archive facility is in
need of renovation to bring it up to current curation standards.
SLOCAS is the only archive facility for archaeological collections in the county. We have
maintained approximately 200 collections over our thirty-year history. We have the space to
accommodate more collections, however, it is important to bring our facility up to current
Federal archive standards. Until that restoration is complete, we have had to close our doors to
local collections, which are now housed in institutions in Santa Barbara, Monterey, and Santa
Cruz counties, as well as Cal State Bakersfield and Sonoma State University. As a result, the
material obtained from archaeological sites in the city is not available for public education
purposes or professional research.
To correct this situation, the Board of Directors of SLOCAS has developed a long-term business
plan regarding our commitment to curation of archaeological collections. We are actively
pursuing funds to help us in our renovation project.
We were recently awarded$172,000 in federal ISTEA funds to accomplish the necessary
upgrade to our Learning Center and Archive Facility. The federal funds require a$21,000 match
from SLOCAS. RECEIVED

We have completed the architectural plans and are nearing completion of the Specifications and
Design phase of the project. We plan to go to bid this August and initiate construction this fall.
The facility should be completely renovated by this time next year and ready to open its doors
again to the community.
To do this, we need your help. I know that the city of San Luis Obispo feels that is important to
provide for local curation of archaeological collections, that those collections are important part
of our heritage, and that they should be made available for educational purposes. We request your
assistance in helping us meet our matching fund obligation.

Regarding: STAR Program at Bishop Peak Elementary School
June 19, 2000
Dear Mayor and Council Members,
I am writing you to voice my support of the STAR Program starting at Bishop
Peak Elementary School.in the Fall.
have an eight year old, Brenna, who attends Bishop Peak Elementary School.
I am a working,parent. Brenna has been in child care since she was 3 months
old. Until this year I have use the Sun N'Fun program regularly. However,
this year I have used the program as back up care only.
As Brenna gets older she expresses her likes and dislikes much clearer. She
no longer enjoys the program as she once did. Brenna needs an program which
tailors more to her age and needs with age-appropriate activities. I believe,
the STAR Program can offer more diversity, challenges and school support.
1 am very supportive of such a program and would be more incline to access it
regularly.Thank you for your support of working parents and for being
attentive to children's changing needs.
