DISCUSSION The City contracts with the San Luis Obispo County Visitors and Conference Bureau (VCB) as part of an effort by local governmental agencies to jointly market the central coast area as a tourist destination and filming location. This promotion is in addition to that provided by our individual City marketing agency, currently Barnett Cox &Associates. The VCB is a non-profit organization with a twelve-member board of directors made up of representatives from the tourism industry, the San Luis Obispo Chamber of Commerce, the wine industry and the arts. In addition, there is one representative from the local city managers group. Over the years, this position has rotated among the city managers. Recently, the VCB worked with a consultant to develop a Tourism Strategic Plan. The Strategic Plan provided a good evaluation of the VCB's current operations and ended by making a number of recommendations. One area of concern addressed in the report was the make-up of the board of directors. While governmental agencies provide 48% of the VCB's funding, as indicated above,there is only one board member out of twelve representing these agencies. As a result of recent VCB board action, effective July 1, 2000, the board of directors will be expanded to include representatives from all funding municipalities. The VCB has formally requested that the Council appoint a representative.from the City to sit on the board. Staff recommends that the Council appoint the City Administrative Officer or his designee to fill this position. The City Administrative Officer will designate the Assistant to the City Administrative Officer, Wendy George, to fill this role, since. she is responsible for oversight of the City's tourism promotion program. FISCAL IMPACT There is no fiscal impact to this action. These designated government positions will have full voting rights with a term length for as long as the municipality financially supports the VCB. This change is effective July 1, 2000. The VCB Board has determined that the representative should be a management level staff person responsible for economic development and/or tourism for the City of San Luis Obispo. We would like the City Council to appoint the representative as soon as possible so that they can attend our July 26'Board of Directors meeting. As soon as we know your representative, we will provide them with a full calendar of meeting dates and other orientation materials. In other funding news, I am excited to report that we are expecting 100% of the municipalities to participate with the VCB this year. The City of Arroyo Grande, having never funded the VCB in the past, has voted unanimously to support the Economic Strategy that includes funding the San Luis Obispo County VCB. This decision allows us to fully promote the county and all that it has to offer. We have some exciting opportunities waiting for us this year with increased partnerships and marketing tools to build greater awareness of the county as a destination. By leveraging your dollars with the county VCB, San Luis Obispo is benefitting many times more than the initial investment. I look forward to working with the representative from the,City of San Luis Obispo who will contribute to the development and direction of tourism promotion in the county.
